Mayor James L. Barnard called the meeting to order,
The Invocation was given by Commissioner Jo R. de Leon in the absence
of the chaplain.

City Secretary T. Ray Kring called the roll of those in attendance.
Motion by de Leon, seconded by Young and passed that the minutes of the
regular meeting of April 22, 1964, at 2 p.m., and of the special meeting of the same
day at 4 p.m., be approved as furnished to the Council,
Mayor Barnard read the following proclamations: CINCO DE MAYO DAY in
Corpus Christi, May 5, 1964, accepted by Jorge Alcocer, Co, Mexican Consul, who
issued an invitation to Mayor Barnard to attend the ceremonies on that day in
Memorial Coliseum and to welcome the visitors from Mexico.
Mayor Barnard recognized and welcomed to the meeting the students of the
3rd Grade of Fannin Elementary School, and their teacher Mrs, Reed,
Mayor Barnard excused himself for an emergency phone call, and turned
the Chair over to Mayor Pro Tem Young,
Mayor Pro Tem Young read the following proclamation: OPERATION SECURITY,
May 1 to July 4, 1964, accepted by Adm. Sperry Clarke,
Mayor Barnard returned to the meeting and resumed the Chair,
Mayor Barnard read the following proclamation: LOYALTY DAY in Corpus
Christi, May 1, 1964, accepted by Mr. G. F, Taber,
Mayor Barnard read the April 8, 1964, CORPUS CHRISTI CALLER account of
an incident in which Mrs, Angie Holley was injured when her car which was parked on
Water Street while she made a carburetor adjustment under the hood, began a series
of freak circles before it was brought under control by Butch Hammack, 17, of 865
Omaha, who jumped into the car traveling an estimated 20 miles an hour, and stopped it.

Mayor Barnard read and presented to Butch a Certificate of Commendation for his
quick thinking, good judgment and courage displayed in disregard for his own welfare
in averting injuries to several people and minimizing imminent property damage.
Butch was accompanied by his mother, and Officer Floyd M. Bieniek, accident investi-
gator.
Mayor Barnard recognized Lt. Cmdr. Joseph Wiegand, retired, representing
Rear Adm. Frank A. Brandley, chief of N.A.A.T,, who presented 3 large oil paintings
to the citizens of Corpus Christi from the Mayor and citizens of Yokosuka, Japan,
our sister city in the People -to -People Program. Mayor Barnard read the letter
from Mayor Nagano explaining the significance of the paintings; and announced that
through the courtesy of Mr. M. L. Lichtenstein these gifts will be displayed in the
store window, followed by other points of display throughout the City.
Mayor Barnard called for nominations for appointments to Boards and Com-
mittees,
Commissioner Blackmon nominated the following for appointment to the
Examining & Supervising Board of Electricians: E. O. Loudon; L. O. Braun, a re-
appointment; Sam M. Eastham; E. C. Ware; and William W. Bodine,
Motion by de Leon, seconded by Young that nominations cease, and the
foregoing nominees be appointed by acclamation to the Examining & Supervising Board
of Electricians.
W. H. Tucker, business manager of Electrical Workers Union, Local #278,
stated that D. C. Ware is a member in good standing of Local 278, is a good journey-
man electrician, and he was happy a member of his Local was willing to serve on
this board; but that he protested the appointment of Mr, Ware on this board on the
basis that he has failed the master electrician's examination no less than 3 times,
and as a member of this board would be in a position to acquaint himself with ques-
tions and answers to future master electrician's examinations, which would not be
in the best public interest.
It was pointed out that the Board, by Ordinance, is comprised of two
10 -year master electricians, one 5 -year journeyman electrician, one 5 -year electri-
cal engineer, and one of any of these categories who has had supervisory experience,
as well as the City's Chief Electrical Inspector, the City Electrician, and the

