Barnard called the meeting to order, The Invocation was given -by Commissioner J. R. de Leon. in the absence of a guest Chaplain. City Secretary T. Ray Kring called the roll of those in attendance. Motion by Maldonado, seconded by Blackmon and passed that the absence of Mayor Pro Tem Jim Young be excused for cause. Motion by Roberts, seconded by de Leon and passed that the minutes of the regular meeting of April 10, the special meeting of April 16, and. the regular meeting of April 17, 1963, be approved as furnished to the Council. Mayor Barnard welcomed and introduced Jack Solovey, age 11, and re- called for the audience the circumstances of a recent incident in which 10 -year old Linda Daves was critically burned when her clothes caught on fire from the explosion of gasoline used in a buddy burner the children were playing with in the backyard, and in which Jack had saved her life by tripping her when she panicked and ran and by rolling her in a wet nylon garment hanging on the clothesline. Mayor Barnard read and presented to young Jack a Certificate of Commendation on behalf of the citizenry of Corpus Christi for his quick think- ing, good judgment and heroism displayed in saving the little girl's life. Jack was accompanied by his mother, Mrs. I. Solovey, 630 Delaine, his grand- mother, Mrs. Isenberg, and his younger sister. Mayor Barnard read and presented a proclamation proclaiming the period April 28 through May 4, 1963, as CONSUMER CREDIT WEEK in the City of. Corpus Christi in recognition of the educational program of the Retail Credit Executives of Corpus Christi to encourage the wise use of credit. The procla- mation was accepted by 0. M. Randolph, Credit Manager of Lichtenstein's, and, Bob Massey, president of Retail Credit Executives. • City of Corpus Christi, Texas Regular Council Meeting April 24, 1963 Page 2 Mayor Barnard announced the Council had accepted with regret the re- cent resignation of Mr. Bill Stephenson, Chairman of the Park Board, due to ill health, and signed a Certificate of Appreciation for his services on :his Board to be forwarded to Mr. Stephenson. Motion by Maldonado, seconded by Blackmon and unanimously passed that Mr. Tom Swantner be nominated and appointed to fill the vacancy on the Park Board. Mr. Swantner accepted his Certificate of Appointment. Motion by Wallace, seconded by de Leon and unanimously passed that the following be nominated and appointed as the Oil & Gas Wells C.�iei, esiona Messrs. Binford Arney, W. E. Stortz, Robert Hutton, Emil F. Bowers, and Charles F. Dees. At Mayor Barnard's request, Commissioner Wallace explained that the foregoing Commission is charged with recommending proper procedure for orderly and safe development in the drilling, completion and production of oil and gas wells within the City of Corpus Christi. Certificates of Appointment were accepted by the members of the Commission Who were in attendance. Mayor Barnard announced the creation of a Youth Advisory Council me an official board of the City, for which nominations have been received from the principals and heads of schools and colleges throughout the City. Motion by de Leon, seconded by Blackmon and unanimously pawed that the following nominees be appointed to the Youth Advisory Councilo Represent- ing the University of Corpus Christi, Bruce Matthews and Martha Eck; W. B. Ray High School, Bill Harrison and Tommy Graves; Flour Bluff Independent School District, Robert Stanley; West Oso Independent School District, Dolores Rodriquez; Solomon Coles High School, Sheryl Annette Johnson; Del Mar College, Johnnie Cravens and Nancy Gregg; Calallen High School, Tommie Sue Garrett; Corpus Christi Academy, Harold Duff Thompson; Incarnate Word Academy, Mary Kris Merlins; Mary Carroll High School, Ginger Green and Ricky Donaho; Tuloso- Midway, Ann Wylie; and Roy Miller High School, Frances Sheldon and Mary Katherine Shipley. Mayor Barnard explained that the purpose of the Youth Advisory Council was to study youth problems that exist on a national scale, determine if they exist in this community, and if so, to what extent, and present a pawn of procedure to eliminate the problem if it does exist here, and to prevent its becoming a problem in this community. He directed that the Youth Advisory City of Corpus Christi, Texas Regular Council