Mayor James L. Barnard called the meeting to order.
The Invocation was given by the Reverend H. Wayne Edwards, of Six Points
Church of the Nazarene.
City Secretary T. Ray Kring called the roll of those in attendance.
Mayor Barnard welcomed all those in the audience to the regular Council
meeting, and called attention to the gigantic parade and other activities during the
City's Annual Fourth of July Celebration, particularly mentioning the Flag Raising
ceremonies in Sherrill Park at 7:30 a.m., the Soap Box Derby or. Shoreline Drive at
1:30 p.m., and the continuous Static Display Rockets,Missiles, and other military
equipment in the Coliseum Parking Lot.
Motion by Maldonado, seconded by Roberts and passed that the minutes of
the regular meeting of June 26, 1963, at 2 p.m., and of the special meeting of June
26, 1963, at 4 p.m., as furnished to the Council be approved.
The Mayor and Council were presented with invitations to attend the pre-
sentation by the Little Theatre of the melodrama "CURSE OF AN ACHING HEART" at the
Coliseum Patio, by three members of the cast, in costume.
Mayor Barnard called for the opening of bids.
Bids were opened and read on one 72" x 72" Flap Gate from the following;
Armco -Metal Products Div.; and Rodney Hunt Machine Co.
Bids were opened and read on Repair of the Water Tank on Mestina & Sam
Rankin Streets, from the following: Claud Boatright; Gulf Iron Works; and Virginia
Erection Corp.
All of the foregoing bids were tabled for 48 hours as required by the City
Charter, and referred to the City Manager for tabulation and recommendation.
Mayor Barnard announced the Council was ready to take action on the pending
item of the award of contract for Lubricated Plug Valves, which item had been withdraws

from last week's agenda for further consideration with respect to information
presented at the meeting, and had been considered by the Council at Work Shop meet-
ing; and asked what was the Council's pleasure.
Motion by Roberts, seconded by Young and unanimously passed that the
contract for 99 semi -steel Lubricated Plug Valves be awarded to San Antonio Machine
& Supply Company for $5,997.41 as recommended by the City Manager at last week's
meeting. (Bid Tabulation #55).
Mayor Barnard called for the City Manager's Reports.
Motion by de Leon, seconded by Young and passed that Item "d" of the
City Manager's Reports be removed from the agenda, and Item "g" be considered separ-
ately; and that with these exceptions, the City Manager's Reports be accepted, and
the recommendations and requests be approved and granted, as follows:
a. That authority to advertise for bids to be received on July 17, 1963,
on estimated 12 -months" supply of Lumber, be granted;
b. That the award on Stationery Store Paper Items be made on the basis
of low bid meeting specifications, on estimated 12 -months" supplies, to Southwestern
Paper Co. for Lot I, for $4,554.94; and to Corpus Christi Paper Company for Lot II,
for $1,539.70; (Bid Tabulation #56);
c. That the award en Gas Main Tapping Machine with Accessories be made
on the basis of low bid meeting specifications to T. D. Williamson, Inc., for
$9,201.32; (Bid Tabulation #57);
d. Relative to Peak Hour Parking Restrictions on Santa Fe, Tancahua,
Third, and Carancahua, withdrawn as stated in the motion;
e. That funds in the amount of $125,575.00 be appropriated for acquisi-
tion of 8 additional parcels of land required by the State Highway Department for
right-of-way in connection with the Crosstown Expressway;
f. That the date of July 24, 1963, at a special meeting convening at
4;00 p.m., be set for public hearing on the zoning applications of Haas Trucking
Company, and of Parkview General Hospital, Inc..
Mayor Barnard announced that with respect to Item "d" of the City
Manager's Reports relative to the recommendation from the Traffic Safety Advisory

Board regarding peak hour parking restrictions on Santa Fe, Tancahua, Third, and
Carancahua, the action of the Council would be to receive the Report.
Item "g" of the City Manager's Reports relative to 3 applications for
Interim Zoning Permits, were presented and considered separately, and acted upon as
follows:
Motion by de Leon, seconded by Roberts and passed that the recommendations
of the Zoning & Planning Commission be concurred in, and the Interim Zoning Permits
be approved as follows: (1) #62-57, R. A. Jackson, to erect a 8' x 20' frame storage
room for existing recreation hall, on a portion of Lot 32, H. B. Shepherd Farm Lots,
at 8151 Leopard Street, subject to a proper plat; (2) #62-58, Brazelton Construc-
tion Company, to erect a 40' x 60' wood frame & metal clad truck and heavy equip-
ment parking shed on a portion of Lot 2, Section 17, Flour Bluff & Encinal Farm &
Garden Tracts, at 5629 Holly Road; and (3) #62-59, W. D. Hayley, to erect an 18'x 36'
swimming pool for existing apartment house building on Lots 33 & 34, Block 4,
Bervonne Terrace, at 10501 Heizer.

