Ray Kring Mayor Pro Tem Jim Young called the meeting to order. The Invocation was given by the Reverend W. H. Colson, superintendent of the Corpus Christi Baptist Association. Motion by de Leon, seconded by Maldonado and passed that the absence of Mayor James L. Barnard, and of Commissioner Jack R. Blackmon be excused for cause. Motion by Maldonado, seconded by de Leon and passed that the minutes of the regular meeting of June 10, 1964, be approved as furnished to the Council. Mayor Pro Tem Young read a proclamation proclaiming the dates of June 19, 20, and 21, 1964, as NAVY FESTIVAL DAYS in Corpus Christi; accepted 77-0 by Captain Frank Upham, Naval Air Station. Ben F. McDonald, chairman, presented and read the advisory report of the Committee on Haman Relations to the Mayor, City Council and City Manager, which covered the method by which the Committee had worked, the findings and conclusions, the recommendations of the Committee, and supporting reports, ex- hibits and documentation. Each of the members of the Committee indicated their unanimoua support of the report as presented and their readiness to continue to serve the community in any way possible in these matters, Mayor Pro Tem Young, on behalf of the Mayor and Council, accepted the report and congratulated and thanked the Committee for the time and effort spent in the work cf the Committee and compilation of the report. Dr. H. J. Williams stated that as one of those who had urged the pass- age of an ordinance, he wished to congratulate and thank the Committee for a magnificent piece of work done, Mayor Pro Tem Young recognized the presence in the meeting of Cub Scout Pack 13, and their Den Mothers and Den Chiefs, and invited them to attend /` again. / • City of Corpus Christi, Texas Regular' Council Meeting June 17, 1964 Page 2 Mayor Pro Tem Young read a resolution of sympathy and condolence to Mayor Barnard on the passing into eternal life of his father, Dr. W. C. Barnard. Motion by de Leon, seconded by Maldonado and passed that the resolu- tion be adopted. RESOLUTION NO. 7259 A RESOLUTION OF SYMPATHY AND CONDOLENCE TO MAYOR JAMES L. BARNARD UPON THE OCCASION OF THE DEATH OF HIS FATHER, DR. W. C. BARNARD, ON JUNE 17, 1964. The Charter rule was suspended by the following vote: Mayor Pro Tem Young, Commissioners de Leon, Maldonado, Roberts, and Wallace all presentand voting "Aye," and Mayor Barnard and Commissioner Blackmon absent. The foregoing resolution was passed by the following vote: Mayor Pro Tem Young, Commissioners de Leon, Maldonado, Roberts, & Wallace all pres- et and voting "Aye," and Mayor Barnard and Commissioner Blackmon absent. Mayor Pro Tem Young announced that the appointment of members to the proposed Committee for Preservation of Beauty & Attractive Development would be postponed for one week. Mayor Pro Tem Young announced the opening of bids. Bids were opened and read on 21 items totaling approximately 1,183 pieces of Welding Fittings, consisting of Caps, Ells, Reducers, and Flanges in various sizes from the following; Allied Plumbing Supply Co., Inc.; Fort Worth Pipe & Supply Co.; The L. B. Foster Company; Gulf Supply Company, Inc.; Maintenance Engineering Corp.; National Supply Div., Armco Steel; 011 Well Supply Div., U. S. Steel; San Antonio Machine & Supply Corp,; Superior Iron Works & Supply Co., Inc.; Trans -Tex Supply Company; Wallace Company, Inc.; Alamo Iron Works; and Norvell®Wilder Supply Co. The foregoing bids were tabled for 48 hours as required by City Charter, and referred to the City Manager for tabulation and recommendation. Mayor Pro Tem Young announed the public hearing on the application of Sinclair Oil & Gas Company to drill and operate Well #1 in Lot 6, Block 7, Bohemian Colony Subdivision. City Manager Whitney located the proposed well on a map of the area as being within a 20 -acre tract owned by the C. C. Independent School District between Saratoga and Holly Road, and Greenwood and Chapman Ranch Road, and • City of Corpus Christi, Texas Regular Council Meeting June 17, 1964 Page 3 pointed our the