Svantner Commissioners: Dr. James L. Barnard J. R. de Leon M. P. Maldonado W. J. Roberts Jim Young City Manager Herbert W. Whitney City Attorney I. M. Singer City Secretary T. Ray Kring Mayor Pro Tem Tom R. Swantner called the meeting to order in the absence of Mayor Ben F. McDonald. The Invocation was given by the Reverend W. Oliver Harrison, Pastor of First Christian Church. City Secretary T. Ray Kring called the roll of those in attendance. Motion by Young, seconded by de Leon and passed that the absence of Mayor Ben F. McDonald, who is in Washington, D. C., on official City business, be excused. Mayor Pro Tem Swantner welcomed everyone in the audience to this last meeting of the retiring Council, and introduced his wife, Beverly, and his sister-in=law, Gloria Swantner. Motion by Barnard, unanimously seconded and unanimously passed that Mayor Pro Tem Swentner be commended for the fine job he has done as a member of the Council and as Mayor Pro Tem during the past two years, and that the value of his service and devotion to the City and to the citizens of Corpus Christi be acknowledged. Motion by de Leon, seconded by Barnard and passed that the minutes of the regular meeting of March 27, 1963, be approved as furnished to the Council. Mayor Pro Tem Svantner announced the opening of bids. Bids were opened and read on the supplying, hauling, and spreading of 9,500 cu.yds. of Sand Fill on South Beach from the following: Fowco Con- struction Co.; and Slovak Brothers. The foregoing bids were tabled for 48 hours as required by the City Charter and referred to the City Manager for tabulation and recommendation. The bid received from B & E Construction Co. vas ordered returned to bidder unopened and unread, due to failure to comply with the bidding re- quirements. Motion by de Leon, seconded by Young and passed that the City Man- ager's Report be accepted, and the recommendation approved, as follows: a. That the Tax Error and Correction List for December, 1962, be approved, SECOND READING OF AN ORDINANCE: AUTHORIZING AND DIRECTING THE CITY MANAGER, FOR AND ON BEHALF OF THE CITY OF CORPUS CHRISTI, TO EUCUTE A CONDRP:C:T AND LEASE AGREEMENT WITH E TJY PUGH LEASING TO SAID BILLY PUS:: A PORTION OF THE MUNICIPAL WHARF AREA ADJOINING THE SEAWALL, FOR RAM IN CONSIDERATION OF THE TERMS AND CONDITIONS SET FORTH IN THE CONTRACT AND LEASE fir, A COPT: OF WHICH IS ATTACHED PEPETO AND MADE A PART HERD F, SAID LEASE AHD CONTRACT TO BE FOR A PERIOD OF tWEW2 (20) YEARS, BEGINNING ON SEPTEMBER 1, 1963, AND ENDING ON AUGUST 31, 1983. The foregoing ordinance vas read for the second time and passed to its third reading by the following vote: Mayor McDonald absent, Commissioners Swantner, Barnard, de Leon, Maldonado, Roberts, and Young all present and voting "Aye". Meeting April 3, 1963 Page 3 ORDINANCE NO. 6858 CANVASSING RETURNS AND DECLARING THE RESULTS OF AN ELECTION HELD IN THE CITY OF CORPUS CHRISTI, TEXAS, ON APRIL 2, 1963, ON THE QUESTION OF GRANTING A FRANCHISE TO CORPUS CHRISTI MUNICIPAL GAS CORPORATION FOR A TERM OF FIVE (5) YEARS FOR THE PURPOSE OF CONSTRUCTING AND OPERATING GAS PIPES AND MAINS IN, ON, UNDER AND ALONG THE STREETS, ALLEYS, AVENUES AND PUBLIC PLACES OF THE CITY OF CORPUS CHRISTI, CONCERNING THE SOUTH, SOUTHWEST AND NORTHWEST AREAS OF SAID CITY; CANVASSING RETURNS AND DECLARING THE RESULTS OF AN ELECTION HELD IN THE CITY OF CORPUS CHRISTI, TEXAS, ON APRIL 2, 1963, ON THE QUESTION OF GRANTING A FRANCHISE TO CORPUS CHRISTI MUNICIPAL GAS CORPORATION FOR A TERM OF 1'lpl'1 N (15) `YEARS FOR THE PURPOSE OF CONSTRUCTING AND OPERATING GAS PIPES AND MAINS IN, ON, UNDER AND ALONG THE STREETS, ALLEYS, AVENUES AND PUBLIC PLACES OF THE CITY OF CORPUS CHRISTI, CONCERNING THE SOUTH, SOUTHWEST AND NORTHWEST AREAS OF SAID CITY; AND DECLARING AN EMERGENCY. ORDINANCE NO. 6859 CANVASSING RETURNS AND DECLARING THE RESULTS OF THE GENERAL ELECTION FOR THE PURPOSE OF FL.FCTING THE MAYOR AND COMMISSIONERS OF THE CITY OF CORPUS CHRISTI HELD ON THE 2ND DAY OF APRIL, 1963; AND DECLARING AN EMERGENCY. The Charter rule was suspended by the following vote: Mayor