Mayor Ben F. McDonald called the meeting to order.
The Invocation was given by Reverend Hollier G. Tomlin, Rector of St.
Bartholemew's Episcopal Church.
City Secretary T. Ray Kring called the roll of those in attendance.
Motion by Roberts, seconded by Maldonado and passed that the minutes
of the regular meetings of January 30 and of February 6, 1963, at 2 p.m., and of
the special meeting of February 6, 1963, at 4 p.m., as furnished to the Council
be approved.
Mayor McDonald welcomed as special guests of the Council, student re-
presentatives of Robert Driscoll Junior High School, their assistant principal,
Mr. Harry Fisher, and sponsor, Mrs. Thomas Vetters, and presented Certificates of
Attendance designating the following as Honorary Junior City Commissioners:
Barbara Lynch, Judy Garcia, Tony McCain, Tori Burka, Glover George, and Wayne
Sheffield.
Mayor McDonald read a proclamation proclaiming the week of February
17-24, 1963, as BROTHERHOOD WEEK in Corpus Christi and calling upon the citizens
of this City to live and promote with diligence, Brotherhood which springs from
the Fatherhood of God and which offers true glory to our City, to our United
States, and hope to the world. The foregoing proclamation was accepted by Mr.
Frank Horner on behalf of the National Conference of Christians and Jews.
Mayor McDonald read a proclamation proclaiming the week of February
17-23, 1963, as NATIONAL ENGINEER'S WEEK in Corpus Christi, and urging that every
citizen extend recognition and honor to our engineers, who have so thoroughly
earned our thanks and appreciation. The foregoing proclamation was accepted by
Mr. R. H. Godeke. and Mr. M. L. Borchelt on behalf of the Texas Society of Pro-
fessional Engineers.

Mayor McDonald read a proclamation honoring the Citizen -soldier from
the Minute Man of Revolutionary Days to the Reservist of today, proclaiming the
week of February 12-22, 1963, as RESERVE FORCES WEEK in Corpus Christi, and urging
that the Flag of the United States be displayed on all public buildings and other
appropriate places, and encouraging all organizations and citizens to fully cooper-
ate with this worthwhile observance. The foregoing proclamation was accepted by
Mr. George Bowers and Mr. Dawson Boone on behalf of the Reserve Officers Associa-
tion.
Mayor McDonald read a proclamation in recognition of the "53 Minute
March" which is to take place in this City and across the Nation, proclaiming
as Mayor, joined by Kathy Wymore and Sam Smith, representatives for United Cerebral
1963
Palsy of the Coastal Bend Area, Inc., the period of February 17 through 23, ,
as UNITED CEREBRAL PALSY WEEK in Corpus Christi, urging all citizens to give their
most generous support to the "53 Minute March" to help end the suffering and
death caused by this dread disease. The foregoing proclamation was accepted by
Reverend Hollier Tomlin and Mrs. C. J. Urban on behalf of the United Cerebral
Palsy of the Coastal Bend Area; and Kathy Wymore, age 7, and her neighborhood
playmate, Sam Smith, age 10, presented Mayor McDonald with a large over -size
valentine. The children were accompanied by their mothers, Mrs. John D. Wymore
and Mrs. James Smith,
Mayor McDonald recognized and welcomed Mr. Bob Conwell, of the Coastal
Bend Association, Tourist Convention Committee, who requested that the City Council
head a hike beginning at 11 a.m., Saturday, February 16th, from the City Hall
Parking Lot, over the Harbor Bridge and along the Causeway to a destination in
Portland, in recognition of President Kennedy's physical fitness program. The
Council agreed to actively participate in the Hike, and urged the participation
of all interested citizens.
Mayor McDonald called for the City Manager's Reports.
Motion by Roberts, seconded by Young and passed that the City Manager's
Reports be accepted, and the recommendations be approved, as follows:

Commissioner de Leon abstained from voting on the passage of the fore-
going ordinance due to a personal interest in the matter.
ORDINANCE NO. 6815
AUTHORIZING AND DIRECTING THE CITY MANAGER TO EXECUTE AN AMENDMENT CLARIFYING A
PROVISION IN THE GAS SALES CONTRACT DATED DECEMBER 28, 1962, BETWEEN HOUSTON
NATURAL GAS CORPORATION, CORPUS CHRISTI MUNICIPAL GAS CORPORATION AND THE CITY OF
CORPUS CHRISTI, CHANGING THE QUANTITY OBLIGATION OF THE CITY FROM 750 MCF PER DAY
TO 700 MCF PER DAY ANNUAL AVERAGE, ALL AS MORE FULLY SET OUT IN THE AMENDMENT TO
THE GAS SALES CONTRACT, A COPY OF WHICH IS ATTACHED HERETO AND MADE A PART HEREOF;
AND DECLARING AN EMERGENCY.

Commissioner Roberts suggested that the Council take action on the pend-
ing application of All Saints Episcopal Churcn for a change of zoning from "R -IB"
One -family Dwelling District to "AB" Professional Office District on Lots 12, 13,
14, and 15, Block 42, Lindale Park No. 3.
There followed a discussion of the particular traffic problems involved
in both the church and nursery school operations, and various methods of remedying
the hazards relating to this particular section of Staples, McClendon and Vaky
Streets were discussed, such as traffic islands, one-way street pattern, elimina-
tion of parking on one side of the street, and strict enforcement of the restricted
red -line parking area on McClendon, and the possibility or desirability of allowing
off-street parking on the City -owned property adjacent to the Church property. It
was agreed that the traffic laws relating to loading and unloading parking be en-
forced in all areas of the City; and that the feasibility of a one-way street

pattern and no parking areas with respect to this section of Staples, McClendon,
and Vaky Street be investigated by the City Manager.
Motion by Barnard, seconded by de Leon and passed, with Commissioner
Swantner not voting, that the recommendation of the Zoning & Planning Commission
be concurred in, and the request for "AB" Professional Office District be denied
but that a Special Council Permit for the operation of a day nursery be approved,
subject to the aubmission of a traffic plan for off-street parking and the safe
discharging and picking up of the children.
Ray Blankert, 453 Eldon, complimented the Mayor and Council on its
program for education of our school children in the operation of our local govern-
ment by inviting them to attend and participate in regular and workshop Council
meetings, and expressed the hope that future Councils will continue the practice.
There being no furtner business to come before the Council, the meeting
was adjourned.
