Monday, June 16, 2025
2:00 PM City Council Chambers
Persons with disabilities who plan to attend this meeting and who may need auxiliary

The mission of the Business & Job Development (Type A) and B Corporations is to
promote and enhance the City of Corpus Christi's economic base by supporting
projects and programs that create primary jobs, improve small business and affordable
housing opportunities, and improve infrastructure in our City.
A. President Alan Wilson to call the meeting to order.
President Alan Wilson called the meeting to order at 2:36 p.m.
B. Call Roll:
City Secretary Rebecca Huerta called the roll and verified that a quorum of the Board
was present to conduct the meeting.
Present: 3 - Board Member Vishnu Reddy, Board Member Johnny Philipello and Board Member
Victoria Holland
Absent: 3 - President Diana Summers, Vice -President Jesus Jimenez and Board Member Mark
LaRue
C. PUBLIC COMMENT:
President Wilson referred to Public Comment. There were no comments from the public.
D. MINUTES / EXCUSE ABSENCES
1. 25-0849 Approval of Minutes for the Type A Board, May 19, 2025 Regular Meeting.
President Wilson referred to Item 1. Ms. Holland made a motion to approve the minutes
as presented, seconded by Mr. Reddy, and passed unanimously.

President Wilson referred to Item 2. Director of Finance Sergio Villasana presented the
financial reports as of April 30, 2025.
Board members, Director of Engineering Jeff Edmonds, and Assistant City Manager
Heather Hurlburt discussed the following: Engineering usually provides a quarterly update
on projects to the Board; Harbor East project is on hold due to possible changes from the
Port's nearby project; reserve appropriations line is a holding account where remaining
funds for completed projects are held.

3. 25-0722 Resolution amending and reaffirming the Corpus Christi Business and Job
Development Corporation's Investment Policy and Investment Strategy for the
Fiscal Year 2025-2026.
President Wilson referred to Item 3. Director of Finance Sergio Villasana presented the
amended Investment Policy and Investment Strategy for the FY2025-2026.
Ms. Holland made a motion to approve item 3, seconded by Mr. Reddy, and passed
unanimously.
4. 25-0918 Motion to approve the Corpus Christi Business and Job Development
Corporation's Fiscal Year 2025 - 2026 operating budget for the Seawall Fund,
the Seawall Debt Service Fund, the Arena Facility Fund, the Arena Debt Service
Fund, and the Business/Job Development Fund.
President Wilson referred to Item 4. Director of Management and Budget Amy Crowley
presented FY 2025-2026 operating budget for the Corpus Christi Business and Job
Development Corporation funds.
Ms. Crowley presented the following: Budget Overview - Seawall; Proposed Revenues -
Seawall; Proposed Expenses - Seawall; CIP - Seawall Projects Budgets and Current
Projects; Budget Overview - Seawall Debt Services; Budget Overview - Arena Facility;
Proposed Revenues - Arena Facility; Proposed Expenses - Arena Facility; Budget
Overview - Arena Debt Services; Budget Overview - Business & Job Development; and
Proposed Expenses - Business & Job Development.
Mr. Philipello made a motion to approve Item 4, seconded by Mr. Reddy, and passed
unanimously.

President Wilson referred to the Executive Director comments. Assistant City Manager
Heather Hurlbert stated once the Type A projects are completed the board will move to
only the Type B meetings.
K. ADJOURNMENT
There being no further business, President Wilson adjourned the meeting at 2:55 p.m.
This meeting may be held via videoconference call pursuant to Texas Government Code § 551.127. If this meeting is held via
videoconference call or other remote method of meeting, then a member of this governmental body presiding over this
meeting will be physically present at the location of this meeting unless this meeting is held pursuant to Texas Government
Code § 551.125 due to an emergency or other public necessity pursuant to Texas Government Code § 551.045.
