Barnard called the meeting to order. The Invocation was given by the Reverend Conway T. Wharton, Pastor of Covenant Presbyterian Church. City Secretary T. Ray Kring called the roll of those in attendance. Motion by Young, seconded by Maldonado and passed that the minutes of the regular meeting of September 11, 1963, at 2 p.m., and of the special meeting of the same day, at 4 p.m., be approved as furnished to the Council. Mayor Barnard read a proclamation marking the one hundred and seventy- sixth anniversary of the signing of the Constitution of the United States pro- claiming the period beginning September 17 and ending September 23, 1963, as CONSTITUTION WEEK in Corpus Christi, and urging the people to observe that week with appropriate ceremonies and activities in their schools and churches and other suitable places that our citizens may have a better understanding of the Constitu- tion and of the rights and responsibilities of United States citizenship; accepted by Mrs. Eugene H. Kipp, Regent, Daughters of the American Revolution, and Mrs. M.A. Doeppensehmtdt, Press Relations Chairman. Mayor Barnard welcomed representatives of the Student Council of Mary Carroll High School, introduced by their sponsor, Jim Summers, and Commissioner Roberts presented Certificates of Attendance appointing them as Honorary Junior City Commissioners to the following; Ginger Green, President; Carol Walton, Vice President; Gennifer Jennings, Secretary; Kathy Tease, Secretary; and Corbit Magby, Treasurer. Mayor Pro Tem Young placed the following names in nomination for appoint- ment to the Youth Advisory Council as recommended by their schools: Candy Alexander, W. B. Ray High School; Hal Carew, Roy Miller High School; Robert Seibold, W. B. Ray High School; Buddy Clark, Calallen High School; Bette Greenwood, Solomon Coles High i • City of Corpus Christi, Texas Regular Council Meeting September 18, 1963 Page 2 School; Abe Messarra, Del Mar College; and Bob Gunnels, Roy Miller High School. Motion by Young, seconded by de Leon and passed that the foregoing named students be appointed to the Youth Advisory Council. Mayor Barnard commented that the Youth Advisory Council has met with the youth group sponsored by Attorney General Waggoner Carr, which includes some 28 students of this area, 2 of whom are members of our Youth Advisory Council, in an effort to try to achieve their separate goals in harmony and cooperation and with as little overlapping of activities as possible for the strength of both groups; and further commented that he expects to attend the meeting tomorrow night of the Youth Advisory Council with Judge Paul Martineau of the Juvenile Court and Judge 0. E. Cannon of Corporation Court to consider the possibility of the Council serving as juvenile jurists in juvenile cases. Mayor Barnard ex- pressed the hope that Ricky Donohoe, of Mary Carroll High School who was a repre- sentative at a Student Conference in Europe last summer, will be able to attend a Council meeting soon and give a report on that meeting. Mayor Pro Tem Young read and presented to Ronnie Crow and Ronnie Behnke, on behalf of the citizenry of Corpus Christi, Certificates of Commendation for the quick thinking, good judgment and heroism displayed in saving the life of Roger Smith, whom they found pinned under his car in the water beneath the Bluff at Cole Park on Monday, September 9, 1963. The boys were accompanied by their fathers, W. D. Crow, 3333 Casa Rosa, and Fred Behnke, 1205 Annapolis. Mayor Barnard called for the opening of bids. Bids were opened and read on construction of Street Improvements on North Staples from Kinney to Interstate Highway 37, from the following: Womack & Manning; Heldenfels Brothers; and South Texas Construction Co. The foregoing bids were tabled for 48 hours as required by City Charter, and referred to the City Manager for tabulation and recommendation. Bids were opened and read on 3 items of Steel Pipe from the following: Republic Supply Co.; Stupp Corp.; Superior Iron Works; Vinson Supply Co.; Alamo Iron Works; Atlas Bradford Co.; L. B. Foster Co.; Gulf Supply Co.; Jones & Laughlin; McAllen Pipe & Supply; .Oil Well Supply; Pipe Distributors; SAMSCO; Texas Pipe & Supply; Norvell-Wilder Supply; E -Z Pipe & Steel, Inc.; Phoenix Supply Co.; and Allied Plumbing Co. • City of Corpus Christi, Texas Regular Council Meeting September 18, 1963 Page 3 The Chair ruled that the bid of Kaiser Steel Corp. would not be read or