Wallace, Jr. CITY OF CORPUS CHRISTI, TEXAS REGULAR COUNCIL MEETING July 15, 1964 2:00 p.m. City Manager Herbert W. Whitney City Attorney I. M. Singer City Secretary T. Ray Kring Mayor James L. Barnard called the meeting to order. The Invocation was given by the Reverend A. Arnott Ward, pastor of Jackson Woods Presbyterian Church. City Secretary T. Ray Kring called the roll of those in attendance. Motion by Maldonado, seconded by de Leon and passed that the minutes of the regular meeting of July 8, 1964, be approved as furnished to the Council. Mayor Barnard announced the opening of bids. Bids were opened and read on the construction of Jackson Woods Sanitary Sewer Package Treatment Plant from the following: Heldenfels Brothers; Slovak Brothers; and Fowco Inc. Bids were opened and read on construction of Navigation Boulevard Storm Sewer, Unit II, from the following: T. H. Lee and Slovak Brothers, joint venture; and Heldenfels Brothers. All of the foregoing bids were tabled for 48 hours as required by City Charter, and referred to the City Manager for tabulation and recommendation. Mayor Barnard recognized It (j.g.) Sandra K. Handlin, Nurses Corp., U.S.N.R., to receive a copy of a letter of introduction as a representative of this City to Mayor Nagano of Yokosuka, Japan, during her two-year tour of duty in the Orient. Lt. Handlin accepted her copy, the original of which is being mailed to Mayor Nagano, and expressed her pleasure at being able to represent the City in our Sister City Program. Mayor Barnard announced the Chair was open for nominations to the Zoning & Planning Commission to replace Mr. James Broderick, who is retiring after 10 years' continuous service on the Commission, and stated that he wished to personally take note of the fine service Mr. Broderick has rendered to the Zoning & Planning Commission and to this City. • City of Corpus Christi, Texas Regular Council Meeting July 15, 1964 Page 2 Mayor Pro Tem Young nominated Joseph T. Dawson for appointment to the Zoning & Planning Commission. The nomination was seconded by Commissioner Black- mon. There being no further nominations, Mayor Barnard declared the nominations closed. On vote, the appointment of Mr. Joseph T. Dawson to the Zoning & Planning Commission was unanimously approved and confirmed. Mayor Barnard announced that the pending item of the closing of portions of Lily, Rose & Buffalo Streets, on which public hearing was held June 24, 1964, will be acted upon at next week's meeting upon completion and approval of the final engineering plans for the new street pattern. Mayor Barnard announced the pending item of the application of Herrin Adver- tising Company for an Interim Zoning Permit to erect a 10' x 40' advertising sign on the Texas -Mexican Railroad right of way, approximately 275' east of the entrance to International Airport, which was recommended for denial by the Zoning & Plan- ning Commission, and which was referred to the Traffic Engineer for recommendation at last week's meeting. City Manager Whitney reported that the Traffic Engineer felt the erection of the sign at this location would be a traffic hazard and recommended that the application be denied. Motion by Young, seconded by Maldonado and passed that the recommendation of the Zoning & Planning Commission and of the Traffic Engineer be concurred in, and the application 162-104, Herrin Advertising, for Intereim Zoning Permit to erect a 10' x 40' advertising sign on the Texas -Mexican Railroad right of way, approxi- mately 275' east of the entrance to International Airport, be denied. Mayor Pro Tem Young suggested that the applicant might possibly be able to move the sign 200 to 600 feet down on the Texas -Mexican right of way where it would accomplish the same purpose but not constitute a traffic hazard. Mayor Barnard announced the Chair was open for a motion with respect to the appointment of an auditor for the fiscal year ending July 31, 1964. Motion by de Leon, seconded by Roberts and passed that the firm of Frazer and Torbet, certified public accountants, be appointed to prepare the annual audit • • City of Corpus Christi, Texas Regular Council Meeting July 15, 1964 Page 3 of the records of the City of Corpus Christi for the fiscal year ending July 31, 1964, in accordance with their proposal