Motion authorizing staff to modify the 75% local participation rule in soliciting
request for proposals from engineering consultants for professional services
necessary to obtain a Type I Municipal Solid Waste (MSW) permit for a new landfill
from the Texas Natural Resource Conservation Commission (TNRCC) to require a
minimum of 35% local participation.
