HomeMy WebLinkAbout033927 ORD - 05/12/2026Public Hearing and Ordinance ratifying the FY 2026 Annual Action Plan (AAP) submitted to HUD on August 15, 2025, and approving the FY 2026 AAP's Substantial Amendment No. 1; accepting $160,098.00 of funding from the Ed Rachel Foundation for qualified programs; awarding $20,000.00 to Rising Tide Ministries' Safe at Home Program, $20,000.00 to Rising Tide Ministries' Wave Academy, and $50,000.00 to Habitat for Humanity's Critical Repair Program from the General Fund; appropriating $160,098.00 in the General Fund; and amending the FY 2026 Operating Budget. Whereas, on July 29, 2025, the City Council approved the FY 2026 Annual Action Plan ("AAP") for the City of Corpus Christi ("City") to include allocations for Community Development Block Grant funding of $500,000.00 for Public Facilities and $160,000.00 of unrestricted funds for nonprofit programs; Whereas, the City submitted the FY 2026 AAP to the U.S. Department of Housing and Urban Development ("HUD") on August 15, 2025, with allocations for Community Development Block Grant funding of $340,000.00 in Public Facilities' activities and $160,000.00 for nonprofit programs, with an additional $160,000.00 of unrestricted funds for Public Facilities; and Whereas, the City Council has determined and finds that passage of this Ordinance, which ratifies the FY 2026 AAP, approves the Substantial Amendment #1 to the FY 2026 AAP, accepts additional funding, and authorizes the execution of funding agreements would best serve the public health, necessity, convenience, and general welfare of the City and its citizens; now, therefore, Be it ordained by the City Council of the City of Corpus Christi, Texas: Section 1. The City Council specifically finds that the foregoing statements included in the preamble of this ordinance are true and correct and adopts such findings for all intents and purposes related to this ordinance. Section 2. The FY 2026 AAP, which was submitted to HUD on August 15, 2025, is ratified. Additionally, Substantial Amendment #1 to the FY 2026 AAP to remove $160,000.00 of unrestricted funds from the Public Facilities activity is approved. Section 3. Funds in the amount of $160,098.00 are accepted from the Ed Rachel Foundation for FY 2026 and appropriated in the General Fund. Furthermore, funds from the General Fund are awarded for qualified uses as follows: (i) Rising Tide Ministries' Safe at Home Program for $20,000.00; (ii) Rising Tide Ministries' Wave Academy for $20,000.00; and (iii) Habitat for Humanity Critical Repair Program for $50,000.00; and funding agreements with these parties are authorized to be executed by the City Manager, or his designee ("City Manager"). Section 4. Additionally, the City's FY 2026 Operating Budget, approved by Ordinance No. 033730, is amended by increasing expenditures by $160,098.00 to account for the increase of unrestricted funds for qualified programs.
