the City of Corpus Christi's Fiscal Year 2021/Program Year 2020 Annual
Action Plan (AAP) reprogramming funds from FY2021/PY2020 for the
Community Development Block Grant (CDBG) in the amount of $203,970.83,
authorizing the submission of the Fifth Substantial Amendment and the
execution of funding agreements, amendments, and other documents
necessary to implement the Fiscal Year 2021/Program Year 2020 AAP.
Whereas, on July 28, 2020, the City Council enacted Ordinance No. 032166 adopting the
City Fiscal Year 2021 and U.S. Department of Housing and Urban Development (HUD)
Program Year 2020 (FY2021/PY2020) AAP;
Whereas, previously approved projects have changed so that the City needs to amend
the FY2021/PY2020 AAP which triggers the need for a Fifth Substantial Amendment;
Whereas, the City published notice of the proposed Fifth Substantial Amendment to the
City's FY2021/PY2020 AAP, public hearing and 30-day public comment period in The
Caller Times on about May 17, 2026;
Whereas, the City Council has determined that the Fifth Substantial Amendment to the
City's FY2021/PY2020 AAP would best serve the public health, safety, necessity,
convenience and the general welfare of the City of Corpus Christi and its citizens;
Whereas, the FY2021/PY2020 AAP Fifth Substantial Amendment reallocates
$203,970.83 in CDBG funds received through the repayment of a PY2023 Consolidated
Annual Performance and Evaluation Report (CAPER) finding for continued investment in
eligible community development activities;
Now therefore, be it resolved by the City Council of the City of Corpus Christi,
Texas:
Section 1. That the FY2021/PY2020 AAP, which includes the Community Development
Block Grant, is amended as outlined in Attachment A. FY2021 Annual Action Plan Fifth
Substantial Amendment.
Section 2. That the City Manager or the City Manager's designee is authorized:
a) to submit the Fifth Substantial Amendment to the FY2021/PY2020 AAP to
HUD, and
b) to amend this Fifth Substantial Amendment to the FY2021/PY2020
AAP if required by HUD.

Section 3. That the City Manager or the City Manager's designee is authorized to execute
funding agreements and all other documents necessary to implement the Fifth Substantial
Amendment to the FY2021/PY2020 AAP for approved projects.
