REGULAR COUNCIL MEETING
January 15, 1964

Mayor James L. Barnard called the meeting to order.
The Invocation was given by Commissioner J. R. de Leon in the absence
of the guest chaplain.
City Secretary T. Ray Kring called the roll of those in attendance.
Motion by Young, seconded by Maldonado and passed that the minutes
of the regular meeting of January 8, 1964, be approved as furnished to the
Council.
Mayor Barnard welcomed the representatives of the Student Council of
Wynn Seale Junior High School and their sponsor, Mr. William Valigura, and
Commissioner Roberts presented Certificates of Attendance to the following,
designating them as Honorary Junior City Commissioners: Raul de la Garza,
president; Frank Garza, vice-president; Clifton Edwards, parliamentarian; Martha
Bernal, secretary; Mary Ann Maldonado, representative; and Ruth Delgado,
treasurer.
Mayor Barnard called for the City Manager's Reports.
Motion by Wallace, seconded by Young and passed that the City Mana-
ger's Reports be accepted, and the recommendations and requests be approved
and granted, as follows:
a., That authority to advertise for bids to be received on January 29,
1964, on an estimated 12 -months' supply of Traffic Marking Paint, be granted;
b. That authority to advertise for bids to be received on January 29,
1964, on 14 items of Heavy Equipment, be granted;
c. That the award of bid on furnishing Drapery Material for the
Library be made on the basis of low bid to Show Room of Finer Furniture for the
sum of $1631.70; (Bid Tabulation #3);
d. That the date of January 29, 1964, during the regular meeting, be
set for public hearing on the application for abandonment of 5' of right-of-way
on each side of Bowie Street and Bonham Street between Sokal Drive and Sacky
Drive;

e. That the real estate sales contract for the purchase of a small
triangular piece of land to provide right-of-way for the Winters -Nesbitt Con-
nection for the sum of $425.00 be approved; and that the sum of $500.00 be
appropriated to cover the purchase price and title fee for this acquisition.
ORDINANCE N0. 7126
THIRD READING OF AN ORDINANCE GRANTING TO ELI ABRAMS A FIVE-YEAR FRANCHISE TO
CONSTRUCT, ERECT, PLACE AND MAINTAIN TRASH CANS ON SIDEWALKS IN THE PRIMARY
BUSINESS DISTRICT OF THE CITY OF CORPUS CHRISTI, TEXAS, ALL AS PRESCRIBED BY
ORDINANCE N0. 5176, PASSED AND APPROVED BY THE CITY COUNCIL ON OCTOBER 8, 1958.
The foregoing ordinance was read for the third time and passed
finally by the following vote: Mayor Barnard, Commissioners Young, Blackmon,
de Leon, Maldonado, Roberts, and Wallace all present and voting "Aye".
ORDINANCE NO. 7127
THIRD READING OF AN ORDINANCE GRANTING TO CHARLES M. BOLDEN A FIVE-YEAR
FRANCHISE TO ENGAGE IN THE BUSINESS OF OPERATING A SIGHT-SEEING SERVICE ON
AND OVER THE PUBLIC STREETS WITHIN THE CITY LIMITS OF CORPUS CHRISTI, ALL IN
THE FORM PRESCRIBED BY ORDINANCE NO. 5072 PASSED AND APPROVED BY THE CITY
COUNCIL ON JUNE 25, 1958.
The foregoing ordinance was read for the third time and passed
finally by the following vote: Mayor Barnard, Commissioners Young, Blackmon,
de Leon, Maldonado, Roberts, and Wallace all present and voting "Aye".
ORDINANCE NO. 7128
THIRD READING OF AN ORDINANCE AMENDING SUBSECTION (a) OF SECTION 21-153 OF THE
CORPUS CHRISTI CITY CODE, 1958, AS AMENDED, SO AS TO ADD TO THE SCHEDULE OF
ONE-WAY STREETS PROVISIONS FOR ADKINS DRIVE FROM HAMLIN DRIVE TO MARIE STREET;
PROVIDING AN EFFECTIVE DATE; PROVIDING FOR PUBLICATION.
The foregoing ordinance was read for the third time and passed
finally by the following vote: Mayor Barnard, Commissioners Young, Blackmon,
de Leon, Maldonado, Roberts, and Wallace all present and voting "Aye".
ORDINANCE N0. 7129
THIRD READING OF AN ORDINANCE AUTHOP.IZING AND DIRECTING THE CITY MANAGER TO
ENTER INTO A LEASE AGREEMENT, FOR AND ON BEHALF OF THE CITY OF CORPUS CHRISTI,
WITH THE $3.99 ECONOMY CAR RENTALS OF CORPUS CHRISTI, INC., COVERING A RENT -A -
CAR BUSINESS AT THE NEW CORPUS CHRISTI INTERNATIONAL AIRPORT, FOR A PERIOD
FROM THE DATE OF EXECUTION TO AUGUST 8, 1965.
The foregoing ordinance was read for the third time and passed
finally by the following vote: Mayor Barnard, Commissioners Blackmon, de Leon,
Maldonado, Roberts, and Wallace all present and voting "Aye", and Commissioner
Young, abstaining.