Meeting April 24, 1963 Page 3 Council elect its own Chairman and Secretary; that the Mayor was to be laison officer, to be contacted directly if the Council requests information or actor of the City Council; to set time and place of meetings, for which the Adwsory Council may use the City Council Chamber, a room which has been offered by the YWCA, or any other place decided upon by the membership; that a member is to serve as long as attending school or college from which he or she was nemin- ated and appointed, and until new representative is appointed; and that the Advisory Council is to conduct its own business, with the advice of adults only when and if requested by the membership. Mayor Barnard charged the ';'fcush. Advisory Council with the study of the following problems in particular% (1) The use of narcotics and other drugs and alcohol among teenagers; (2) The level of juvenile crime in our community; (a) Cause, and (b) Suggested solution; (3) Rivalry between different sections of the City and between high schools with- out animosity; (4) Level of traffic accidents of teenagers in Corpus Christi; (a) More education; (b) Traffic Court Schools; and (c) Punishment or discipline; (5) Are more planned recreational activities for teenagers in Corpus Christi needed? (6) Level of gangs for unwholesome activities and influences; and (7) Need for emphasis of Press on integrity and honesty in activities of youth. Certificates of Appointment were presented by Commissioner de Leon and accepted by the members of the Youth Advisory Council present at the meet- ing. Mayor Barnard congratulated the foregoing on their appointment and added. the following personal advice: "Listen to your fellow -students, urge other youth to contact you of problems and solutions, and avail yourself of all in- formation. Study problems and speak as a committee rather than as individuals, and only after careful consideration of the problems that come before you, in this way you will avoid much criticism. Remember that the honor and prestige of being appointed to an Advisory Council carries with it much responsibility and hard work. The adults will be watching to see if Youth can rise to the responsibility of such a Council. I believe it can. Let's prove it to the people of Corpus Christi." Mayor Barnard announced the opening of bids. Bids were opened and read on a single plunger type pump for the Broadway Sewer Plant from the following; Dorr-Oliver, Inc.; Ralph B. Carter Co.; and Southern Engine & Pump Co. City of Corpus Christi, Texas Regular Council Meeting April 24, 1963 Page 4 Bids were opened and read on an estimated 12 -months° supply- of Ware- house Paper Items from the following: Carpenter Paper Co.; C. C. Paper Co.; and Magnolia Paper Co. Bids were opened and read on a 72 -week contract for Uniform Rental Service from the following: AAA Rental Service; Model Industrial Uniform Service; Texas Industrial Laundries; Work Clothes Rental Service; and Phoenix Laundry, Inc. The foregoing bids were all tabled for 48 hours as required by the City Charter, and referred to the City Manager for tabulation and recommends; tion. Mayor Barnard announced the public hearing on the application of Humble Oil & Refining Co. for permit to drill and operate a well at the Corpus Christi Naval Air Station, and asked for a ruling from the City's Legal Dept. relative to the jurisdiction of the City in connection with this application. Assistant City Attorney Ryan stated that it is the opinion of the City's Legal Dept. that the City of Corpus Christi has no jurisdiction to im- pose its regulations and restrictions relative to this use of the property or. the Naval Air Station. Motion by Roberts, seconded by de Leon and unanimously passed that the applicant be allowed to withdraw the application for permit to drill and operate a well at the Corpus Christi Naval Air Station upon payment of'the cost of publication of public hearing and any other fees incurred in the processing of the application. Mayor Barnard declared the hearing closed. Mayor Barnard called for the City Manager's Reports. Motion by de Leon, seconded by Blackmon and passed, with Commission- er Wallace voting "Nay" on Item "k" only as indicated, that the City Manager's Reports be accepted, and the recommendations and requests be approved