exact location of the well on a preliminary plat of a proposed subdivision indicating its distance from proposed Toads, streets, alleys and improvements; pointed out that the applicant was requesting a variance from the Code to permit drilling to a bottom hole depth of 11,500 feet; and stated that the School District has indicated its support of the application. Sohn Harris, representing the Sinclair Oil & Gas Company, explained the Company was requesting permission for dual completion which is also a variation from the Code, and that the proposed location of the well meets the requirements for the proposed drilling block. In answer to questions from the Council, City Attorney Singer advised that the Council could make findings that the two requested variances were safe in th.is instance, and that the ordinance designating this particular drilling block could provide for these two exceptions to the Code. No one appeared in opposition to the application. Motion by Wallace, seconded by Roberts and passed that the hearing be closed. Motion by Wallace, seconded by Maldonado and passed that the applica- tion of Sinclair Oil & Gas Company for a permit to drill and operate Well #1 in Lot 6, Block 7, Bohemian Colony Subdivision, be granted as prayed for sub- ject to the adoption of an ordinance designating the drilling block and depth well may be drilled. Mayor Pro Tem Young called for the City Manager's Reports. Motion by de Leon, seconded by Roberts and passed that the City Mana- ger's ana-gers Reports be accepted, and the recommendations and requests be approved and granted as follows: a. That the City concur an the request of the County Engineer for authority to award the bid for the painting of Tule Lake Lift Bridge on the basis of low bid to Roy Hunt, Inco in the amount of $39,360, the City's one- third share of the cost of contract price plus laboratory testing, inspection and engineering being $14,520,00; b. That acceptance of Highway Commission Minute Order Noe 54712 re- garding the installation of lights on the second leg of the Crosstown Freeway, • City of Corpus Christi, Texas Reglar Council Meeting June 17, 1964 Page 4 Morris Street to Tarlton Street, by which the City will pay half the cost of installation and share equally in the maintenance, be approved; C. That the request of Rays Tire & Supply Company for permission to withdraw their bid on Tires and Tubes which vas opened on May 27, 1964, since the bid was identical in price and merchandise to that of Goodyear Service Stores, be granted; d. That the award of bid be made on the basis of low bid to American Nursery of Corpus Christi for 60 - 8° to 12' Washingtonia Filifera Palm Trees, for a total of $2,940.00; (Bid Tabulation #21) e. That acquisition of the interest of P. M. Rushing and Brook- haven, Iac., in a 10" water line in Hearne Road for the sum of $3,688.57 to compensate for the added coat for building an oversize line to serve the area, be approved. RESOLUTION NO. 7260 ADOPTING MINUTE ORDER NO. 54712 PASSED BY THE STATE HIGHWAY COMMISSION ON JUNE 4, 1964, REGARDING AN ILLUMINATION SYSTEM FROM MORRIS STREET TO TARLTON STREET, ON STATE HIGHWAY 286, IN THE CITY OF CORPUS CHRISTI, WHEREBY THE CITY OF CORPUS CHRISTI AND THE STATE HIGHWAY nRPARTMENT WILL PARTICIPATE ON AN EQUAL BASIS IN THE CONSTRUCTION, MAINTENANCE AND OPERATING COST OF THE ILLUM- INATION SYSTEM ON STATE HIGHWAY 286 AT Tab LOCATIONS AFORESAID; AND DECLARING AN EMERGENCY. A proposed ordinance establishing a Committee for Preservation of Beauty & Better Development of areas within the City was withdrawn from the agenda for one week. FIRST READING OF AN ORDINANCE AUTHORIZING AND DIRECTING THE CITY MANAGER, FOR AND ON BEHALF OF THE CITY OF CORPUS CHRISTI, TO EXECUTE A LEASE AGREEMENT W11H THE OSO-NATIONAL PONY LEAGUE, LEASING TO THE SAID 0S0 -NATIONAL PONY LEAGUE A SEVEN ACRE TRACT OF LAND IN SOUTH GUTH PARI{ FOR THE PURPOSE OF ESTABLISHING AND MAINTAINING A PUBLIC RECREATIONAL AREA, A COPY OF WHICH AGREEMENT IS ATTACHED HERETO AND MADE A PART HEREOF. RUSHING AND BROOKHAVEN, INC.
