Mayor James L. Barnard called the meeting to order.
The Invocation was given by Commissioner J. R. de Leon in the absence
of the invited guest Chaplain.
City Secretary T. Ray Kring called the roll of those in attendance.
Motion by Roberts, seconded by Maldonado and passed that the minutes
of the regular meeting at 2:00 p.m., and of the special meeting at 4:00 p.m., of
July 3, 1963, be approved as furnished to the Council.
Mayor Barnard called for the opening of bids.
Bids were opened and read on 1 Marina Patrol Launch from the follow-
ing: Dr. Don Mitchell; Striker Boats, Inc.; Samsco Marine; Williamson Boat Works;
Corpus Christi Bank & Trust Co. (W. P. Pittman, Sr.); Breaux Baycraft, Inc.
The foregoing bids were tabled for 48 hours as required by the City
Charter, and referred to the City Manager for tabulation and recommendation.
Captain Basket, City Police Department, introduced Mr. Don Hill,
District Director of the National Safety Council, who summarized the highlights
of the National Safety Council's Analysis of Corpus Christi's Annual Traffic
Inventory for 1962, to the effect that in the seven traffic safety activities
evaluated, two phases of the program were outstanding and have earned Certifi-
cates of achievement from the National Safety Council; the report reflected a
program strong in three of its parts, good but under -resourced in one, and in
trouble in three; and that the program had touches of brilliance, but lacked the
balance and the momentum necessary to substantial accident prevention results.
Based on the thinking ofauthorlative professional groups, comparative performance
and experience of thirty years in accident prevention, Mr. Hill suggested re-
commendations for improvement in the City's traffic program, offered constructive
comments, and emphasized five major targets for accomplishment during the next
year.

Mayor Barnard commented that he was particularly concerned over the rate
of 38 deaths and the loss of over seven million dollars annually in accidents and
their consequences shown in the Report, and the glaring need for 125 to 128 more
police officers.
In reply to questions from the Council for an off-the-cuff, curbstone con-
sultation sort of expression as to the feeling of the National Safety Council with
regard to effectiveness and desirability of one-way street patterns, and as to
parking restrictions, for arterial streets leading to and from a downtown busi-
ness area, Mr. Hill answered that they are considered the poor man's divided
highway, that they increase the capacity of the streets concerned without any other
change by about 50%, and removes traffic friction thereby enhancing the safety
factor; that the streets can be laned in narrower widths with all traffic moving
in the same direction, but that allowing parking on a one-way street pattern will
murder it, that parking should be given the lowest priority in the use of streets,
and that the movement of traffic is much more important than the storage of vehicles.
The .National Safety Council Certificate of Achievement for Accident Records
and Analysis for 1962 was received by Mayor Barnard, and for School Traffic Safety
Education was received by Dr. Dana Williams, Superintendent of Corpus Christi
Independent School District. Dr. Williams expressed the thanks and appreciation
of the Corpus Christi School System to the City government, and especially to
Captain Basket, Lt. Melton, and Officer Gerbig for the fine work done to merit this
award, and particularly thanked City Manager Whitney for his help in furthering the
School Guard Crossing program. Dr. Williams introduced Mr. Joe Parks, Assistant
to the Superintendent, who was also present.
Mayor Barnard announced the pending item of the application of Mrs. Dorothy
D. Briscoe for a change of zoning from "R -1B" One -family Dwelling District to
"AB" Professional Office District on all of Lot 7, Block 3, Bervonne Terrace,
public hearing on which had been recessed from last week's meeting due to the
absence of the applicant. The pertinent information presented at the public hear-
ing was reviewed briefly, and Mrs. Dorothy D. Briscoe, applicant, answered ques-
tions of the Council to the effect that she presently cares for not more than 4
children in her residence on the subject property, that the State requires the
proper zoning before licensing a day nursery, that she proposes to operate a day

