best value proposal, with Universal Protection Service, LP, dba Allied
Universal Security Services, of Santa Ana, California, with an office in
Corpus Christi, for an amount up to $6,292,930.09 for uniformed
security guard services at various locations for the Asset Management
Department, with FY 2026 funding of $1,223,625.00 from the Facility &
Property Management Fund.
WHEREAS, there is a need for multiple City departments to utilize uniformed
security guard services at their respective locations;
WHEREAS, a competitive solicitation was completed, and the firm named in this
resolution was determined to provide the best value to the City for the performance of
these necessary services and has been recommended for award of the agreement; and
WHEREAS, the City Council finds that award and execution of this agreement,
based on a best value proposal, is the most advantageous and is in the best interest of
the City and its citizens.
Be it resolved by the City Council of the City of Corpus Christi, Texas:
Section 1. The City Council specifically finds that the foregoing statements included in
the preamble of this resolution are true and correct and adopts such findings for all intents
and purposes related to the authorization of this procurement.
Section 2. The City Manager, or his designee, is authorized to execute a three-year
service agreement with Universal Protection Service, LP, dba Allied Universal Security
Services, for an amount up to $6,292,930.09, with FY 2026 funding of $1,223,625.00 from
the Facility & Property Management Fund.

I, the Director of the Finance & Procurement Department of the City of Corpus Christi, Texas (or his/her
duly authorized representative), hereby certify to the City Council and other appropriate officers that the
money required for the current fiscal year's portion of the contract, agreement, obligation or
expenditure described above is in the Treasury to the credit of the Fund specified above, from which it is
to be drawn, and has not been appropriated for any other purpose. Future payments are subject to
annual appropriation by the City Council.
