4. 26-0184 Ordinance accepting and appropriating $100,000.00 from the Texas
Department of Transportation for the FY 2026 Routine Airport Maintenance
Program (RAMP) Grant to fund airport maintenance at the Corpus Christi
International Airport; appropriating the RAMP Grant of $100,000.00 into the
Airport Grant Fund with a cash match of $11,111.11 from the FY 2026 Operating
Budget.
This Ordinance was passed on second reading on the consent agenda.

5. 26-0279 Ordinance accepting a payment of $75,000.00 from the Corpus Christi Housing
Authority to support procurement of professional services to develop a Housing
Needs Assessment and Toolkit; appropriating $75,000 into the Corpus Christi

Budget.

and disaster recovery purposes for the Information Technology Department, with
grant funding from the Office of the Governor's FY 2025 State and Local

10. 26-0368 Resolution authorizing Amendment #1 to Service Agreement No. 6533 with
Xylem Water Solutions USA, Inc., in the amount of $500,000.00, for a total

options are exercised, subject to sufficient future appropriations, for the
purchase of additional parts and materials necessary to complete pump and
motor repairs city-wide for Corpus Christi Water, with FY 2026 funding of
$500,000.00 from the Wastewater Fund.

the Community Development Block Grant (CDBG) Program.

being necessary to maintain the operational reliability of the Coastal Bend
Regional Interoperability Network (CBRIN) radio system, with FY 2026 funding of

19. 26-0384 Executive session pursuant to Texas Government Code § 551.071 and
Texas Disciplinary Rules of Professional Conduct Rule 1.05 to consult with
attorneys concerning legal issues related to rules and regulations of state of
Texas, EPA, TCEQ, TWDB, Texas Railroad Commission, San Patricio County
Groundwater Conservation District, and legal rights, property rights, and/or
contracts related to purchase and/or sale of groundwater, including water rights
in property accessing the Evangeline Aquifer in San Patricio County adjacent
and/or near US Highway 181, US Highway 77, US Highway 77 Business,
Highway 89, and/or the Aransas River, and other sources, and Texas
Government Code § 551.072 to discuss and deliberate the purchase or value
of the aforementioned rights to real property because deliberation in an open
meeting would have a detrimental effect on the position of the governmental
body in negotiations with a third person, including, but not limited to, potential
consideration of authorization to enter agreement(s) for professionals for
services related to these property rights, interlocal agreements and other
agreements with government entities near the aforementioned property(ies)
and/or the purchase of the property or property(ies) at and/or adjacent to
locations (if any) described herein and/or modified groundwater rights purchase

Topic From FEMA Fiasco to infrastructure fixes: Let's put money
where residence actually need it.

Corpus Christi's Type B sales tax money gets divvied up like this:
• Half (50%) heads straight to economic development incentives —like that $2 million 'helping hand' for the
Homewood Suites hotel. (Because nothing says 'economic boom' like a rooftop bar!)
• Up to $500,000 a year for housing —fair enough.
• And whatever's left over? That's for streets: millions budgeted yearly for fixing arterials, collectors, and
those charming potholes we all swerve around like it's a video game (recent Southside fixes and over $6
million proposed for FY26 from Type B Streets).
So that $2 million could've patched some craters instead of padding a hotel developer's pocket. With our
roads looking like the surface of the moon and budget shortfalls everywhere, why play Santa for a hotel
when our cars are begging for real help? Let's rethink priorities —fix the infrastructure first! Thank you

Topic I ask that you do not act on Agenda Item #15, the discussion
and possible action on the petition to remove the Mayor.

I respect the individual who put together the removal petition- articles of impeachment, & the 2,200 people
who signed it. While I have strongly disagreed with some of the Mayor's decisions, especially pushing the
IH desal project b4 the FFM is completed & reviewed, voters should remember this petition is based on
one issue: Homewood Suites & the altered screenshot that others also knew about. We must hold
everyone involved accountable, not just the Mayor, but also other CCMs & City Mgr. A petition targeting
only the Mayor doesn't accomplish that. I believe this effort undermines local democracy & risks
disregarding the will of the voters, the 46,759 votes the Mayor recd in Nov '24 & the 14,284 votes in the
Dec '24 runoff. Allowing this effort to dominate the agenda only deepens division in our city. With a water
crisis b4 us, we need collaborative governance, not more political fighting - I ask you to reject this effort to
escalate conflict. Do not act on this agenda item #15.

The Case for Developing a Field Monitoring Program for the Inner Harbor
I am requesting City Council and City Staff to develop a monitoring program to better
understand desalination in the Inner Harbor, beginning within the next six months.
The Situation
The City of Corpus Christi is developing a Seawater Desalination plant and is considering
purchasing water from another desalination plant in the Inner Harbor. Even though the
City is developing a far field model to better understand impacts to the Inner Harbor, field
monitoring is still needed to 1.) characterize water quality before and after desalination,
and 2.) validate far field modeling set up and results.
Draft Proposal
• Monthly water quality measurements at various points in the Inner Harbor channel.
Preferably, one year before and after a desalination plant goes online.
o TCEQ stations (active & retired).
o Desalination plant intake and outfall locations
• One seven-day study before the commissioning of a desalination plant. Preferably,
in August when wind speeds are lower than average.
• One seven-day study after the commissioning of a desalination plant.
The Solution
Ideally, the City would be the lead entity for the project and would contract the work out to
an engineering firm or local university. I know TAMUCC has done monitoring out there
before in the early 2010's. For funding, I imagine there are opportunities out there to help
finance the monitoring (TWDB, TCEQ, etc.). Additionally, a report should be generated
showing the results and how they match up with the City's far field modeling.
The Recommendation
I recommend the City to pursue a monitoring program because it will aid decision -making
on desalination in the Inner Harbor, it will demonstrate permit compliance, and it will
reassure residents the project is protective of the environment.

Petition for Impeachment and Water Supply

Comment
As a former Assistant City Manager, I was deeply involved in addressing past drought situations and the
construction of the Mary Rhodes Pipeline. Now is not the time to be distracted with the issues brought up
in the impeachment petition; the focus of the council and staff needs to be on sustainable water supply
both in the near term and for the future.
The subject of the petition has been thoroughly investigated by multiple agencies, and no illegal actions
were found. Many council members, both past and present, have voted for projects and other legislation
that benefitted their campaign donors.
fully support Mayor Guajardo. I urge the City Council to take no further action and end this distraction so
that the city doesn't look worse in the eyes of the rest of the state and the country.

Solar United Neighbors is a 501 c3 that is working to take down the barriers for going solar. We have grant
funding to help 5-6 income -qualified homes in areas served by AEP utility to add solar and reduce their
energy burden.
We have done similar grant -funded work in Houston, where we received help getting the word out from
Baker Ripley's weatherization program, and later from a local organization West Street Recovery. We were
able to help 22 homeowners go solar between those two programs. We can provide a write-up about the
work with West Street Recovery if that is helpful.
Would the City Council be willing to help us get the word out about this opportunity? The flyer is attached.
