Mayor James L. Barnard called the meeting to order.
The Invocation was given by the Reverend porgies J. Friesen, Pastor
of Faith Assembly of God Church.
City Secretary T. Ray Kring called the roll of those in attendance.
Motion by Roberts, seconded by de Leon and passed that the minutes
of the regular meeting of November 20, 1963, and of the special called meet-
ing of November 22, 1963, at 4:00 p.m., be approved as furnished to the
Council.
Mayor Barnard read a proclamation in recognition of the designation
by the Governor of the State of Texas of December 8, 1963, as CHURCH SAFETY
SUNDAY in Texas, and the Christmas Holiday Safety Campaign during the month
of December by the Corpus Christi Police Division to awaken the conscience of
every driver to prevent tragedy as a result of traffic accidents, proclaiming
the period of December 1, 1963, through January 2, 1964, as CHRISTMAS HOLIDAY
TRAFFIC SAFETY CAMPAIGN in the City of Corpus Christi, calling upon the people
of this community to join in the effort to reduce the accidents during this
year's Christmas -New Year holidays to be especially thoughtful of the rights
of our neighbors and drive by the Golden Rule, set a good example for others
to observe all traffic laws, drive with lights on as a reminder of the cam-
paign, and not to drive after drinking. The foregoing proclamation was accept-
ed by Captain W. L. Baskett, Traffic Division of the Corpus Christi Police De-
partment.
Mayor Barnard announced the opening of bids.
Bids were opened and read on the fabrication and erection of a Primary
Digester Roof for the Broadway Sewage Treatment Plant from the following: Gulf
Iron Works; and Wyatt Industries, Inc.

The foregoing bids were tabled for 48 hours as required by the City
Charter, and referred to the City Manager for tabulation and recommendation.
Mayor Barnard announced the public hearing on an application for the
closing of an alleyway running North and South connecting Peoples and Starr
Street and intersecting the center of Block 6, Water Beach Addition.
City Manager Whitney presented a map showing the location, and de-
scribed the existing improvements on the property involved in the request;
reviewed the essential details of the public hearing held on October 18, 1961,
on this same request and the subsequent action of the Council in granting the
closing of the alley in question contingent upon the relinquishing to the City
of the 20' encroachment on Water Street and the moving of City utilities all
at the expense of the property owner, and contingent also upon satisfactory
arrangements being made by the property owner with the private utility com-
panies as to their interest in the alley, all of which was predicated upon the
development described being accomplished by the present owners and construction
to be begun within 120 days of the official closing; and the granting of a 90 -
day extension of that time limitation; the necessity for a new hearing due to
the expiration of the 90 -day extension granted; and stated that the City Staff
has no objection to the requested closing under the same terms and conditions
of the previous action of the Council as outlined.
No one appeared to be heard on this request.
It was noted by the Chair that Commissioner Blackmon had arrived at
the meeting.
Motion by Roberts, seconded by Maldonado and passed, with Commissioner
Blackmon abstaining, that the alleyway running North and South connecting Peoples
and Starr Street and intersecting the center of Block 6, Water Beach Addition, be
closed contingent upon the relinquishing to the City of the 208 encroachment on
Water Street and the moving of City utilities all at the expense of the property
owner, and contingent also upon satisfactory arrangements being made by the prop-
erty owner with the private utility companies as to their interest in the alley,
all of which to be predicated upon the development described being accomplished
by the present owners and construction to be begun within 120 days of the offic-
ial closing.