Director of Public Works who are ex -officio voting members of the Board, and that
any journeyman or supervisory member of the Board would be in a position to become
acquainted with questions and answers to future examinations.
Commissioner Blackmon stated he wished his nominations to stand as made,
and since none of the Council desired to vote on the nominees separately, Mayor
Barnard called for a vote on the notion before the Council.
The motion passed unanimously, and Mayor Barnard declared E. O. Loudon,
L. O. Braun, Sam M. Eastham, D. C. Ware, and William W. Bodine duly appointed to
the Examining & Supervising Board of Electricians. Commissioner Blackmon awarded
the Certificates of Appointment.
Commissioner de Leon nominated the following as the Board of Equalization
for the ensuing year William Crocker, John Waller, and Billllead.
Motion by Roberts, seconded by Young and passed that nominations cease,
and that William Crocker, John Waller, and Bill Read be appointed by acclamation as
the Board of Equalization for the ensuing year.
Commissioner de Leon presented the Certificates of Appointment.
Commissioner Wallace nominated the following to the Housing Authority.
Dr, W. A. Miller, J. E. McCord, Jr,, and William B. Cox, all reappointments.
Motion by Blackmon„ seconded by de Leon and passed that nominations cease,
and that Dr, W. A. Miller, J. E. McCord, Jr,, and William Be Cox be reappointed by
acclamation to the Housing Authority,
Mayor Barnard announced the opening of bids.
Bids were opened and read on Concession Rights for the Coliseum, Exposi-
tion Hall and Patio from the following ° Coin Machine Service; Opal L. Curtis;
Ed Farmer; Joe F. Griffith; J. G. Pringle; Claude M. Jones Concessions; R. D. Bayley;
Ed Kiely; Texas Sport Service, Inc.; and Buddy Harris Concessions.
The foregoing bids were tabled for 48 hours as required by City Charter, and
referred to the City Manager for tabulation and recommendation,
Mayor Barnard announced the pending item of the application of Erwin Barrow
for change of zoning from: "11-1B" One -family Dwelling District to "AB" Professional
Office District on all of Lot 1, Unit 2, Washburn Meadows, en which public hearing
was held April 22, 1964,

City Manager Whitney presented an opinion requested by the Council of
the legal Department as to whether a protest of property owners fulfilled the re-
quirement of the "20 percent rule" and stated that it did and the rule does apply
and the granting of this zoning application will require at least six affirmative
votes of the Council.
Motion by Wallace, seconded by Maldonado and passed unanimously that the
plea to change the zoning on all of Lot 1, Unit 2, Washburn Meadows, from "R -IB" to
"AB" Professional Office District be granted with the stipulation that a solid 6'
fence be constructed on the side of the property that abuts residences.
Mayor Barnard announced the public hearing on the request of H. Ra Naylor
for the closing 'of that portion of a certain 30 -foot wide road easement lying between
North Naylor Circle and Old Robetown Road and having been dedicated by the division of
the Snodgrass 30 acres Tract.
City Manager Whitney located the easement on a sketch of the area; explained
that in 1951, G. E. Naylor and H. E. Naylor conveyed to the City an additional 20'
strip of land to make a 50' right of way for the street which now exists and is named
Tropical Lane, that according to substantiated information, the. City at that time
agreed in exchange to quf.tc.iaim the subject adjacent easement to Mro Naylor, which
probably through oversight was never officially done; that the City Departments have
no objection, to the abandonment of this easement as there are no utilities involved
and it serves no public purpose; and recommended that the subject easement be closed
and abandoned at this time,
Mro Ho Re Naylor, applicant, appeared in support of his request on the
basis that this was supposed to have been done a long time ago; that it is of no
concern to anyone else as the Naylor property completely surrounds it; that ithas
no use as a road; and that there are buildings on it.
No one appeared in opposition to the closing.
Motion by Roberta, seconded by Wallace and passed that the hearing be
closed.
Motion by Blackmon„ seconded by Roberts and passed that the 30' road ease-
ment described in the application be closed as requested.

Mayor Barnard called for the City Manager's Reports.
Motion by Maldonado, seconded by Roberts and passed, with Commissioners
Blackmon and Wallace both voting "Nay" or Item "f" only, that the City Manager's
Reports be accepted, and the recommendations and requests with respect to Items "a"
through "f" be approved and granted, as follows, and Item "g" be considered separately:
as That the acquisition of 28 additional parcels of land for right of way
required for the Crosstown Expressway, Highway #286 Relocated, in the amount of
$213,875.00 be approved; and that the request for appropriation of the necessary funds
for acquisition be granted;
b. That the award of hid be made on the basis of low bid meeting speci-
fications to Texorete Company for 390' of 24" Reinforced Concrete Pipe, and 830' of
48" Reinforced Concrete Pipe, for a total of $99310038; (Bid Tabulation #17)
c, That authority to advertise for bids to be received on May 27, 1964,
at a special meeting convening at 800 a.m., on 41 items listed by the Purchasing
Agent as being required by the various Divisions of the City,be granted;
d. That the date of May 20, 1964, during the regular meeting be set for
public hearing on a proposed Text Amendment, and on 2 zoning cases;
eo That the date of May 6, 1964, during the regular meeting be set for
public hearing on the application of Humble Oil & Refining Company for Permit to
Drill Well #5, R.G. Chapman Lease (Flour Bluff), in Corpus Christi Drilling Block
No. 1534;
fo That the purchase of a tract of land between Upper Broadway and
Tancahua Street, designated as Parcel #18, required for right of way for the pro-
posed Mid -Town Traffic Exchange, in the amount of $25,000.00 be approved; and that
the request for appropriation in the sum of $25,199050 for this acquisition be granted.
Commissioners Blackmon and Wallace both voted "lay" on the foregoing Item
"f" as stated in the motion.
Motion by Wallace, seconded by Maldonado and passed, relative to Item "g"
of the City Manager's Reports with respect to applications for Interim Zoning Permits,
that the recommendations of the Zoning & Planning Commission be concurred in, and
the requests for Interim Zoning Permits be approved or denied as follows°