considered due to the fact that it did not comply with the instructions for bidding. The foregoing bids were tabled for 48 hours as required by City Charter, and referred to the City Manager for tabulation and recommendation. Bids were opened and read on Coating and Wrapping of 3 items of Steel Pipe from the following: Rosson-Richards Co.; and Pipe Line Service Corp. The foregoing bids were tabled for 48 hours as required by City Charter, and referred to the City Manager for tabulation and recommendation. Paul Bellow, District Manager for Gulf Supply Co., Inc., and Paul McRae, representative of United States Steel Corp., National Tube Division, each spoke in support of the City's buying domestic pipe and materials rather than foreign on the basis of revenue that the industrial distributors put into the City each year; the revenue generated by their services; and the need in this. country for a favorable balance of trade. Mayor Barnard announced the public hearing on the application of Red Top Taxi Company for a change of zoning from "A-2" Apartment House District to "B-4" General Business District on all of Lots 67 and 68, Block 12, Steele Addi- tion; and explained the procedure to be followed. Tom Lake, Zoning Coordinator, located the property on the map; pointed out the zoning and land use of the area; stated that 25 notices had been mailed out, 4 written returns received in favor of the application, and none against; and that the recommendation of the Zoning & PJanuing Commission was that the application be approved subject to proper platting. Leland Ross, representing the applicant, Victor Moreno, explained the proposed use of the subject property combined with the adjoining "B-4" property for his taxicab operation which has been displaced by the freeway acquisition. Frank Ramirez and Joe Garza, nearby property owners also supported the application. No one appeared in opposition to the request. Motion by de Leon, seconded by Maldonado and passed that the hearing be closed, and the recommendation of the Zoning & Planning Commission be concurred • City of Corpus Christi, Texas Regular Council Meeting September 18, 1963 Page 4 in, and the zoning on all of Lots 67 and 68, Block 12, Steele Addition, be changed from "A-2" to "B-4" General Business District subject to proper platting. Mayor Barnard called for the City Manager's Reports. Motion by Wallace, seconded by Young and passed that the City Manager's Reports be accepted, and the recommendations and requests be approved and granted as follows: a. That authority to advertise for bids to be received on October 9, 1963, on 1,000' of 1i' and 3,000' of 22" Fire Hose, be granted.; b. That award of bid on the basis of low bid meeting specifications be made as follows: (1) To Lewis Boggus Motors, Inc. for Items 1 and 4 of Auto- motive Equipment, consisting of 1 - z -ton Pickup, 6 cyl., 1964 Ford F-100, and 1 - 1 -ton Cab & Chassis, 6 cyl., 1964 Ford F-350, for a total of $3,565.88; and to International Harvester Co., for Item 2, consisting of 1 2 -ton Cab & Chassis, 6 cyl., 1963 International 1600, for $2,367.10; and that award on Item 3 be de- ferred at this time; (Bid Tabulation #70); (2) To Commercial Body Corp., for 1 Utility Service Body (120") Stahl 104CF, and 1 Maintenance Body with Aerial Ladder and 1 Remote Control on Platform LA17, for a total of $5,288.00; and that award on 1 dump trailer be deferred at this time; (Bid Tabulation #71); (3) To Mooney Equipment Co., for Item 1 of Heavy Equipment, consisting of 1 cu. yd. J.I. Case W7 diesel engine, 4 wheel drive tractor shovel complete with model 32 backhoe attachment, for $12,675.17; to The Roy Klossner Co., for Item 2 and 3, consisting of 1+ cu. yd. Trojan 124 diesel engine, 4 wheel drive tractor shovel, and 1-3/4 cu.yd. Trojan 164 diesel engine, 4 wheel drive tractor shovel, for a total of $23,583.00; and to Girard Machinery & Supply Co., for Item 4, con- sisting of 3 self propelled Vibrating Patching Rollers, Essick Model VR -28-W with 2 speed transmission, for $5,410.00; and that award on Item 5 be deferred; (Bid Tabulation #72); c. That a revocable easement be approved for a private sewer line to take care of waste water from the washateria at Westwood Center in the South 8' of the 50' right-of-way of Labranch Street for a distance of approximately 615'; d. That a revised contract with the U.S. Weather Bureau for space oc- cupied by the Weather Bureau at International Airport, increasing