A'I-FEST: City Secretary Mayor City of Corp-'ds Christi M96-76 I ATTACHMENT"A" Rev.03196 BICYCLE SUB-COMjITTEE (A SUB-COMMITTEE TO THE TRANSPORTATION ADVISORY COMMITTEE) PROPOSED COMPOSITION, ORGANIZATION AND DUTIES Backaround/Puraose ofthe$jade Sub-Committee The Bicycle Sub-Committee shall serve as a "working committee",comprised of a cross-section of the community,including education, law enforcement, medical officials, and related advisory committee representatives and representation by skilled and responsible community bicyclists, would be best-suited to act as a fbrum fbr public Input and assist the City Staff and the Transportation Advisory Committee in its studies and performance of its duties related to bicycle safety in the Corpus Christi area. The Bicycle Sub-Committee will further aid in the creation of a proactive public education process for bicycle safety and the value ofbicycling for public recreation,physical fitness.and as a viable,alternative mode of personal transportation. Contposltiorjnd Organization On the recommendation ofthe City's Legal Department,the Bicycle Sub-Committee shall be appointed by the City's Transportation Advisory Committee,and shall consist of nine(9)members for three-year terms. The terms of three members shall regularly expire on January lint of each year. I l foltowlua cernudt ee membe ersom or tune ofnersons: One(1)member of the Transportation Advisory Committee One(1)member of the Park&Recreation Advisory Committee One(1)member of the Primary, Secondary or Senior School Education System One(I)member of the College/Univenity Education System Two(2)members of the Bicycling Community One(1)member of the Medical Community One(1)member of the Law Enforcement Community One(1)member ofthe Council of Neighborhoods(or equivalent) (1) Ex officio members. The City Traffic Engineer and Director of Park&Recreation, or at their option, their designated representatives,shall serve as ex officio members to the Bicycle Committee, without vote. The presence of any ex officio members shall never be considered in determining a quorum fbr the transaction of committee business. (2)Reoroval of CommitteeMombesz Members of the Bicycle Sub-Committee shall be obligated to the same meeting attendance requirements as the Transportation Advisory Committee. (3)Organization. The Bicycle Sub-Committee will adopt its own rules of procedure for the conduct of its business, select its own chairperson and such other officers as the Bicycle Sub-Committee may determine are necessary. It cases not covered by these by-laws,Roberts Rules of Order(Revised)shall govern. 46 • • (Bicycle Sub-Committee, - ie 2) (4) Purpose. The purpose of the Bicyucie Sub-Committee is to be responsible for advising the Trasnportation Advisory Committee on public concerns related to bicycle safety, bicycle facilities,and bicycle fheillty planning in the city. (5)Meetings. The Bicycle Sub-Committee shall meet at least once per month and shall meet on the call of the committee chairperson,Transportation Advisory Committee chairperson,or on call by a majority of its members. (6)Quorum. Five(5)appointed members shall constitute a quorum. • (7) Amendments. These by-laws may be amended at any regular meeting of the Transportation Advisory Committee, a quorum being present, by a majority vote of the Transportation Advisory Committee, , puties Qfthe Bicycle Committee: Duties oldie Bicycle Sub-Committee shall include: (1)Providing a public forum to hear public concerns fbr the discussion of any such matters related to current or long range bicycling issues,including consideration of ordinances or other actions. (2) Acting in an advisory capacity to the Transportation Advisory Committee and the City Traffic Engineer in the coordination of bicycle safety and bicycle planning activities of the official agencies of the City,Texas Department of Transportation,and Metropolitan Planning Organization. (3)Fostering public knowledge of and support for the integration of bicycling as a safe and effective component of the transportation network. (4) Fostering public education in the responsibilities and privileges of bicyclists, understanding of bicycling operating problems, and traffic law enforcement of the use of public roadways and facilities by bicyclists. (5) Assisting the City in the research of bicycle safety and operation issues and activities in other communities. (6) The Sub-Committee may, at the direction of the Transportation Advisory Committee or independently, review and submit (to the Transportation Advisory Committee] recommendations regarding the City's,Texas Department of Transportation's,or Metropolitan Planning Organization's short and/or long range planning affecting bicycling In the city. (7)The Bicycle Sub-Committee may independently review the decisions,orders, and warrants of the City Traffic Engineer and/or other administrative ilmetion of the City, Texas Department of Transportation,and Metropolitan Planning Organization concerning the implementation of baffle control device and regulations,bicycle route modification,application for governmental grants,and hear public concerns regarding these matters; however, the Bicycle Sub-Committee shalt have no power to promulgate official city rules and regulations,orders,warrants,or to effect any change in bicycling levels of service. 47 • (Bicycle Sub-Committee, - le 3) (8) The Bicycle Sub-Committee shall, at the direction of the Transportation Advisory Committee or independently recommend [to the Transportation Advisory Committee) policies for solicitation, promotion and advertising activities related to bicycle safety in the city, . (9)The Bicycle Sub-Committee is designated as the appropriate body to conduct any required public meetings or public hearings for the purpose of receiving public comments for any proposed bicycle facilities,or for the purposes of obtaining federal or state financial assistance for such fkcilltles.