DESIGNATING A CERTAIN 67 -ACRE TRACT BELONGING TO THE CITY OF CORPUS CHRISTI AND
SITUATED WITHIN NUECES COUNTY, TEXAS, AS A WILDLIFE AND BIRD SANCTUARY; ADOPTING
CERTAIN REGULATIONS FOR THE PRESERVATION OF WILDLIFE ON DESIGNATED WILDLIFE AND
BIRD SANCTUARIES; PROVIDING FOR PENALTIES FOR VIOLATION; PROVIDING FOR SEVERANCE;
PROVIDING FOR PUBLICATION; AND DECLARING AN EMERGENCY.

APPROPRIATING OUT OF NO. 220 STREET BOND IMPROVEMENT FUND THE SUM OF $125,575.00
FOR THE ACQUISITION OF EIGHT (8) PARCELS OF PROPERTY FOR RIGHT OF WAY REQUIRED BY
THE STATE OF TEXAS AND APPLICABLE TO PROJECT NO. 220-56-24, CROSSTOWN EXPRESSWAY,
HIGHWAY 286 RELOCATED, A COPY OF WHICH PARCEL LIST IS ATTACHED HERETO AND MADE A
PART HEREOF; AUTHORIZING AND DIRECTING THE CITY MANAGER, FOR AND ON BEHALF OF THE
CITY OF CORPUS CHRISTI, TO EXECUTE REAL ESTATE SALES CONTRACTS FOR THE ACQUISITION
OF SAID PARCELS, WHEN AND ONLY WHEN THE PURCHASE PRICE IS WITHIN THE "APPROVED

OF AUGUST, 1937, APPEARING OF RECORD IN VOLUME 9, PAGES 565 ET SEQ OF THE ORDINANCE
AND RESOLUTION RECORDS, AS AMENDED FROM TIME TO TIME AND PARTICULARLY AS AMENDED BY
ORDINANCE NO. 6106, PASSED AND APPROVED ON THE 29TH DAY OF MARCH, 1961, BY AMENDING
THE ZONING MAP BY CHANGING THE ZONING OF LOT 11, BLOCK B, LA GLORIA ADDITION TO THE
CITY OF CORPUS CHRISTI, NUECES COUNTY, TEXAS, FROM "R -1B" ONE -FAMILY DWELLING DISTRICT

AMENDING THE ZONING ORDINANCE OF THE CITY OF CORPUS CHRISTI ADOPTED ON THE 27TH DAY
OF AUGUST, 1937, APPEARING OF RECORD IN VOLUME 9, PAGES 565 ET SEQ OF THE ORDINANCE
AND RESOLUTION RECORDS, AS AMENDED FROM TIME TO TIME, AND PARTICULARLY AS AMENDED BY

AMENDING ORDINANCE NO. 6839, AS AMENDED, BY AMENDING SECTION 1 OF SAID ORDINANCE SO
AS TO MAKE CLEAR THAT THE ANNEXATION TO THE CITY OF CORPUS CHRISTI OF THE U.S. NAVAL
AIR STATION, CORPUS CHRISTI, TEXAS, INSOFAR AS CERTAIN AREAS OF SAID TERRITORY ARE
CONCERNED, IS ANNEXED SUBJECT TO THE ORDER OF THE GOVERNOR OF THE STATE OF TEXAS
GRANTING EXCLUSIVE JURISDICTION TO THE UNITED STATES OF AMERICA OVER SAID AREAS; AND
DECLARING AN EMERGENCY.

ON BEHALF OF THE CITY, TO EXECUTE A REVOCABLE PERMIT TO LONE STAR BEER, INC., TO
OCCUPY A PORTION OF NORTH TANCAHUA STREET, A COPY OF SAID PERMIT IS ATTACHED HERETO
AND MADE A PART HEREOF; AND DECLARING AN EMERGENCY.

ON BEHALF OF THE CITY OF CORPUS CHRISTI, TO EXECUTE A LEASE AGREEMENT WITH TOMMY M.
BERNSEN, LEASING TO SAID TOMMY M. BERNSEN A TRACT OF LAND CONTAINING APPROXIMATELY
35 ACRES, SITUATED IN NUECES COUNTY, TEXAS, LOCATED ON THE 0. N. STEVENS FILTRATION
PLANT PROPERTY, AT THE INTERSECTION OF HIGHWAY 71, UP RIVER ROAD AND HERN ROAD, WEST
SECTION OF SAID PROPERTY, TO BE USED FOR FARMING AND AGRICULTURAL PURPOSES, FOR A
TERM OF TWO (2) CROP YEARS BEGINNING OCTOBER 1, 1963, AND ENDING JULY 31, 1965, IN