Mayor Barnard called for the City Manager's Reports.
Motion by Roberts, seconded by Young and passed that the City Manager's
Reports be accepted, and the recommendations and requests be approved and granted
as follows:
a. That the sum of $71,210.00 be appropriated for acquisition of 17
parcels of land in connection with the Crosstown Expressway right-of-way for
State Highway #286 Relocated;
b. That the award of bid for one 5 cu.ft. Bell Prover, be made on
the basis of low bid to Rockwell Manufacturing Co. in the amount of $1,214.75;
(Bid Tabulation #80);
c. That authority be granted to advertise for bids to be received on
December 18, 1963, on Automotive Equipment consisting of 66 vehicles for various
departments provided for and approved in the current budget;
d. That Reagan & McCaughan be authorized to prepare detail plans and
supervision for the construction of a Sewage Treatment Plant and series of Trunk
Sewer Mains to serve the Leopard Street area in the vicinity of Annaville; and
that the sun of $61,000.00 be appropriated to cover the fees and related costs
involved;
e. That the recommendation of the Park Board that Blucher Park be set
aside and designated as a Wild Life Sanctuary be approved, and the proposal of
the Corpus Christi Conservation Club to construct an 8' chain link fence around
Blucher Park and to construct a maintenance building with public restrooms and
storage facilities for tools and other equipment, with the City providing the
maintenance and supervision, be accepted;
f. That the date of December 18, 1963, during a special meeting con-
vening at 4:00 p.m., be set for public hearing on 4 zoning cases;
g. That the request of Humble Oil & Refining Co. for a revocable
easement to permit the crossing of 2 streets in Flour Bluff with a 4" gas col-
lection pipeline as shown on a proposed plat, subject to terms and conditions
of similar easements, be approved; (See Ordinance #7093);
h. That the recommendations of the Zoning & Planning Commission be
concurred in, and the following requests for Interim Zoning Permits be approved
as follows:

(1) #61-12, Ben Leatherman, to erect 2 free-standing signs - a 36"x
48" fluorescent sign and a 4' x 8' unlighted metal sign on a single standard -
on Lot 5, Block 6, Flour Bluff Point, at 1402 S. Lexington, be approved sub-
ject to the condition that the aggregate size of both signs be in compliance
with the regulations of the "B-1" Neighborhood Business District;
(2) #62-76, H. T. Murphy, to erect a 12' x 38' office as an addition
to a motel on Lots 8 & 9, Block A, Annaville Addition, at 11041 Leopard Street,
be approved;
(3) #62-75, L. L. Harris Warehouse Properties, Inc., to erect a 131'
x 150' one-story masonry addition to existing warehouse on the Harris Tract,
to be used as wholesale grocery warehouse, at 6530 Leopard Street, be approved;
i. That the action of the Council on October 2, 1963, in awarding
the bid on 2 Davey 125 C.F.M. Diesel Air Compressors to Pearce Equipment Co.,
be rescinded on the basis of their inability to make delivery; and the award
of bid be made to the second low bidder, Girard Machinery & Supply Co. for 2
Ingersoll Rand C.F.M. Diesel Air Compressors in the amount of $8,600.00; (Bid

In connection with n prorosed ordinance authorizing the acquisition of
certain property needed Tn connection with the proposed Corpus Christi Arts and
Science Center, C. C. Moore jr., representing himself and his mother as owners
of certain property involved, informed the Council. that he had withdrawn his re-
quest for a building permit on the property.

Howard Sudduth, attorney representing Mr. Moore and his mother, Mr.
Wayne Johnson, Mr. Allison, Ken Gnndd rind, and Corpus Christi Transportation Co.,
property owners in the area involved, urged that the proposed ordinance not be
considered at this time on the basis that although it refers only to the acqui-
sition of two lots of land, it envisions a proposed Arts & Science Center for
which the property owners involved have not been given an opportunity to be
heard in the matter. He presented and briefly explained proposed plats and
plans for either development or expansion of existing facilities which have
been in the work for some time by each of his clients; called attention to the
advertising value and benefit to the City tax -wise in permitting this area to
remain on the tax rolls for private enterprise.
Wayne Johnson, speaking for himself and Mr. Allison, endorsed Mr.
Sudduth's remarks, and emphasized the value of Shoreline property and their
efforts for development.
Mr.Gunderland emphasized his 30 -years' of business at this location
and his desire for expansion; his agreement as to the advantages, both cultural-
ly and as a tourist attraction, of an Arts & Science Center, but suggested that
the possibility of locating such a Center on another T -Head be considered as a
less expensive and more compatible site.
Mayor Barnard explained that it is the Council's policy to encourage
and assist private enterprise in developing and locating in Corpus Christi, and
also to encourage and assist the development by private sources of cultural and
civic facilities; that the withdrawal of Mr. Moore's application for a building
permit on one of the lots involved would now give the Council time for a more
thorough consideration of the matter; and suggested that a public hearing at
which the Council and the Zoning & Planning Commission could hear the same evi-
dence and presentations would be of great benefit in making the final determina-
tion.
Motion. by Blackmon, seconded by Maldonado and passed that the proposed
ordinance with reference to the acquisition of certain lots in connection with
the proposed Arts & Science Center be withdrawn from the agenda.