g. #61-25, First National Bank of Flour Bluff, Co De Payne, to erect a
double-faced, plexiglas and metal, electric, 6° x 1.2° free standing sign on Block "E",
Laguna Business Center, at 711 Island Drive, be approved subject to the condition
that the sign as described be located six feet back of the front property line;
#62-91, C. No Brooks, Ed Frost, to construct a miniature golf course and
parking lot on Lots 1, 2 & 3, Block 1, Martine Subdivision, at 4301 Violet Road, be
denied on the basis that the request constitutes new construction and would be more
appropriately processed as a Special Use Exception under Article 29, Section 29-3010,
Subsection (3) of the Zoning Ordinance;
#62-92, Mrs. Rose So Stafford, Geo. De Nelson, to locate a 10' x 60'
mobile home and leave same on wheels for use as a one -family dwelling on Lot 3,
Block 3, Medford Subdivision, at 10707 Leopard, be approved subject to a time limit
of two years and a review at that time;
#62-93, Mrs. Ross Stafford, James Ho Rusher, to locate a 12' x 40' mobile
home and leave same on wheels for use as a one -family dwelling on Lot 4, Block 3,
Medford Subdivision, at 10717 Leopard, be approved subject to a time limit of two
years and a review at that time.

In connection with the reading of a proposed ordinance granting a
Special Use Permit on the triangular tract of land bounded by Buford Street,
Ocean Drive and Shoreline Boulevard for a professional or business office build-
ing, Cuban Burbank, 1127 Ocean Drive, restated his objections and added that he
considered it a bad decision and not in the public interest.

BY ORDINANCE NO, 6106, PASSED AND APPROVED ON THE 29TH DAY OF MARCH, 1961, BY AMEND-
ING THE ZONING MAP BY CHANGING THE ZONING ON ALL OF LOTS 1, 2, 3, 17, 18, 19 AND
20, BLOCK 5, SUNSET PLACE, AN ADDITION TO THE CITY OF CORPUS CHRISTI, NUECES COUNTY,
TEXAS, FROM "A-1" APARTMENT HOUSE DISTRICT TO "B-1" NEIGHBORHOOD BUSINESS DISTRICT;
KEEPING IN EFFECT ALL OTHER PROVISIONS OF THE EXISTING ORDINANCE AS AMENDED; REPEAL-
ING ALL ORDINANCES IN CONFLICT HEREWITH; AND DECLARING AN EMERGENCY.
The Charter rule was suspended by the following vote: Mayor Barnard,
Commissioners Young, Blackmon, de Leon, Maldonado, Roberts and Wallace, present and
voting "Aye".
The foregoing ordinance was passed by the following vote: Mayor Barnard,
Commissioners Young, Blackmon„ de Leon, Maldonado, Roberta and Wallace, present and
voting "Aye".
The following Resolution was read in its entiety and presented to the
Council for approval,

EXPRESSING APPRECIATION OF CITIZENS OF THE CITY FOR MANY YEARS OF DEVOTED, CON-
SCIENTIOUS, MERITORIOUS AND HONORABLE PUBLIC SERVICE OF JACK DE FORREST, THAT THIS
EXPRESSION OF APPRECIATION BE INSCRIBED ON THE OFFICIAL RECORDS OF THE CITY, AND
THAT THE SYMPATHY OF THE CITIZENS BE EXTENDED TO THE SURVIVING FAMILY AND COPY OF
THIS RESOLUTION BE CONVEYED TO THEM.
