REGULAR COUNCIL MEETING

Mayor James L. Barnard called the meeting to order.
The Invocation was given by the Reverend R. C. Johnson, Pastor of the
First Church of the Nazarene.

City Secretary T. Ray Kring called the roll of those in attendance.
Motion by de Leon, seconded by Roberts and passed that the minutes of
the regular meeting of October 16, 1963, at 2 p.m., and of the special meeting of
the same day at 4 p.m., as furnished to the Council, be approved.
Mayor Barnard welcomed the student representatives of the Student Council
of Baker Junior High School, and their sponsor, Miss Helen Iltis, and Commissioner
Roberts presented Certificates of Attendance designating the following as Honorary
Junior City Commissioners: David Doefler, president; Bill Allen, vice-president;
Mary Lou Ramirez, secretary; Don Knudsen, treasurer; Gayle Stout, 8th Grade repre-
sentative; and Bill Lewis, 7th Grade representative.
Mayor Barnard welcomed and acknowledged the presence of Mrs. W. S. Lyles,
president, Mrs. Edith Coffee, program chairman, and a group of the members of the
League of Women Voters who were observing as part of this year's project on the
powers and limitations of the City Council in municipal government.
Mayor Barnard announced the retirement of the following 4 members of the
Tennis Advisory Board: Howard Butt, Jr.; Tom L. Goad; J. A. Love; and Phil Ridgeway.
Mayor Pro Tem Young nominated the following for appointment as the Tennis
Advisory Board: Larry French, Hubert Manire, and Dr. J. G. Casillas for re -appoint-
ment; and Gene B. Davis; W. Fred Bennett; Weldon B. Welch, and Bill Surber to
replace the retiring members of the Board. There being no further nominations and
no objections, the foregoing were appointed to serve as the Tennis Advisory Board,
and Certificates of Appointment were accepted by the new appointees.

Mayor Barnard announced the opening of bids.
Bids were opened and read on painting of the Water Tank at Mestina and
Sam Rankin Streets from.thefollowing: The K. Kessler Co., Inc.; and Virginia
Erection Corp.
The foregoing bids were tabled for 48 hours as required by the City
Charter, and referred to the City Manager for tabulation and recommendation.
Mayor Barnard called for the City Manager's Reports.
Motion by Young, seconded by Roberts and passed that the City Manager's
Reports be accepted, and the recommendations and requests be approved and granted,
as follows:
a. That the request for appropriation in the sum of $78,000.00 for the
acquisition of 11 parcels of land required by the State of Texas for right-of-way
in connection with the Crosstown Expressway, Highway 286 Relocated, be granted;
b. That the request of Bur -Tex Constructors, Inc., for an extension of
60 calendar days, to commence on the expiration of the contract working days, in
connection with the construction of the Holly Road Pumping Plant, be granted;
C. That the request for authority to advertise for bids to be received
on November 6, 1963, on Firemen's Uniforms, be granted;
d. That the date of November 6, 1963, during the regular meeting, be
set for public hearing on the request of the Guaranty National Bank for the abandon-
ment of right-of-way wing backs at the intersection of Highway 44 and Baldwin
Boulevard.
SECOND READING OF AN ORDINANCE AUTHORIZING AND DIRECTING THE CITY MANAGER, FOR AND
ON BEHALF OF THE CITY OF CORPUS CHRISTI, TO EXECUTE A CONTRACT AND LEASE AGREEMENT
WITH THE CORPUS CHRISTI COUNCIL OF GARDEN CLUBS, INC., FOR A BUILDING SITE AND
RELATED AREAS AS A PART OF THE CORPUS CHRISTI NATURE CENTER PARK, IN THE CITY OF
CORPUS CHRISTI, NUECES COUNTY, TEXAS, A COPY OF WHICH LEASE AGREEMENT IS ATTACHED
HERETO AND MADE A PART HEREOF, WHICH NEW LEASE IS IN LIEU OF A LEASE HERETOFORE
AUTHORIZED BY ORDINANCE NO. 5687, DATED MARCH 9, 1960.
The foregoing ordinance was read for the second time and passed to its
third reading by the following vote: Mayor Barnard, Commissioners Young, Blackmon,
de Leon, Maldonado, Roberts and Wallace, present and voting "Aye".
ORDINANCE NO. 7058
THIRD READING OF AN ORDINANCE AUTHORIZING AND DIRECTING THE CITY MANAGER, FOR AND
ON BEHALF OF THE CITY OF CORPUS CHRISTI, TO EXECUTE AN AGREEMENT WITH THOMAS Y.
PICKETT & COMPANY, INC., OF DALLAS, TEXAS, FOR THE PURPOSE OF APPRAISAL AND VALUA-
TION OF OIL AND GAS PROPERTIES AND PIPELINES IN THE CITY OF CORPUS CHRISTI FOR TAX
ASSESSMENT PURPOSES, ALL AS MORE FULLY SET FORTH IN THE AGREEMENT, A COPY OF WHICH
IS ATTACHED HERETO AND MADE A PART HEREOF; APPROPRIATING OUT OF GENERAL FUND 102
THE SUM OF $5,700.00 FOR PAYMENT OF THE AFORESAID SERVICES.

