Wallace, Jr. 411. CITY OF CORPUS CHRISTI, TEXAS SPECIAL COUNCIL MEETING September 11, 1963 4:00 p.m. City Manager Herbert W. Whitney City Attorney I. M. Singer City Secretary T. Ray Kring Mayor James L. Barnard called the meeting to order. City Secretary T. Ray Kring called the roll of those in attendance. Mayor Barnard announced the purpose of the special meeting for public hearings on several zoning cases, and explained the procedure to be followed. Mayor Barnard announced the public hearing on the application of Hulen H. Hunt for a change of zoning from "R -1B" One -family Dwelling District to "B-1" Neighborhood Business District on Tract "A", a 140' x 366' tract out of the North- east corner of Lot 12, Section 18, Flour Bluff & Encinal Farm & Garden Tracts; and for a change of zoning from "R -1B" One -family Dwelling District to "A-2" Apartment House District on Tract "B", a 268' x 366' tract out of the Northeast portion of Lot 12, Section 18, Flour Bluff & Encinal Farm & Garden Tracts, located adjacent to the foregoing described Tract "A". Tom Lake, Zoning Coordinator, located the property on the map; pointed out the zoning and land use of the area and the preliminary street pattern; ex- plained that no notices had been mailed out, since all of the property within the legal limits of notification is owned by the applicant; that the applicant and his representative had appeared at the Commission hearing; and that the recommendation of the Zoning & Planning Commission was that the request for "B-1" Neighborhood Business District on Tract "A" and for "A-2" Apartment House District on Tract "B", described in the application, be approved. Hulen Hunt, applicant and owner of the property, presented the prelimin- ary plat; explained the land planning of the proposea subdivision development, and the need for the apartment use, and for the business use to serve the need which would be created by the subdivision development and to act as a buffer and cut down some of the noise from Lexington Boulevard traffic, • City of Corpus Christi, Texas Special Council Meeting September 11, 1963 Page #2 No one appeared in opposition to the request. Motion by Young, seconded by Blackmon and passed that the hearing be closed, and the recommendation of the Zoning & Planning Commission be concurred in, and the zoning on Tract "A", a 140' x 366' tract out of the Northeast corner of Lot 12, Section 18, Flour Bluff & Encinal Farm & Garden Tracts, be changed from "R -1B" to "B-1" Neighborhood Business District, and the zoning on Tract "B", a 268' x 366' tract out of the Northeast portion of Lot 12, Section 18, Flour Bluff & Encinal Farm & Garden Tracts, located adjacent to the foregoing described Tract "A", be changed from "R -1B" to "A-2" Apartment House District. Mayor Barnard announced the public hearing on the application of South Texas Mortgage & Investment Company, Inc., for a change of zoning from "A-1" Apart- ment House District to "AB" Professional Office District on all of Lot 2, Block 4, Hampton's Addition. Tom Lake located the property on the map; pointed out the zoning and land use of the area; explained that 16 notices had been mailed out, 3 returns received in favor of the request, and none against, and no contacts since the Commission hearing; that the applicant had appeared at the Commission hearing and spoke in support of the request; and stated that the recommendation of the Zoning & Plan- ning Commission was that the request for "AB" Professional Office District on all of Lot 2, Block 4, Hampton's Addition, be approved. Max Dullnig, representing South Texas Mortgage & Investment Company, ex- plained the proposed modern 1 -story building construction for offices, with double entry from Tancahua, and parking in the rear. No one appeared in opposition to the request. Motion by Wallace, seconded by Maldonado and passed that the hearing be closed, and the recommendation of the Zoning & Planning Commission be concurred in, and the zoning on all of Lot 2, Block 4, Hampton's Addition, be changed from "A-1" to "AB" Professional Office District. Mayor Barnard announced the public hearing on the application of Bud Salvo for a change of zoning from "B-1" Neighborhood Business District to "B-4" General Business District on all of Lot 10 and all of Lots 11 and 12, save and except that portion dedicated to the State of Texas for right-of-way purposes, Block 5, Woodlawn Estates. • City of Corpus Christi, Texas Special Council Meeting September 11, 1963 Page 3 Tom Lake located the property on the map; pointed out the zoning and land use of the area; explained that 12 notices had been mailed out, 1 return received in favor of the request, and 1 againat, that the applicant had appeared at the Commission hearing and explained the proposed use of the property for a used car lot operation by Louis Slayton who had been requested to move his non- conforming operation from Alameda and Ocean Drive; that a nearby property owner had appeared at the Commission hearing and requested only that a fence be erected around the property to screen the residences from rubbish and debris; and stated that the recommendation of the Zoning & Planning Commission was that the request for "B-4" General Business District on all of Lot 10 and all of Lots 11 and 12, save and except that portion dedicated to the State of Texas for right-of-way purposes, Block 5, Woodlawn Estates, be approved subject to the erection of a 5 -foot solid wooden fence on line between Lots 9 and 10, Block 5, Woodlawn Estates. N. R. Shockley, a nearby property owner, requested that the applicant be required to provide the fence as recommended by the Commission, before the used car lot operation was allowed. No one appeared in opposition to the request. Motion by Wallace, seconded by Maldonado and passed that the hearing be closed, and the recommendation of the Zoning & Planning Commission be concurred in, and the zoning on all of Lot 10 and all of Lots 11 and 12, save and except that portion dedicated to the State of Texas for right-of-way purposes, Block 5, Wood - lawn Estates, be changed from "B-1" to "B-4" Geneva' Business District, subject to the erection of a 5 -foot solid wop#en fence on line• between Lots 9 and 10, Block 5, Woodlawn Estates. Mayor Barnard directed that the minutes reflect that the application of Zeb Carson for a change of zoning from "R -1A" One -family Dwelling District to "A-2" Apartment House District on all of Lots 4 and 9, Block 15, Edgewater Terrace, which had been set and duly advertised for public hearing, had been withdrawn by the applicant prior to this scheduled public hearing.