nursery with not more than 18 children attending from about 7 a.m. to 7 p.m.
Motion by Wallace, seconded by de Leon and passed, with Commissioner
Blackmon abstaining, that the hearing be closed, and that the recommendation of
the Zoning & Planning Commission be concurred in, and the request for a change of
zoning on Lot 7, Block 3, Bervonne Terrace, be denied.
Commissioner Blackmon asked that the record show he had abstained for the
reason that he had not heard the full testimony.
Mayor Barnard called for the City Manager's Reports.
Motion by Young, seconded by Roberts and passed that the City Manager's
Reports be accepted, and the recommendations and requests be approved and granted
as follows:
a. That the award of bid on estimated 12 -months' supply of Pipe Repair
Sleeves and Couplings, Full Circle and Bronze Service Clamps, be made on the basis
of low bid meeting specifications, as follows: (1) R. H. Baker & Co., Inc., for
Lot I, Full Circle Clamps, and Lot 11, Repair Ciamps, for a total of $15,194.06;
(2) Trans -Tex Supply Co., for Lot III, Bronze Service Clamps, for $737.52; (3) The
Rohan Co., for Lot IV, Steel Couplings and Gaskets, for $1,032.80; (4) Dresser
Manufacturing Co., for Lot V, Sleeves, Clamps, Couplings, and Adapters, for
$5,131.28; (Bid Tabulation #58);
b. That authority to advertise for bids to be received on July 24, 1963,
on estimated 12 -months' supply of a series of printed Custom Tabulating Forms; be
granted.
c. That the date of July 24, 1963, during the regular meeting, be set
for public hearing on a request for the abandonment of a 60' easement in Lots 6,
7, 10 and 11, Section 5, Range VIII, Gugenheim & Cohn's Farm Lots.
ORDINANCE NO. 6953
APPROPRIATING FROM UNAPPROPRIATED FUNDS OUT OF FUND NO. 141 WATER M. & 0. FUND THE
SUM OF $66,026.69 TO WATER SUPPLY, ACTIVITY NO. 5110, CODE 261, FOR THE PURCHASE
OF WATER FROM THE LOWER NUECES RIVER WATER SUPPLY DISTRICT IN EXCESS OF THE AMOUNT
OVER THE FUNDS APPROPRIATED IN THE CURRENT BUDGET; AND DECLARING AN EMERGENCY.
The Charter rule was suspended by the following vote: Mayor Barnard,
Commissioners Young, Blackmon, J. R. de Leon, Maldonado, Roberts and Wallace,
present and voting "Aye".

ORDINANCE NO. 6954
THIRD READING OF AN ORDINANCE AUTHORIZINC AND DIRECTING THE CITY MANAGER, FOR AND
ON BEHALF OF THE CITY OF CORPUS CHRISTI, TO EXECUTE A LEASE WITH TULOSO MIDWAY
YOUTH CENTER, A NON-PROFIT CORPORATION, INCORPORATED UNDER THE LAWS OF TEXAS, A
TRACT OF LAND OUT OF WEST GUTH PARK, CONTAINING APPROXIMATELY 2.68 ACRES OF LAND
MORE PARTICULARLY DESCRIBED IN SAID LEASE, A COPY OF WHICH IS ON FILE IN THE
OFFICE OF THE CITY SECRETARY ON A LEASE FORM SIMILAR TO THE FORM LEASING 9.55
ACRES OF LAND TO TULOSO-MIDWAY INDEPENDENT SCHOOL DISTRICT, FOR THE PURPOSE OF