ORDINANCE NO. 7059
THIRD READING OF AN ORDINANCE AMENDING SECTION 21-153 OF THE CORPUS CHRISTI CITY
CODE, 1958, AS AMENDED, SO AS TO ADD A NEW SUBSECTION TO BE DESIGNATED AS SUBSECTION
(c) SO AS TO CONTROL TRAFFIC ON PEOPLES STREET T -HEAD AND LAWRENCE STREET T -HEAD BY
REQUIRING THAT TRAFFIC MOVE ONLY IN A COUNTERCLOCKWISE DIRECTION ON EACH OF SAID TWO
T -HEADS; PROVIDING AN EFFECTIVE DATE; AND PROVIDING FOR PUBLICATION.
The foregoing ordinance was read for the third time and passed finally
by the following vote: Mayor Barnard, Commissioners Young, Blackmon, de Leon,

ORDINANCE NO. 7060
APPROPRIATING OUT OF NO. 220 STREET BOND IMPROVEMENT FUND THE SUM OF $78,000.00 FOR
THE ACQUISITION OF ELEVEN (11) PARCELS OF PROPERTY FOR RIGHT OF WAY REQUIRED BY THE
STATE OF TEXAS AND APPLICABLE TO PROJECT NO. 220-56-24.3, CROSSTOWN EXPRESSWAY, HIGH-
WAY 286 RELOCATED, A COPY OF WHICH PARCEL LIST IS ATTACHED HERETO AND MADE A PART
HEREOF; AUTHORIZING AND DIRECTING THE CITY MANAGER, FOR AND ON BEHALF OF THE CITY
OF CORPUS CHRISTI, TO EXECUTE REAL ESTATE SALES CONTRACTS FOR THE ACQUISITION OF SAID
PARCELS, WHEN AND ONLY WHEN THE PURCHASE PRICE IS WITHIN THE "APPROVED VALUE" AS
DETERMINED BY THE STATE; AND DECLARING AN EMERGENCY.
The Charter rule was suspended by the following vote: Mayor Barnard,

FIRST READING OF AN ORDINANCE GRANTING TO $3.99 ECONOMY CAR RENTALS OF CORPUS CHRISTI,
INC., A FRANCHISE TO ENGAGE IN THE BUSINESS OF OPERATING A "DRIVERLESS AUTOMOBILE"
BUSINESS FOR THE OPERATION OF "DRIVERLESS AUTOMOBILES" ON AN OVER THE PUBLIC STREETS
WITHIN THE CITY LIMITS OF THE CITY OF CORPUS CHRISTI; PROVIDING FOR THE PAYMENT OF
AN ADMINISTRATIVE FEE OF $120.00 RENTAL FEES OR FEES WHICH MAY SUBSEQUENTLY BE
LEGALLY IMPOSED UPON SUCH A BUSINESS; AND SETTING OUT CERTAIN CONDITIONS UNDER
WHICH SAID BUSINESS IS TO BE OPERATED AND PROVIDING FOR THE FORFEITURE OF SAID
FRANCHISE.

FIRST READING OF AN ORDINANCE AUTHORIZING AND DIRECTING THE CITY MANAGER, FOR AND
ON BEHALF OF THE CITY OF CORPUS CHRISTI, TO EXECUTE AN EARNEST MONEY CONTRACT
WITH MRS. H. J. HANCOCK FOR THE SALE BY THE CITY TO MRS. HANCOCK OF A TRACT OF LAND
30' x 210' OUT OF THAT CERTAIN 0.265 -ACRE TRACT HERETOFORE CONVEYED TO THE CITY
BY MRS. THELMA LEE MONTGOMERY BY DEED DATED AUGUST 21, 1963, OF RECORD IN VOL.
1012, PAGES 224-225, DEED RECORDS OF NUECES COUNTY, TEXAS, A COPY OF WHICH CONTRACT
OF PURCHASE IS ATTACHED HERETO AND MADE A PART HEREOF; AUTHORIZING AND DIRECTING
THE CITY MANAGER TO DO SUCH OTHER AND FURTHER ACTS AND EXECUTE SUCH INSTRUMENTS AS

