Mayor James L. Barnard, called the meeting to order.
The Invocation vas given by Commissioner de Leon in the absence of the
guest Chaplain.
City Secretary T. Ray Kring called the roll of those in attendance.
Uro H. Jo Williams asked to be recognized to present a matter of concern
to the delegation of Colored Civil Rights members present in the audience, and up-
on recognition by Mayor Barnard, expressed the concern of the group and requested
a clarification of the Council°s policy regarding the appointment of an Advisory
Inter -racial Committee, and on the integration of services and facilities in the
City.
Mayor Barnard replied that he was glad to publicly state the policy of
the Council, unanimously approved and endorsed by each member of the Council. The
Council firmly believes in the fatherhood of God and the brotherhood of man; that
everyone should be treated equally that there is no such thing as a second-class
citizen; that with regard to the request for the appointment of an Advisory Inter-
racial Committee, the members of the Council are the elected officials of the
people, and stand to represent all of the people all of the time, not just any one
group, with statutory powers to take action when it is deemed necessary, and for
these reasons, it is the unanimous decision of the Council to be its own Inter-
racial Committee; and that the Council is open to advice or proposals from any
group, publicly or privately, in all matters that affect the people of this City.
Mayor Barnard read the following statement as an official act of the
Council directed to all persons of the City of Corpus Christie "No person should
be denied, or g'''anted, any right, privilege or benefit because of his race, color,
nationality or ancestry. All business establishments in Corpus Christi are here
now respectfully requested to immediately publicly and openly extend their services,
impartially and equally, to all persons;" and added that the Council will lend the

full force of its office to bring about N11 integration of all facilities as soon
as possible,
Mta. Lillian Leathers, Miss Auro Williams, Rev. H. B. Fawcett, and Rev.
Harold Branch spoke of the employment problem for negroes, the housing and need
for elimination of the blight area adjacent to the expressway, and urged the ap-
pointment of an Advisory Inter -racial Committee in order to have negro representa-
tion on the basis of the time saved in the Council's being advised of all of the
problems and situations that confront the negro.
Oliver R. Price, 443 Naples, complained that the City has torn up the
curbs and driveways in the 4400 block of Naples during the recent repairing of the
street, mentioned the different types of curbing in the various blocks, and asked
what the City's plans are for the curbs, gutters, and driveways in this area.
Mr. Price was advised to contact the City Manager who would investigate
the matter and advise him of the City's plans in this respect.
Motion by Maddonalo, seconded by Young and passed that the minutes of
the regular meeting of June 5, 1963, at 2 p.m., and of the special meeting of the
same day at 4 p.m., le approved as furnished to the Council.
Mayor Barnard called for the opening of bids,
Bids were opened and read on an estimated 12 -months° supply of Lubri-
cating Plug Valves from the following Wallace Co.; Rockwell Mfg. Co.; The Rohan
CO.; W -K -M Division of A -C -F Industries, Inc.; and SAMSCO.
Bids were opened and read on an estimated 12 -months° supply of House
Type Gas Service Regulators from the following: American Meter Co.; puffer-
Sweiven Co.; Rockwell Mfg. Co.; Sprague Meter Co.; Universal Controls Corp.; and
Arkia/Reynolis Co.
Bids were opened and reat on an estimated 12 -months° supply of 2 lots
of Cast Iron and/or Asbestos Cement Pipe from the following: American Co I. Pipe
Co.; James IL Clow & Sons; Johns -Manville Sales Corp.; Lone Star Steel Co.; McAllen
Pipe & Supply; The Bohan co.; U. S. Pipe & Foundry Co.; Viking Supply; and SAMSCO.
The foregoing bids were tabled for 48 hours as required by the City
Charter, and referred to the City Manager for tabulation and recommendation.
Mayor Barnard called for the City Manager's Reports.
Motion by Young, seconded by Roberts and passed that the City Manager's
Reports be accepted, and the recommendations be approved as follow

a. That acceptance and payment of final Estimate #9 in the amount of
$22,276.40 to Bur -Tex Constructors, Inc. for completion of Westport Area Storm
Sewer, be approved;
b. That the date of July 3, 1963, at a special meeting convening at
4 p.m., be set for public hearing of 4 zoning applications;
c. That the application of Humble Oil & Refining Co. for an Interim
Zoning Permit, #62-56, to erect a 29 x 27' addition to the side of existing ser-
vice station bt.ilding for use as a wash and lubrication rack and a 25° x 25'
open canopy over main pump islan1 parAl1e1 to Leopard. Street, on unplatted .431
acres out of Lowell W. Benefield Tract out of the P. Hinojosa Survey #422, Ab-
stract 050, at 9778 Leopard Street, be approved.
Motion by Blackmon, seconded by de Leon and passed that the City Manager
be instructed to write a letter to the proper authorities expressing the council's
desire to have the evening f1its to San Antonio continued, and urging Braniff
Airways to continue Flights 369 and 394 for at least a longer trial period.
City Manager Whitney requested that the proposed ordinance relative to
lease of a portion of the L -Head to Citizens State Bank of Corpus Christi be with-
drawn from the agenda on the basis of information just received to the effect that
the bank no longer considers such a lease necessary. It was so ordered.

