Maintenance Service Agreement with Dailey and Wells
Communications, Inc., in an amount up to $1,416,741.42 for
enterprise software support, maintenance, and technical services,
renewable annually subject to sufficient appropriations, such
services being necessary to maintain the operational reliability of the
Coastal Bend Regional Interoperability Network (CBRIN) radio
system, with FY 2026 funding of $236,123.57 from the General Fund.
WHEREAS, the City of Corpus Christi (City) is the administrator of the Coastal
Bend Regional Interoperability Network (CBRIN) public safety radio system utilized by a
consortium of federal, state, and local agencies and departments, in addition to several
South Texas cities, necessary for the coordination and critical radio communications
supporting functional emergency and non -emergency services, one of eight such
networks operating in the State of Texas;
WHEREAS, the City, on behalf of the CBRIN, requires enterprise software
support, technical support, and continued maintenance services for the public safety
radio system's equipment and peripherals served by the system;
WHEREAS, State law provides that such procurements, as outlined above, are
subject to statutory procurement requirements, including competitive bids, unless an
exception applies; and
WHEREAS, the City Council finds that there are two statutory exceptions for this
procurement in the Local Government Code: sections 252.022(a)(2) and (a)(7)(D), as this
procurement: (i) is necessary to preserve or protect the public health or safety of the
municipality's residents; and (ii) consists of captive replacement parts or components for
equipment, respectively.
Be it resolved by the City Council of the City of Corpus Christi, Texas:
Section 1. The City Council specifically finds that the foregoing statements included in
the preamble of this resolution are true and correct and adopts such findings for all intents
and purposes related to the authorization of this procurement.
Section 2. The City Manager, or his designee, is authorized to execute all documents
necessary to obtain the necessary support and maintenance services from Dailey and Wells
Communications, Inc., pursuant to the terms and conditions of the three-year Radio
Network Support & Maintenance Agreement in the amount of $1,416,471.42, with annual
renewal subject to sufficient appropriations, with FY 2026 funding of $236,123.57 from the
General Fund.

authorized representative), hereby certify to the City Council and other appropriate officers that
the money required for the current fiscal year's portion of the contract, agreement, obligation
or expenditure described below is in the Treasury to the credit of the Fund specified below, from
which it is to be drawn, and has not been appropriated for any other purpose. Future payments
are subject to annual appropriation by the City Council.