dated July 9, 1964, on a per diem basis, total maximum fee not to exceed $8,000.00. Mayor Barnard called for the City Manager's Reports. Motion by Wallace, seconded by Maldonado and paused that the City Manager's Reports be accepted, and the recommendations and requests be approved and granted as follows: a. That the sum of $300,949.00 be appropriated for acquisition of 27 parcels of land for right of way in connection with the third leg of the Crosstown Express- way, Highway #286, Relocated; b. That the bid award on Ice Making Equipment be made on the basis of low bid meeting specifications to Richards and Roth, for one 2,000 lb, Turbo 2,000 SCW Ice Machine, complete and installed, and one 8' x 8° x 8' DeVilbiss Walk-in Cooler, complete and installed, for a total of $5,179.68; (Bid Tabulation #27) c. This item, with respect to re -setting a date for public hearing on 3 zoning cases previously set for July 22nd, was inadvertantly left out of the City Manager's Reports, and presented for action during the special meeting at 4 p.m. this same day; (See minutes of special meeting at 4 p.m., July 15, 1964) d. That the request of J. H, Scogln for renewal of his farm lease at International Airport be approved under the same terms and conditions the lessee now has, for three years to expire August 15, 1967; e. That the fire and extended coverage insurance carried on the following City properties be discontinued, and in lieu only exploion insurance be carried effective immediately on three separate policies, each for three-year terms, one policy expiring each year, which will result in a net return premium on existing coverage of $4,130.78: 2 Bayfront Pump Stations; 3 Water Pumping Plants (Savage Lane, Caldwell Street, and Holly Road); 3 Sewage Treatment Plants (Cso, Westside, and Broadway) excepting the Pump House at the Broadway Plant containing offices and laboratory; and that portion of the Airport Terminal Buiiding consisting of the 2 outside, glass -enclosed Waiting Rooms at Cates 3 & 4, and 5 & 6, and the covered Concourse between the Terminal Waiting Room and the Tower, • City of Corpus Christi, Texas Regular Council Meeting July 15, 1964 Page 4 Mayor Barnard announced that the first reading of a proposed ordinance amending the lease with $3.99 Economy Car Rentals of Corpus Christi, Inc. at Corpus Christi Municipal Airport was deferred for one week. ORDINANCE N0. 7281 APPROPRIATING OUT OF NO. 220 STREET BOND IMPROVEMENTFUND THE SUM OF $300,949.00 FOR THE ACQUISITION OF 27 PARCELS OF PROPERTY FOR RIGHT OF WAY REQUIRED BY THE STATE OF TEXAS AND APPLICABLE TO PROJECT NO. 220-56-24.3 CROSSTOWN EXPRESSWAY, HIGHWAY #286, A COPY OF WHICH PARCEL LIST IS ATTACHED HERETO AND MADE A PART HEREOF; AUTHORIZING AND DIRECTING THE CITY MANAGER TO EXECUTE REAL ESTATE SALES CONTRACTS FOR AND ON BEHALF OF THE CITY OF CORPUS CHRISTI, FOR THE ACQUISITION OF SAID PARCELS, WHEN AND ONLY WHEN THE PURCHASE PRICE IS WITHIN THE "APPRQVED VALUE" AS DETERMINED BY THE STATE; AND DECLARING AN EMERGENCY. The Charter rule was suspended by the following vote: Mayor Barnard, Com- missioners Young, Blackmon, de Leon, Maldonado, Roberts and Wallace, present and voting "Aye". The -foregoing ordinance was passed by the following vote: Mayor Barnard, Commissioners Young, Blackmon, de Leon, Maldonado, Roberts and Wallace, present and voting "Aye". ORDINANCE NO. 7282 APPROPRIATING OUT OF NO. 220 STREET BOND FUND THE SUM OF $40,998.64 TO COVER THE COST OF THE RELOCATION OF CITY GAS DIVISION LINES WITHIN THE -CROSSTOWN UNIT II RIGHT OF WAY, PROJECT NO. 220-56-72, CONSTRUCTED BY CITY FORCES; AUTHORIZING REIM- BURSEMENT OUT OF THE HEREINABOVE APPROPRIATION FOR FADS EXPENDED OUT OF NO. 106 GAS FUND, AS PROVIDED IN THE 1963-64 BUDGET; AND DECLARING AN EMERGENCY. The Charter rule was suspended by the following voted Mayor Barnard, Com- missioners Young, Blackmon, de Leon, Maldonado, Roberts and Wallace, present and voting "Aye". The foregoing ordinance was passed by the following vote, Mayor Barnard, Commissioners Young, Blackmon, de Leon, Maldonado, Roberts and Wallace, present and voting "Aye". FIRST READING OF AN ORDINANCE AUTHORIZING AND DIRECTING THE CITY MANAGER, FOR AND ON BEHALF OF THE CITY OF CORPUS CHRISTI, TO EXECUTE A LEASE AGREEMENT WITH J. H. SCOGIN, LEASING TO SAID J. H. SCOGIN