The mission of the Business & Jobs Development (Type A) and B Corporations is to
promote and enhance the City of Corpus Christi's economic base by supporting
projects and programs that create primary jobs, improve small business and affordable
housing opportunities, and improve infrastructure in our City.
A. President Diana Summers to call the meeting to order.
President Diana Summers called the meeting to order at 9 :34 a .m.
B. Call Roll:
Administrative Support Norma Duran called the roll and verified that a quorum of the
Board was present to conduct the meeting .
Present 4 -Board Member Johnny Philipello, President Diana Summers , Board Member Duke
Absent
Canchola , and Secretary Mark LaRue

President Summers referred to Public Comment. There were no comments from the
public.

1. 26-1367 Approval of Minutes for the Type B Board Regular Meeting July 13 , 2026, Type
B Board Special Meeting August 10 , 2026 , Type B Board Special Meeting
September 3, 2026 , Type B Board Special Meeting September 10, 2026
President Summers referred to Item 1. Mr. Phil ipe llo moved to approve all the m in utes as
presented, seconded by Mr. LaRue and passed unanimously.
E. AGENDA ITEMS:
2. 26-1486 Discussion and possible action regarding the selection and approval of an

attorney or law firm to serve as Special Counsel for the Corpus Christi B
Corporation for staff augmentation , litigation , or specialized expertise and
possib le action to amend and appropriate the FY 2027 Economic Development
Fund 1146 for such legal services .
President Summers referred to Items 2 and 3. Interim Director of Planning and Economic
Development Jenn ifer Buxton, Director of Management and Budget Amy Rodriguez,
Assistant City Manager Michae l Dice and Interim City Attorney Buck Brice answered
questions from the board.
Johnny Phil ipello moved to authorize RFQ for Special Counsel for Corpus Christi B
Corporation in accordance with Item 26-1486, Exhibits A and B, seconded by Mark
LaRue and passed unanimously.
3. 26-1487 Discussion and possible action regarding the selection and approval of an
attorney or law firm to serve as General Counsel for the Corpus Christi B
Corporation and possible action to amend and appropriate the FY 2027
Economic Development Fund 1146, Type B Housing Fund 1147 , Type B Streets
Fund 1148 , Type B Facilities Fund 1150 , Type B Streets Fund 1155, and Type
B Seawall and Citywide Flood Control Fund 1160 for such legal services.
Johnny Philipello moved to amend Exhibit B of item 26 -1487 to move sections 2 and 4 to
a new subsection "preferred minimal qualifications", seconded by Duke Canchola and
passed unanimous ly.
The Board went into recess at 10:35 a .m and reconvened at 10:57 a .m.
Johnny Philipello moved to authorize RFQ for General Counsel for Corpus Christi B
Corporation in accordance with Item 26-1487 , Exhibits A and Bas amended , seconded
by Mark LaRue and passed unanimously .
Johnny Philipello moved to amend the Corpus Christi B Corporation FY 27 Budget to
add an expenditure of $225 ,000 for legal services utilizing Economic Development Fund
1146, seconded by Mark LaRue and passed unanimously.
F. EXECUTI VE DIRECTOR COMMENTS :
President Summers referred to t he Executive Director comments. As this was her final
meeting , Presiden t Summers expressed her gratitude to staff and fellow board members
and provided a summary of the board's accomplishments .
G. ADJOUR NM ENT
There being no further business , President Summers adjourned the meeting at 11 :06
a.m.