and granted, as follows; a. That the bid of Corpus Christi State National Bank, the only bid submitted for City Depository for the ensuing 2 -year term, be accepted; b. That acceptance and final payment of Estimate #4 in the amount of $82,544.27 to Reldenfels Bros. for construction of Santa Fe Street Improve- ments, Rossiter to Roberts Drive, and Third Street and Carancahua Street im- • City of Corpus Christi, Texas Regular Council Meeting April 24, 1963 Page 5 provements, including Baldwin Boulevard repairs, be approved; that the amcunt of $17,048.16 be appropriated for Certificates of Homestead Assessments pre- viously accepted by the City in connection with the Santa Fe Street Improve- ment project; and that the payment for the Poenisch Park rip rap work in the amount of $2500.00 be approved.; c. That the bid award on Portland Cement be made to the low bidder, Armstrong Lumber Co., for an estimated 12 -months' supply, consisting of 58000 bags of Portland Cement, Type III, High Early Strength, at $1.09 each, for a total of $5,1450.00; (Bid Tabulation #13 in File) d. That the bid award on Weld Fittings and Flanges be made to the low bidder, San Antonio Machine & Supply Co., for 15 items totaling approxi- mately 1,531 pieces of Weld Fittings and Flanges, consisting of caps, ells, reducers, and flanges in various sizes, for a total of $1,889.49; (Bid Tab- ulation #14 in File) e, That the bid award on Oil and Fuel Filters be made to the low bidder, Moreman Tire Co., for an estimated 12 -months' supply, consisting of 1,775 Oil & Fuel Filters for a total of $1,520.57; (Bid Tabulation #15 in File) f. That the bid award on Commercial Fertilizer be'made to the low bidder, B. L. Henderson & .Sons, for an,estimated 12 -months° supply, oonsieting of 100 tons of Commercial Fertilizer for a total of $4,900,50; (Bid Tabula- tion #16 in File) g. That authority to advertise for bids to be received on May 8, 1963, on the following items be approved.; (1) 4,010 Street Name Sign Faces and 3,500 Sign Blanks for Traffic Engineering Dept.; (2) 1205 bdls. of Survey Stakes for Engineering Dept.; (3) 266 items, totaling 15,742 pieces of mis- cellaneous Black and Galvanized. Malleable Fittings for Water and Gas Divi- sions; (4) Wire & Manila Rope for various departments; (5) 36 items of Red Brass Pipe Fittings for Warehouse Stock for Street Division; and (6) 2,084 bbs. of Bulk Cement for Street Division; h. That a revocable permit be approved to C. A. Mansheim for per- mission to erect 5 temporary groins on Corpus Christi Beach within the 100 -ft. right-of-way of North Shoreline Drive between North Hotel Place and Steward Place, to prevent further erosion of the property; • City of Corpus Christi, Texas Regular Council Meeting April 24, 1963 Page 6 1. That the recommendation fon the Park Board for the leasing o:? the David Hirsch School property from the Corpus Christi Independent Set0C,1 District on a $1.00 a year basis to be used as a non -supervised playground in that area, be approved; j. That the recommendation of the Park Board be concurred in, and tentative approval to a plan to add an additional room to the Centennial Art Museum in South Bluff Park with final approval to be contingent upon approesl of plans and specifications by the Park Board, be granted.; k. That authority to make application for a Federal Grant under Public Law No. 660 in connection with the proposed South Staples Street San- itary Sewer Trunk Main, and in connection with the New Sewage Treatment Pant for the Annexed Area, and authority to execute all related agreement toms, be granted; Commissioner Wallace voted "Nay" on the foregoing Item "k' only, f'nr the reason that he is opposed to the principle of seeking Federal Grants for City projects of this nature; 1. (1) Motion by de Leon, seconded by Blackmon and passed that the recommendation of the Zoning & Planning Commission be concurred in, and the request of Tom Boyce for an Interim Permit to erect a hamburger stand on property in Kaler Addition at 5002 Up River Road, be approved subject to Crcm formance with the regulations of the "B-1" Neighborhood Business District; (2) Motion by Roberts, seconded by de Leon and passed that the recommendation of the Zoning & Planning Commission be concurred in, and the request of W. W. Beckley for an Interim Permit