PROJECT NO.: 11013974-001 RE: Terracon The Terracon proposal for materials testing services associated with the 27100 Evangeline / San Patricio County Water Supply Program has been reviewed in our capacity as Owner's Advisor. Based on our review of the scope, assumptions, and deliverables outlined in the attached proposal, we find that the proposed services are consistent with the project specifications and adequately address the required field and laboratory testing for earthwork, concrete, masonry, and structural components. While the proposal notes that final construction scheduling was not available at the time of preparation, the outlined approach—particularly the as-requested service model and defined notification requirements—is compatible with the CMAR contractor's anticipated sequencing and can be effectively integrated into the project schedule with standard coordination. Importantly,Terracon is directly contracted with the City of Corpus Christi under an existing Master Services Agreement, which aligns with the project delivery structure and supports clear lines of responsibility for quality assurance and materials testing. In our opinion, the proposal supports the overall project objectives and is suitable for implementation, subject to ongoing coordination with the CMAR contractor to ensure timely scheduling and execution of testing services. Please let us know if any additional review or coordination is required. We request the right to review the construction schedule and revise this proposal based on the schedule once it is provided. Note: This estimate is based on the preliminary drawings. Completed construction plans will be necessary for a better representation of cost & materials testing. .0 Scope of Services Our proposed Scope of Services consists of field and laboratory testing. These services are described in the following sections. Scope Item Description Sample subgrade, select fill and base material. Prepare and Earthwork test the samples for Atterberg Limits and percent fines. Test soil samples for moisture-density relationship. Facilities I Environmental I Geotechnical I Materials 2 Proposal for Materials Services Terracon 27100 Evangeline/San Patricio County Water Supply Program I Sinton, Texas id April 29, 2026 1 Terracon Proposal No. PCD261008 Scope Item Description Observe proofrolling operations of the building pad and paving subgrades; and perform density tests of the subgrade, select fill and base using the nuclear method to determine the moisture content and percent compaction of the soil materials. Observe reinforcing steel prior to concrete placement. We will observe the rebar size, spacing and configuration. Terracon recommends we be scheduled a minimum of 24 hours prior to concrete placement. Sample and test the fresh concrete for each mix. Perform tests including slump, air content, concrete temperature, and cast test specimens (ASTM C31, C143, C172, C231 and C1064). Terracon will make every attempt to cure specimens in accordance with ASTM C31. However, per ACI 301, the contractor shall provide a secure area, along with Cast-in-Place a source of water and electricity in order for Terracon to Concrete maintain the initial curing temperature of concrete test specimens. Failure of the contractor to provide these items may result in an exclusion of Terracon being able to provide the correct initial curing environment as required by ASTM C31. Occasionally, additional costs are associated with Terracon providing the correct initial curing environment for concrete test specimens, especially during the seasons with elevated ambient temperatures. This should be discussed during the pre-construction meeting Perform compressive strength tests of concrete test cylinders cast in the field (ASTM C39). Observe the reinforcing steel in CMU walls and bond beams. Sample the fresh grout during construction and cast grout Masonry, Mortar, and Grout prisms for compressive strength tests. Observe fabrication of CMU prisms, transport CMU prisms to our laboratory after initial curing, and test for compressive strength.