Motion by Blackmon, seconded by Wallace and passed that the date of
December 11, 1963, during the regular meeting, be set for public hearing on the
matter of the proposed Arts & Science Center project, and that the Zoning &
Planning Commission be invited to attend to hear the evidence presented.
Mrs. Reid B. Cochran, on behalf of the Council of Garden Clubs, ex-
tended an invitation to the Mayor and Council to join in the groundbreaking
ceremonies on Monday, December 2, 1963, at 10:00 a.m., on the site of the 23 -
acre Nature Park, ani presented each of the Council with a box of formal note-
paper in commemoration of the occasion.
Ray Sostutler, owner of property at 1001 York, stated that he had
returned for a few days from oil operations in the Panhandle in order to ascer-
tain the City's needs for right-of-way in connection with the plans for the
Bal.dwLn, Staples, and 18th Street intersection traffic movement as it affects
his property; that he agreed and concurred in the necessity of the project;
suggested that he select someone in the City to represent him, the City select
someone, and those two persons select a third party to arrive at a fair price;
and stated that barring unforseen trouble, he would agree to whatever arrange-
ment was worked out.

City Manager Whitney suggested a meeting with mr. Graham, Director
of Public Works, to talk about the mater and work out some tentative arrange-
ment while Mr. Hostutler is here in the City, and Commissioner Blackmon ex-
pressed the Council's appreciation of mr. Hostutler's showing of willingness
to cooperate with the City on this project.
COmmissiOner Roberts eugeested that repetition of presentation and
consideration, delays to the builders and developers, and duplication of paper
work might be eliminatul t respect to requests for Bulking Permits if the
matter of permanent zoning along the two main arteries, Leopard Street extend-
ed and Lexington Boulevard exterziei, could be decided very shortly and the
rest of the permanent zoning der.lid.e at a later date.
City Manager Whitney explained that the zoning maps are completed,
that the Zoning & Planning COMMi3S1OM is studying them, and that the Commission
plans to start, public hearimws in I)acerber, with the exception of the Flour
Bluff area which is a problem area.
Commissioner Roberts suggested that the problem area be by-passed
temporarily in an effort to accommodate 90% of the people who are requesting
building permits.
Mayor Barnard requested Mr. Whitney to discuss the foregoing sugges-
tions with the Zoning & Planning Staff.
Commissioner Blackmon referred to the tragedy of a certain traffic
accident this morning on the S -Curve on Ocean Drive, and stated he would like
to direct the Council's thinking to giving some thought tc eliminating this
engineering hazard as the life of one boy is worth far more than the dollars
and cents it takes to straighten out this hazard to traffic.
Mayor Barnard connected that there is no such thing as a street that
can be engineered for absolute safety, but that if there is a safety hazard in
this area it should be brought to the Council's attention.
Motion by de Leon, seconded by Roberte and passed that the meeting
be adjourned.

that the Zoning & Planning Commission is studying then, and that the Commission
plans to start public hearings in December, with the exception. of the Flour
Bluff area which is a problem area.
Commissioner ioberts suggested that the problem area be by-passed
temporarily in an effort to accommodate 90% of the people who are requesting
building permits,
Mayor Barnard requested Mr. Whitney to discuss the foregoing sugges-
tions with the Zoning & Planning Staff.
Commissioner Blackmon referred to the tragedy of a certain traffic
accident this morning on the S -Curve on Ocean Drive, and stated he would like
to direct the Council's thinking to giving some thought tc eliminating this
engineering hazard as the life of one boy is worth 'far more than the dollars
and cents it takes to straighten out this hazard to traffic.
Mayor Barnard commented that there is no such thing as a street that
can be engineered for absolute safety, but that if there is a safety hazard in
this area it should be brought to the Council's attention.
Motion by de Leon, seconded by Roberts and passed that the meeting
be adjourned,