the square - foot rental from $1.25 to $1.50 per sq.ft. per annum, be approved; f. That the recommendation of the Traffic Safety Advisory Board for the increase of speed limits on Weber Road, from Staples to Lexington Boulevard, and on Kostoryz Road, from Staples to Lexington Boulevard, from 30 m.p.h. to 35 m.p.h., be approved.; g. That the recommendation of the Bayfront Advisory Board, concurred in by the Traffic Safety Advisory Board, that 1 -way traffic be established on both the T -Heads in Corpus Christi Bay, and that the traffic move in counter- clockwise direction around the main driveway circling each of the T -Heads, be approved; h. That the date of October 9, 1963, during a special meeting con- vening at 4 p.m., be set for public hearing on the zoning applications of Mrs. Lois E. Bissett, Mr. Derly E. Rivera, and W. Paul K. Lefforge; and the date of October 16, 1963, during a special meeting convening at 4 p.m., be set for pub- lic hearing on the zoning applications of Sessions Mortgage Co. & Edgar Link- enhoger, Mr. Ted M. Anderson, and Mrs. Jim Hutton; 1. That the date of October 2, 1963, during the regular meeting, be set for public hearing on the zoning applications of Cecil Burney and of Frank Cech for change of zoning on a 3.4 -acre tract, more or less, out of an 8.0 -acre tract of the Hatch Tract, and on approximately 3 -acres out of the 8.38 -acre Frank Cech Tract, being a portion of the Hatch Tract, in order to afford the adjacent property owners an opportunity to be heard with respect to the plan proposed by the applicants for the joint use of the properties in question, sub- ject to the objections to the plan voiced by the Council during Work Shop Session being satisfied by the applicants prior to the public hearing; j. That the following requests for Interim Zoning Permits be approved as recommended by the Zoning & Planning Commission, as follows: (1) #62-66, Rosendo E. Las Palmas, at 1533 Frio; and (2) #62-67, C. P. Commissioner de Leon requested that the matter of requiring poolhalls within the City to be licensed by the City as now permitted under the State Law be considered as soon as possible. SECOND READING OF AN ORDINANCE: AUTHORIZING AND DIRECTING THE CITY MANAGER TO EXECUTE, FOR AND ON BEHALF OF THE CITY OF CORPUS CHRISTI, A LEASE AGREEMENT WITH ROY SMITH, COVERING 28.51 ACRES OF LAND SITUATED IN NUECES COUNTY, TEXAS, SOUTH GUiH PARK, ON THE WA1'hHS OF THE 030 BAY, ABOUT 8 MILES SOUTH 25° EAST FROM THE COUNTY COURTHOUSE, FOR FARMING AND AGRICULTURAL PURPOSES, IN ACCORDANCE WITH THE TERMS AND PROVISIONS OF SAID LEASE AGREEMENT SAID AGREEMENT BEGINNING SEPTEMBER 1, 1963 AND ENDING AUGUST 31, 1964, AND IN THE FORM PRESCRIBED BY ORDINANCE NO. 6375. WEATHER BUREAU AUTHORIZED BY ORDINANCE NO. 5902, PASSED AND APPROVED BY THE CITY COUNCIL ON SEPT- EMBER 14, 1960, AND IN LIEU THEREOF, AUTHORIZING AND DIRECTING THE CITY MANAGER, FOR AND ON BEHALF OF THE CITY OF CORPUS CHRISTI TO EXECUTE AND DELIVER A SUPPLY CONTRACT WITH THE U. S. The foregoing ordinance was read for the first time and passed to its second reading by the following vote: Mayor Barnard, Commissioners Young, Black- mon, de Leon, Maldonado, Roberta and Wallace all present and voting "Aye". Mayor Pro Tem Young commented that it was one year since the annexation of additional territory, that the permanent zoning map for this area should be ready for Council consideration, and urged that the Planning Staff concentrate on pre- senting this zoning map; and requested the City Manager to find out a definite time when such will be presented to the Council. Mayor Pro Tem Young requested information as to the location of a site in the Annaville area for a fire station, and City Manager Whitney reported that the Fire Chief and the Right -of -Way Department are studying the area as to what is available to make a recommendation. City of Corpus Christi, Texas Regular Council Meeting September 18, 1963 Page 10 Commissioner Wallace suggested that the Staff consider the feasibility of providing a through -traffic connection along 18th Street from Staples & Alameda to the Crosstown Expressway, and City Manager Whitney advised that the Staff is working on such a plan. No one appeared in response to the Mayor's invitation to anyone with petitions or information for the Council on matters not scheduled on the agenda to come forward and be heard. There being no further business to come before the Council, the meeting was adjourned.