FIRST READING OF AN ORDINANCE AUTHORIZING AND DIRECTING THE CITY MANAGER, FOR AND
ON BEHALF, OF THE CITY OF CORPUS CHRISTI, TO EXECUTE A LEASE AGREEMENT WITH THE
INTERNATIONAL LITTLE LEAGUE, LEASING TO THE SAID INTERNATIONAL LITTLE LEAGUE A TRACT
OF APPROXIMATELY 2.45 ACRES OF LAND IN INWOOD PARK FOR THE PURPOSE OF MAINTAINING
A RECREATIONAL AREA, FOR A PERIOD OF .ONE YEAR, BEGINNING NOVEMBER 12, 1963, AND
ENDING NOVEMBER 11, 1964, IN ACCORDANCE WITH THE CONDITIONS SET FORTH IN THE AGREE
MENT BETWEEN THE CITY OF CORPUS CHRISTI AND THE AFORESAID INTERNATIONAL LITTLE
LEAGUE AND MADE A PART OF ORDINANCE NO. 5188, PASSED AND APPROVED BY THE CITY COUNCIL
ON NOVEMBER 12, 1958.
The foregoing ordinance was read for the first time and passed to its

In connection with the following proposed ordinance, Mayor Barnard request-
ed that the figures in connection with the traffic survey being conducted on Santa Fe
and Third Streets be supplied for Council's consideration before the third reading,
and Commissioner Wallace felt that some data showing a very definite need for the
proposed restrictive parking should be presented.

The foregoirg ordinance was read for the first time and passed to its
second reading by the following vote: Mayor Barnard, Commissioners Young, Blackmon,
de Leon, Maldonado and Roberts voting "Aye"; Commissioner Wallace, abstained.
Commissioner Blackmon was excused and left the meeting.
Robert T. Rylee, II, Chairman of an Area Water Safety Committee, presented
a report and the recommendations which he explained in detail, made after inspection
of the facilities and equipment now on hand with respect to South Beach Area, L -Head
and T -Head Areas, South Basis (across from Coliseum), Barge Dock Area, and Shoreline
Drive from Health Unit to Peoples Street T -Head. In the general discussion, it was
the concensus of opinion of the Council that it was an excellent report, very well
prepared and presented, and that the recommendations were all of an urgent nature,
with two possible exceptions, based primarily on preventing accidents, and that con-
sidering the value of human life, could be accomplished at very little expense to the
City. Commissioner de Leon expressed his feeling as not being opposed to the recom-
mendations, but that the report and recommendations did not go far enough, since
Corpus Christi Beach area was not included. The Council also felt that since several
members of the City's Bayfront Auvisory Committee are also members of this Area
Water Safety Committee, and since the report and recommendations have been discussed
and generally approved by the Bayfront Advisory Committee, the Council could properly
take action on this Committee's request for prompt consideration.
Motion by Wallace, seconded by Young and passed that the recommendations
of the Area Water Safety Committee, as presented by its chairman, Robert T. Rylee,
II, in a 3 -page letter, dated July 3, 1963, addressed to Honorable James Barnard,
Mayor, be approved, and that with the exception of item 2, under South Beach Area,
regarding employment of an extra lifeguard, and item 4, under L -Head and T -Head
Areas, regarding erection of an observation tower above the Marina Office, that the
City Manager be directed to carry out the recommendations essentially as recommended,
reserving for the City Manager, reasonable lattitude to accomplish basically what
had been recommended.
Motion by de Leon, seconded by Young and passed that the Area Water Safety
Committee, and Bob Rylee, specifically, be commended for the foregoing report and

recommendations, and the Committee be requested to immediately carry out a similar
study of the Corpus Christi Beach Area..
Paul Montemayor, speaking on behalf of the Garbage Collectors in the
City's Sanitation Division, stated that he wanted to assure the Mayor and Council
that the Sanitation Division has no intentions of staging any type of demonstration
dramatising their desire for salary increases as has been reported; that a committee
of three were requesting permission to appear before the Council and present their
reasons for feeling that their wages should be increased more than 7%; that they
desire to have some avenue whereby they could protest actions of their supervisor
or department head which they feel unjust, without fear of reprimand or termination;
and particularly referred to one employee, 19 years of age, who is married and has
one child, whose employment was terminated unjustly, according to his information.
At the request of Mayor Barnard, City Manager Whitney carefully explained
that any employee, or any group of employees, have the right and are welcome to
appeal to him personally in matters of personnel administration; that he is readily
available to all employees and can assure them without retaliation, reprimand, or
prejudice for so doing; and specifically, in this instance, he will be glad to make
such appointment and make thorough investigation of all the facts as soon as he is
contacted for this purpose.
here being no further business to come before the Council, the meeting
