SPECIAL CALLED MEETING
November 22, 1963

Mayor James L. Barnard called to order the special called meeting
for the purpose of expressing by official resolution the sorrow of the citi-
zens of Corpus Christi at the tragic death of our President John F. Kennedy,
and the serious injury of our Governor John C. Connally, and asked the Most
Reverend M. S. Garriga, Bishop of the Corpus Christi Diocese of the Roman
Catholic Church, to give the Invocation.
Bishop Garriga then issued a hurriedly prepared statement to the
effect that President Kennedy is dead, shot down by the bullet of a cowardly
assassin; that all of us are grieved and shocked by the terrible tragedy, but
that the highest tribute we can pay our President is to resolve and dedicate
ourselves to be better and more loyal citizens of our Country. Bishop Garriga
declared the Diocese in a state of mourning because of the death of a loyal
son of the Church, and asked all the people in the Diocese, without exception,
and all people of all faiths to join in prayers for his bereaved family and
for the repose of his soul.
City Secretary Kring read the following resolution.
RESOLUTION NO. 7087
WHEREAS, John F. Kennedy, President of the United States of America,
has on this 22nd day of November, 1963, been struck down by a bullet of an
assassin while a guest of the State of Texas; and
WHEREAS, the said John F. Kennedy has been beloved by the people of
Texas, and particularly by the people of Corpus Christi and surrounding area,
who appreciate him as a great President of this great nation; and
WHEREAS, the sympathy of this community is extended for the loss
suffered by the nation, the friends, associates and family of John F. Kennedy
occassioned by his death:

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS:
SECTION 1: The City Council of the City, as the elected represent-
atives of the nearly 200,000 residents of this City, do hereby express and
make public record of the sympathy of the citizens of this community in the
loss to this nation, associates, friends and family by the untimely death of
this beloved President;
BE IT FURTHER RESOLVED That this City and all its citizens join
with the other peoples of the earth in paying the honor and respect that is
due the fallen leader of this great nation.
PASSED AND APPROVED, this the 22nd day of November, 1963.
The foregoing resolution was passed by the following vote: Mayor
Barnard, Commissioners Young, Blackmon, de Leon, Maldonado, Roberts, and
Wallace, all present and voting "Aye".
Commissioner de Leon stated he felt that not only the United States
and the State of Texas, but the whole world feels the tragic crime that was
committed today is incubus, and that everyone should pray to God to help us.
Mayor Barnard announced that the latest word is that Governor
Connally is reported as in serious, but not critical condition at this time,
that he has had his surgery; and that the Council would admonish all our citi-
zens to pray for the Governor's well-being and for the doctors who are attend-
ing him.
City Secretary Kring read the following resolution.
RESOLUTION NO. 7088
WHEREAS, Honorable John C Connally, Governor of the State of Texas,
has this day been struck down and seriously wounded by an unwarranted and
criminal assault; and
WHEREAS, the people of Texas and particularly of this City and sur-
rounding area, are concerned for the safety and well-being of said Honorable
John C Connally, and wish to extend their sympathy during this period of pain
and suffering, as well as to wish him a speedy recovery:

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS:
SECTION 1. That the City Council of the City of Corpus Christi, as
the duly elected representatives of this City of nearly 200,000 citizens,
hereby express the sympathy of this community, for the welfare and well-being
of the Governor of Texas, The Honorable John C. Connally, and sincere hope
and prayer for his speedy and complete recovery.
PASSED AND APPROVED, this the 22nd day of November, 1963,
The foregoing resolution was passed by the following vote: Mayor
Barnard, Commissioners Young, Blackmon, de Leon, Maldonado, Roberts, and
Wallace'all present and voting "Aye".
The Honorable Noah Kennedy, Jr., Judge of the County Commissioners'
Court, said he had no statement to make, that he just wanted to be present at
this occasion.
Mayor Barnard thanked all of the City and County officials, City
employees, and citizens for attending this meeting, and stated that he was
still in a state of shock, but that President Kennedy would have all of us
carry on and that is what we must do.
Mayor Barnard declared the special called meeting adjourned.