Motion by Blackmon, seconded by de Leon and passed with Commissioner
Wallace abstaining, that the proposed ordinance regulating obstruction of side-
walks and street right of way by trees and shrubs be amended before the third
reading, as fo11oweo Amend Section. 4, the last paragraph thereof, to read as
follows. "The order shall state a time limit for compliance. A. person to whom
an order is directed shall have the right, within seven (7) days of the service
of such order, to appeal to the City Manager, who upon such appeal being taken
shall review such order within taro (2) days and. file his decision thereon. No
person to whom an order is directed shall fail to comply with such order, or if
an appeal has been taken, fail to comply ve1tb the order entered an such appeal.
Upon the failure of the property owner, occupant, or agent of the owner of any
premises who shall fail to comply with such order, the City Manager or such De-
partment, Division or employee 8,6 he may direct shall remedy the condition and
the cost of such remedy shall be charg,E. to the person to whom the order is di-
rected and as to that part of the cost resulting from the existence of trees or

shrubs growing on the premises Shall constitute a lien against the premises so
owned, operated or occupied by such person. If said cost of remedying of such
condition is not paid within ten (10) days, the City Manager or the head of the
Department or Division, or the employee directed to remedy said condition shall
prepare a statement of expenses constituting the cost of such remedy, giving the
amount thereof, the date OL which the work was done, and a description of the
premises upon which the work was done or which premises abut a portion of the
street right of way area upon which such work was done, and for such part of said
expenses and cost as arose from remedying the condition on the premises, or re-
sulting from trees or shrubs existing on or growing on the premises, the City
Manager or said Department head, Division head or employee directed to remedy
such condition shall file such statement with the County Clerk of the County of
Nueces, verified by the affidavit of the City Manager or the director of the
Department or Division or the employee instructed to remedy said condition; and
the filing of the came shall constitute a privileged lien on such real estate to
secure the said. expenses ani, costs. Said lien shall be second only to demand for
taxes and liens for street improvements. The amount shown on such statement shall
bear interest at ten percent (10%) from the date the statement was prepared. For
any and all such expenditures aglt interest, as aforesaid, suit may be instituted
and recovery and foreclosure of such lien, if any, may be had in the name of the
City. The statement of expenses and costs so made, as aforesaid, or a certified
copy thereof, shall be prima facie proof of the amount expended for the remedying
of the condition."

MAINTAIN, REPAIR AND REMOVE A PIPELINE EIGHT INUHHS IN DIAMETER FOR THE TRANS-
PORTATION OF THE SEWAGE EFFLUENT FROM THE OSO SANITARY SEWER TREATMENT PLANT
WITHIN AND UPON CERTAIN ROADS AND STREETS OF THE CITY; SITTING FORTH PROVISIONS
TO THE EFFECT THAT SAID PIPELINE BE CONSTRUCTED, MAINTAINED AND OPERATED IN SUCH
MANNER AND IN SUCH PLACES AS NOT TO I TERFERE WITH THE USE OF SAID STREETS BY THE
CITY OR THE INHABITANTS THEREOF AND CONTINUING CERTAIN OTHER PROVISIONS, RESTRIC-
TIONS AND CONDITIONS; AND PROVIDING FOR FORFEITURE OF THE FRANCHISE UNDER CERTAIN
CONDITIONS.
The foregoing ordinance was read for the third time and passed finally
by the following vote Mayor Barnard., Commissioners Young, Blackmon, de Leon,
Maldonado, Roberts, and Wallace all present and voting "Aye".

AUTHORIZING AND DIRECTING THE CITY MANAGER, FOR AND ON BEHALF OF THE CITY OF
CORPUS CHRISTI, TO EXECUTE A CONTRACT AND LEASE AGREEMENT WITH C. C. MOBILE
HOMES, INC., LEASING TO THE SAID Co Co MOBILE HOMES, INC., ALL OF LOT 1 OF THE
MC BRIDE COMMERCIAL SITES, IN THE CITY OF CORPUS CHRISTI, NUECES COUNTY, TEXAS,
FOR AND IN CONSIDERATION OF THE TERMS AND CONDITIONS SET FORTH IN THE CONTRACT
AND LEASE AGREEMENT, A COPY OF WHICH IS ATTACHED. HERETO AND MADE A PART HEREOF;
AND PROVIDING FOR AN EFFECTIVE DATE,

No one appeared in response to Mayor Barnard's invitation for anyone in
the audience with information or petitions for the Council to come forward and be