to erect 12' x 14, additions to 6 of 10 existing residences on Tract #13, Kaler Partitions, Share #3A, at 1175 Cantwell Drive, be approved subject to conformance to the regulations of the "AT" Apartment -Tourist District; (3) Motion by Blackmon, seconded by de Leon and passed that the recommendation of the Zoning & Planning Commission be concurred in, and the request of Flato Brothers, Inc. for interim Permit to erect a one-story office building for a doctor's office on the NE portion of Lot 2, Block 3, Jaakeon Woods Subdivision be approved; (4) Motion by Maldonado, seconded by de Leon and passel that -.te recommendation of the Zoning & Planning Commission be concurred in, and the City of Corpus Christi, Texas Regular Council Meeting April 24, 1963 Page request of H. Mayor Barnard recognized and welcomed members of the Library Board who had prepared a presentation in connection with Library Week activities. Mr. Bill Prewett, Chairman of the Library Board, introduced Mr. J. B. Mescorro, Vice Chairman, and apologized for having to leave as he is recuperating from a recent illness. Mr. Maecorro gave an oral report to the Council of the progress of the La Retama and Parkdale Branch Libraries during the past year, and by use of charts explained a comparison study as to budget dollars, book - stock, and staffing of our libraries with those in other cities in the country. Mrs. Phyllis Burson, by picture poster display, explained the technical process involved from selection of a book to its being checked out by a patron. Mr. Mascorro introduced Mrs. Frank Allen, Jr., Mrs. Dolly Carroll, and Mrs. Cecil Redford, members of the Library Board, who were present for the foregoing progress report. Mr. Mascorro presented each of the Council with a copy of the book "A Library is to Know" by Art Parsons, and an invitation to an Appreciation Coffee to honor the supporters of Corpus Christi's expanding library program at Parkdale Branch Library, 10 a.m. to 12 noon, cn Thursday, April 25, 1963. ORDINANCE NO. 6878 ACCEPTING THE BID OF THE CORPUS CHRISTI STATE NATIONAL BANK AS CITE' DEPOS'TORY FOR THE ENSUING TERM; ACCEPTING AND APPROVING THE PLEDGE OF SECURITIES BY SAID DEPOSITORY IN LIEU OF BOND AS SUCH DEPOSITORY; PROVIDING FOR THE DEPOSIT OF SUCH SECURITIES WITH THE FROST NATIONAL BANK AT SAN ANTONIO, TEXAS, AS TRUSTEE FOR SAFEKEEPING; AND DECLARING AN EMERGENCY. In a discussion of the foregoing action, Commissioner Wallace suggested that expert testimony be obtained that such a fishing reef will do the job intended by creating a high -yield fishing ground; what would be the best way to create this submerged reef at the lowest cost and still be a good reef; coat of putting floating barge over it and explore the County awing bridge barge; how could this be paid by fees charged to amortize the cost so no sizeable coat to the taxpayers. Mayor Barnard called for petitions or information from the audi- ence on matters not scheduled on the agenda. Mrs. Levi Matterne of Ohio Street questioned the use of Federal money in City projects, the need for another bond issue in connection with sewage facilities for the recently annexed area, the City's furnishing of uniforms for meter readers of the Utilities Dept., and a recent warning of the City police to her 3 to 11 -yr. old grandchildren that they could only play in the park on Annapolis Street if they didn't make any noise City Manager Whitney explained the Federal money which was being applied for was a grant not a loan to aid in the proper disposal and treat- ment of sewage since it so vitally concerns the national public health; that the South Staples Street Sewer project is for the replacing of the existing sewer line with a larger line necessary to move the sewage adequately due to growth in that area served by that line, and that no additional bond issue is anticipated for sewage facilities in the recently annexed area since bond money voted in January, 1961, prior to the annexation will be used; that the City's furnishing of uniforms for meter readers, for which the employee pays half the cost, is both a ready means of identifying authorized personnel for the housewife as opposed to an intruder,'. and a good public relations policy, and is used by almost all Cities; and that the use of City parks is presentlly under study.