McDonald absent, Commissioners Swantner, Bo nard, de Leon, Maldonado, Roberts, and Young all present and voting "Aye". The foregoing ordinance vas passed by the following vote: Mayor McDonald absent, Commissioners Swantner, Barnard, de Leon, Maldonado, Roberts, and Young all voting "Aye". Mayor Pro Tem Swantner announced that this completed the term of office of the retiring Council, and recognized the Honorable Tillman Smith, Judge of the 94th .District Court, Nueces County, to administer the Oaths of Office to the newly elected Mayor and Commissioners. Judge Smith administered the Oath of Office to Dr, James L. Barnard., as Mayor of the City of Corpus Christi, and then to W. J. Roberts, M. P. Maldonado, James H. Young, Jose de Leon, William H. Wallace, Jr., and Jack R. Blackmon, respectively, as Commissioners of the City of Corpus Christi. Judge Smith declared the foregoing to be the duly elected and con- stituted Mayor and Council of the City of Corpus Christi. City of Corpus Christi, Texas Regular Council Meeting April 3, 1963 Page 4 Mayor James L. Barnard assumed the Chair and asked the Reverend W. Oliver Harrison to invoke the blessing at the start of the new administration, which vas done. Mayor Barnard stated that he humbly accepted the office of Mayor and the honor accorded him by the voters of Corpus Christi; that to sit in the Chair of Mayor is a great task, to fill the shoes -that have stood there before him is a great task; that he is not going to be any other previous mayor, but just himself doing the best job he can do, which can only be done with the help of the people -- the City Council, the City employees, and all of the citizens of Corpus Christi. He stated that the Council intends to con- tinue the progress of the City; and promised that citizens who come before the Council with requests that are in the public interest will find the Council cooperative and even ahead of them, that every request may not be granted, but that the Council promises to hear and to give its considered ju.:,ent to all c requests of all citizens in all areas of the City. Mayor Barnard then introduced those members of his family who were e present: his father, W. C. Barnard; 4 of his children, Debbie, Bobby, pDiane,� and Joan; and his wife, Katherine. Eacih of the Commissioners in turn around the Council table expressed their feelings of privilege and responsibility to serve their community, and then introduced those of their families present. Commissioner W. J. Roberts, 0 ,4 Na introduced his daughter, Diem, and wife, Thelma; Commissioner M. P. Maldonado introduced his wife, and daughter, Hilda, his brother, Robert, and sister-in- law, Mrs. Gonzales; Commissioner James H. Young, introduced his wife, Betty, his father, and his father-in-law, Curtis Clark; Commissioner Jose R. de Leon, introduced his wife, his daughter, Silvia, and son, Joe, Jr.; Commissioner William H. Wallace, Jr. introduced his wife, Mary; and Commissioner Jack R. Blackmon introduced his wife, Margaret, and his two daughters, Dede and Debbie. Mayor Barnard thanked everyone for coming to this swearing-in cere- mony, announced the Council had one item of business to attend to, anddeclared the Chair was open for nominations for the office of Mayor Pro Tem. Commissioner de Leon nominated Jim Young for the office of Mayor Pro Tem. There being no further nominations, Mayor Barnard declared the nominations closed, and on vote, Commissioner Jim Young was unanimously elected Mayor Pro Tea. City of Corpus Christi, Texas Regular Council Meeting April 3, 1963 Page 5 Mayor Barnard stressed the fact that there is a place on the agenda for petitions or information from the audience on matters not scheduled on the agenda and urged the citizens to avail themselves of this opportunity to ex- press their opinions both for and against the public natters being considered and acted upon by the Council, in the nature of a public forum meeting. There being no further business to come before the Council, motion by Roberts, seconded by de Leon and passed that the meeting be adjourned. 1, BEN F.