RESOLUTION NO. 7061
THAT PROPER RECOGNITION OF THE GROWING IMPORTANCE OF CORPUS CHRISTI AND ITS SUR-
ROUNDING AIRPORTS AS A CENTER OF MILITARY, COMMERCIAL AND CIVIL AVIATION BE CELE-
BRATED BY THE HOLDING OF A TWO-DAY EVENT AT CORPUS CHRISTI MUNICIPAL AIRPORT
SPONSORED BY THE CITY OF CORPUS CHRISTI, THE CORPUS CHRISTI CHAMBER OF COMMERCE
AND THE JUNIOR CHAMBER OF COMMERCE, AND THAT SUCH EVENT BE DESIGNATED AS "CORPUS
CHRISTI SALUTE TO AVIATION" AND BE HELD ON SATURDAY, SEPTEMBER 5, AND SUNDAY,
SEPTEMBER 6, 1964, OF THE LABOR DAY WEEKEND; DECLARING AN EMERGENCY.
The Charter rule was suspended by the following vote: Mayor Barnard,
Commissioners Young, Blackmon, de Leon, Maldonado, Roberts and Wallace, present
and voting "Aye".
The foregoing Resolution aas passed by the following vote: Mayor Barnard,
Commissioners Young, Blackmon, de Leon, Maldonado, Roberts and Wallace, present
and voting "Aye".
Tony Bonilla, attorney, requested permission to submit and read a peti-
tion calling for a reconsideration of the previous action of the Council which
resulted in the presentation at this meeting of a proposed ordinance changing the
zoning of Lot 21, Block 1, Meadow Park Addition, from "R -1B" to "B-1" Neighbor-
hood Business District.
Mayor Barnard stated that the public hearing on this zoning matter had
been duly held and closed, and that the Chair hesitated to accept any statement
or petition in the matter without both sides being represented.
Motion by Wallace, seconded b, de Leon and passed that the Council
reconsider its previous action and receive further information from both sides
at next week's regular meeting with respect to the application for a change of
zoning from "R -1B" to "B-1" on Lot 21, Block 1, Meadow Park Addition.

In answer to Mayor Barnard's question if Mr. Bonilla had some new and
pertinent information to present with respect to the foregoing application, Mr.
Bonilla stated that it was not really new information, but that he felt the Council
possibly did not use good judgment in not considering the petition presented at the
hearing, and that the Council had the opportunity to grant a special permit to allow
the proposed operation but had failed to give him time to consult with his clients
on this.
Mayor Barnard requested the City Secretary to notify the applicant that
the action of the Council in approving the change of zoning in question will be
reconsidered at next week's regular meeting.
Mayor Barnard announced that the City of Corpus Christi has been honored
by having been declared one of the finalists in the All-American City contest
sponsored by the National Municipal League and LOOK magazine, and that William
Anderson, the City's Director of Planning, Duane Orr and Harvey Weil, of the ADC
Committee, will present the City's project "The Removal of the Bascule Bridge
Bottleneck and the Construction of the Harbor Bridge" to the All American Cities
Awards Jury Meeting in Detroit November 18 and 19. The Council agreed that the
Chamber of Commerce and Mr. Anderson should be commended for their efforts in
this contest.
Mayor Barnard called for petitions or information from the audience on
matters not scheduled on the agenda.
Mrs. Eugene Coffee, Program Chairman of the League of Women Voters,
expressed the appreciation of the group to City Manager Whitney for being the
speaker at their luncheon today, and their enjoyment of their informative tour
of the Tax Office and Public Utilities Offices prior to their attendance at this
Council Meeting.
Commissioner Wallac called attention tc the Cuuncil'S proposed
Citizens Committee to be appointed jointly by the City and the County to make a
thorough study of ways in which our two governments can combine services which
would result in considerable saving of taxpayers' money, such as the assessing
and collection of taxes, use of public buildings, and many others. He suggested

that if the League of Women Voters felt the idea had merit, the Council would
appreciate any support the League saw fit to give it to promote such a Committee
to increase the streamlining of our governmental processes and save the taxpayers money.
Mayor Barnard requested that the County Commissioners' Court be officially
notified of the Council's wishes with respect to the foregoing matter if this has
not already been done.
There being no further business to come before the Council, the meeting
was adjourned.