MAINTAINING A RECREATIONAL AREA, FOR A PERIOD OF ONE YEAR, BEGINNING NOVEMBER

FORTH IN THE AGREEMENT BETWEEN THE CITY OF CORPUS CHRISTI AND THE AFORESAID INTER-
NATIONAL LITTLE LEAGUE AND MADE A PART OF ORDINANCE NO. 5188, PASSED AND APPROVED
BY THE CITY COUNCIL ON NOVEMBER 12, 1958.
The foregoing ordinance was read for the second time and passed to its
third reading by the following vote: Mayor Barnard, Commissioners Young, Blackmon,
de Leon, Maldonado, Roberts and Wallace, present and voting "Aye".
Mayor Barnard announced the Chair was open for discussion relative to the
second reading of a proposed ordinance listed on the agenda concerning the restric-
tion of parking on Tancahua, Santa Fe, Third Street, and Carancahua.
Commissioner de Leon felt more information and consideration was needed,
but that the proposed ordinance should have its second reading at this meeting in
order to bring the matter closer to a final decision; Commissioner Wallace felt
that information and statistics furnished at the Council's request by the Traffic
Safety Advisory Board and Traffic Engineering Department did not warrant further
restrictions being imposed on these streets, inasmuch as the comparisons of traffic
counts at various points along these streets showed more traffic being carried
when the streets were two-way than as presently one-way, and that in view of the
complaints received of both residents and business operators along the streets,
the decision by the Council should be based on information of fact rather than
opinions expressed; Mayor Barnard felt that in view of Mr. Hill's remarks on the
subject, the narrower laning of these streets, particularly Santa Fe, in order to
carry more traffic, should be considered; Commissioner Maldonado felt that if the
proposed ordinance was not passed, then the parking restrictions on Brownlee Boulevard
should be lifted since that street carries as much or more traffic than the streets
under discussion; and Commissioner Blackmon felt that there were two problems
in the over-all picture, only one of which was presently before the Council, and
that if the one-way streets were needed, then certainly there was the need for
peak hour parking restrictions. Commissioner Roberta called for the question.

CODE, 1958, AS AMENDED, BY MAKING PROVISION FOR ITEMS 15 THROUGH 20, RESPECTIVELY,

The foregoing ordinance was read for the second time and passed to its
third reading by the following vote: Mayor Barnard, Commissioners Young, Blackmon,
de Leon, Maldonado and Roberts present and voting "Aye"; Commissioner Wallace
abstained.
Mrs. Joe Fernandez, 739 Mohawk, requested information regarding the peti-
tion relative to the condition in which the driveways in the 700 block of Mohawk
were left after installation of storm sewers by the contractor.
City Manager Whitney read the report of the Director of Public Works to
the effect that on two subsequent inspections the mud was not found to be exces-
sive; that the contractor's work was reasonably in accordance with the require-
ments to restore disturbed driveways comparable to the previous condition; that
with a little more time of seasoning, the disturbed earth will settle down as
before; but that should any actual cave-ins or faults of the contractor's work
be found, the City will require that they be remedied.
Mrs. Fernandez complained that her driveway was not sufficiently shelled
to allow them to get in and out without getting stuck, and Earlie Dixon, 760
Mohawk, complained that his driveway was left in the same condition as Mrs.
Fernandez complained of, and that in addition he had some pipe across his lot
which had been removed and not returned to him.
City Manager Whitney offered to look into these matters further and
report to the Council at Work Shop meeting.
Bill Meredith and Bill Lonquist, Jr., presented and explained the con-
ditions and reasons for a petition of some 204 signatures of residents and home
owners, that the 4300-4400 blocks of Gaines Street be paved, since the street
is extensively used by Brookdale Park Addition residents and becomes impassable
in heavy rains. (Petition #9 in File).
The foregoing petition was received and referred to the City Manager
for report and recommendation.
Miss Kay Hand, representing the Tuloso Midway Youth Center, thanked the
Mayor for his help in obtaining their lease in West Guth Park for a Youth Center

Canteen and Recreation Center, and offered to sell tickets to the Council after
the meeting to their fund raising Barbeque and Auction on July 18th, from 4 to
8 p.m., featuring free teenage dancing and auction for the adults.
Mayor Barnard complimented the young people for the way in which they have
worked and are progressing with this program, and mentioned that there is now a
Teenage Nightclub, a private enterprise, which has opened at the old La Louiaiane
Restaurant on Leopard Street, which sells only soft drinks and has a combo that
plays teenage type music for dancing.
Mrs. Levi Materne, 325 Ohio, expressed her opinion that traffic would move
faster on Santa Fe if itwere restored to two-way traffic with no parking during peak
hours, and would be much fairer to the residents and business operators, as well as
better serving those people using the street. She also showed her water bills for
her property in Flour Bluff to support her hope that the City would extend its
water service to the area now that the Texas Supreme Court has denied the Appeal
as to the recent Annexation of that area.
There being no further business to come before the Council, the meeting
was adjourned.