ORDINANCE NO. 7130
APPROPRIATING THE SUM OF $363,576.56 FROM HOSPITAL BOND FUND NO. 214 FOR PAY-
MENT, UPON CERTIFICATION BY THE HOSPITAL ADMINISTRATOR AND APPROVAL OF THE
CITY MANAGER, TO THE BUILDING FUND FOR MEMORIAL HOSPITAL FOR PAYMENT OF THE
CITY'S PORTION OF OBLIGATIONS INCURRED FOR THE CONSTRUCTION OF THE ADDITION
TO THE HOSPITAL; AND DECLARING AN EMERGENCY.
The Charter rule was suspended by the following vote; Mayor
Barnard, Commissioners Young, Blackmon, de Leon, Maldonado, Roberts, and
Wallace all present and voting "Aye".

ORDINANCE N0. 7131
APPROPRIATING OUT OF NO. 220 STREET BOND FUND THE SUM OF $500.00, OF WHICH
AMOUNT $425.00 IS FOR THE PURCHASE PRICE OF A PORTION OF THE GRACE WINTERS
6.37 ACRE TRACT, AND $75.00 IS FOR TITLE EXPENSE, MORE FULLY DESCRIBED HERE-
INAFTER, APPLICABLE TO PROJECT NO. 220-53-22.5, WINTERS-NESBITT CONNECTION,
AUTHORIZING AND DIRECTING THE CITY MANAGER TO EXECUTE REAL ESTATE SALES CON-
TRACT FOR AND ON BEHALF OF THE CITY OF CORPUS CHRISTI FOR THE ACQUISITION OF
THE ABOVE DESCRIBED PARCEL OF LAND; AND DECLARING AN EMERGENCY.

ORDINANCE NO. 7132
AUTHORIZING AND DIRECTING THE CITY MANAGER, FOR AND ON BEHALF OF THE CITY OF
CORPUS CHRISTI, TO EXECUTE A PROPERTY EXCHANGE AND CORRECTION DEED BETWEEN
THE CITY AND THE TEXAS NATIONAL GUARD ARMORY BOARD CONCERNING A 4.875 ACRES
OF LAND ON HORNE ROAD, IN THE CITY OF CORPUS CHRISTI, NUECES COUNTY, TEXAS,
A COPY OF WHICH CORRECTION DEED IS ATTACHED HERETO AND MADE APART HEREOF; AND
DECLARING AN EMERGENCY.
The Charter rule was suspended by the following vote; Mayor
Barnard, Commissioners You4g, Blackmon, de Leon, Maldonado, Roberts, and
Wallace all present and voted "Aye".

Mayor Barnard reported that it has come to his attention that the
City Council of the City of Portland has been making an effort to have direct
dialing between the City of Portland and Corpus Christi; stated that he felt
this would also be a great convenience to the citizens and merchants of this
City; and suggested that the Council express itself as being strongly in
favor of such direct dialing service being provided between Corpus Christi
and Portland and also between Corpus Christi and Robstown by the two tele-
phone systems which serve these areas.
Motion by de Leon, seconded by Young and passed that the City Man-
ager be instructed to contact the local Southwestern Bell Telephone Company
office in an effort to expedite the proposed furnishing of direct dialing
service between Corpus Christi and Portland, and between Corpus Christi and
Robstown.
Commissioner Roberts commented on the prevailing practice of
supposedly high school and junior high school students painting the names
of schools and individuals on public places, such as water towers, and con-
crete walls and embankments; and suggested that the various Student Councils
urge the students in their respective schools to take pride in helping to
preserve the beauty of our City, and to discipline those students who deface
public property in this manner.
Mayor Barnard stated that there is an ordinance against this sort
of thing, and requested City Secretary Kring communicate this request to the
Youth Advisory Committee for appropriate action in their own schools.
There being no further business to come before the Council, the
meeting was adjourned.