A TRACT OF LAND LOCATED AT THE INTERNATIONAL AIRPORT, DESIGNATED AS TRACT 3, AND CONTAINING APPROXIMATELY 69.682 ACRES, TO BE' USED FOR FARMING AND AGRICULTURAL PURPOSES,FOR A TERM OF THREE YEARS BEGINNING AUGUST 1, 1964, AND EXTENDING TO AUGUST 15, 1967, SAID LEASE TO BE IN THE FORM SET OUT IN ORDINANCE NO. 5239 AND HERETOFORE EXTENDED BY ORDINANCE NO. 7007. The foregoing ordinance was read for the first time and passed to its second reading by the following vote; Mayor Barnard, Commissioners Young, Blacn, de Leon, Maldonado, Roberts and Wallace, present and voting "Aye". City of Corpus Christi, Texas Regular Council Meeting July 15, 1964 Page 5 Lon Messer, Robstown resident, appeared in celebration of his 75th birth- day and 50 years of association with. City Council!, of Corpus Christi, visited with the Council for a few minutes, reminiscing on his past experiences and expressing his pleasure over associations with regard to the growth and development of the City of Corpus Christi as a eep-water seaport. The Mayor and Council extended birthday congratulations and their best wishes to enjoy many more birthday anniversaries with Mr, Messer. Phillip Rosenstein, Corpus Christi resident, took exception to the state- ment acredited in the newspaper to Commissioner Wallace in connection with the bus transportation situation discussions, that he wanted to know who can't afford a car, that his yardman has a car and his cook has a car, on the basis that everyone should know that the poverty-stricken people in Corpus Christi who do not have shoes and those who are working for twenty to thirty dollars per week can't afford an automobile; and felt that the statement should be retracted or explained for the benefit of the public. He further asked what the City Council has done since their policy statement on poverty in the City cr what plans they have for combatting poverty; and urged the organizing of clubs to assist in the community project as is being done in P.obstown. Commissioner Wallace explained that if he had thought his remark would go beyond the Council table he would have expanded on it to the effect that he believes many people have cars whom he suspects can't afford to own cars, that he is basical- ly in agreement with the City Councilon the need for inexpensive,good public transportation for the City of Corpus Christi as he suspects a great many more people in town need it than use it, and that he is desirous of seeing the Council work out a plan to assure a continuation of such public transportation. Mayor Barnard explained that the recent bond issue elect ion contained many projects that will bring employment to many people; that a museum and a branch library, a part of this bond issue, will be built in the section of the City where illiteracy abounds the highest, in an effort to combat illiteracy and contribute to education; that two parks are to be constructed with recreational facilities to allow juveniles to puttheir leisure time to good use in the form of recreation in the section of the City where most needed; that funds to aid and help with wel- • City of Corpus Christi, Texas Regular Council Meeting July 15, 1964 Page 6 fare needs are being studied in the budget studies; that the Council feels strongly that welfare is a personal thing, and that if all citizens would do all in their ability to help those in need, the problem would be much less; commended Mr. Rosen- stein for his personal efforts to help by contributing a stated amount every month to be used by the Welfare Department to help poor people; and stated that if more people in town would give unselfishly of their material goods, the City would be in better shape. Mr. Rosenstein felt that the funds required for some of the projects for the purchase of additional land might batifer be spent on welfare problems; that the City Council should stop buying foreign -made products with our tax money; take more notice of public school meetings; attend City -County Welfare Committee meetings to become aware of the problems, and appeal to the County or State for additional aid in problems that the City Council can't cope with; and that the City needs more housing projects such as La Armada. There being no further business to come before the Council, the meeting was adjourned.
