Mayor James L. Barnard called the meeting to order.
The Invocation was given by Commissioner J. R. de Leon, in the absence
of the invited Guest Chaplain.
City Secretary T. Ray Kring called the roll of those in attendance.
Motion by Young, seconded by Maldonado and passed that the minutes of the
regular meeting of July 22, 1964, be approved as furnished to the Council.
Mayor Barnard called for the City Manager's Reports.
Motion by de Leon, seconded by Young and passed that the City Manager's
Reports be accepted, and the recommendations and requests be approved and granted
as follows:
a. That an appropriation in the amount of $6,716.70, for the acquisition
of right of way of Parcel No. 29, Navigation Boulevard Storm Sewer Project No. 295-
61-30, Highway No. 44 to Up River Road, of which amount $6,600.00 is for acquisi-
tion of right of way and $116.,70 for Title expense, be approved;
b. That the award of contract for construction of Hot -Mix Asphaltic
Concrete Resurfacing of various streets in the downtown area, be made on the basis
of low bid meeting specifications, to Heldenfels Brothers, and that an appropria-
tion be made in the amount of $36,000.00, of which amount $34,343.30 is for con-
struction contract and $1,656.70 is for contingencies;
c. That Change Order No. 12, in the amount of $1,168.00 in connection
with the contract with F. M. Thornton for construction of the Oso Sewage Treatment
Plant, Unit III, providing necessary repairs to the influent junction box at Lift
Station No. 1, be approved;
d. That authority to advertise for bids to be received on August 12,
1964, on 6 items of Traffic Signal Equipment, be granted;

e. That the date of August 12, 1964, be set for public hearing on the
request of the Corpus Christi Independent School District to abandon a portion of
the Utility Easement along the rear of the northerly boundary of Lots Nos. 1 through
11, Block 11, Gardendale No. 3;
f. That authority be granted the City Manager to enter into an agreement
with Mr. Will Fry, for the abandonment of a 10 -foot utility easement situated in
Lot "A" of Amended Plat of Saxet Community Center, whereby the cost of relocating
the water, gas, and sewer lines of a new easement to replace the closing of the
existing easement will be borne by Mr. Fry and that he dedicate easements to serve
the area.
ORDINANCE N0. 7294
APPROPRIATING OUT OF NO. 295 STORM SEWER BOND FUND THE SUM OF $6,716.70, OF WHICH
AMOUNT $6,600.00 IS FOR ACQUISITION OF RIGHT OF WAY OF PARCEL N0. 29, SAID PARCEL
BEING MORE FULLY DESCRIBED HEREINAFTER, AND $116.70 IS FOR TITLE EXPENSE, RECORDING
FEES AND RELATED COSTS THERETO, ALL APPLICABLE TO PROJECT NO 295-61-30, NAVIGATION
BOULEVARD - HIGHWAY 44 TO UP RIVER ROAD; AUTHORIZING AND DIRECTING THE CITY MANAGER
TO EXECUTE REAL ESTATE SALES CONTRACTS, FOR AND ON BEHALF OF THE CITY OF CORPUS

CHRISTI, TO EXECUTE A CONTRACT WITH HELDENFELS BROTHERS FOR CONSTRUCTION CONSISTING
OF HOT MIX ASPHALTIC CONCRETE RESURFACING OF VARIOUS STREETS IN THE DOWNTOWN AREA.
APPROPRIATING AND RE -APPROPRIATING THE SUM OF $36,000.00 FROM NO. 108 STREET FUNDS
CURRENTLY BUDGETED IN ASPHALT MAINTENANCE, ACTIVITY NO. 4915, CODE 502, OF WHICH
AMOUNT. $34,343.30 IS FOR THE CONSTRUCTION CONTRACT AND $1,656.70 IS FOR CONTINGEN-

PROVIDING FOR THE ASSESSMENT AND LEVY OF AN AD VALOREM TAX SUPPORTED BY A LIEN AS
OF JANUARY 1 AS PROVIDED BY THE CITY CHARTER AND THE STATE CONSTITUTION FOR ALL
MUNICIPAL PURPOSES UPON ALL TAXABLE PROPERTY, REAL, PERSONAL AND MIXED, WITHIN THE
CITY BASED UPON CURRENT VALUATIONS AND THE SAME RATE WHICH THE CITY LEVIED FOR THE
SAME PURPOSES FOR THE PRECEDING YEAR, FOR EACH YEAR TO BE EFFECTIVE FROM JANUARY
1 UNTIL THE ANNUAL TAX LEVY ORDINANCE IS ADOPTED ON OR ABOUT SEPTEMBER OF EACH

Mr, Howard Suddth, re'.renting the four local taxicab companies, appeared
in connection with the proposed ordinance relative to establishing rates of fare for
taxicabs, appearing on the agenda for first reading; stated that this. matter has
beer. pending since. April of thin year; that the taxicab firms have been losing
money; are in dire meed of the change of rates; and under these circumstances, re-
queated that the ordinance be passed finally today on an emergency first reading,

After considerable discussion it was decided that in all fairnese to the
•
public the Charter rule should not be dispensed with and Mr Sudduth was advised
that the ordinance would be left on three readings for the time being and read for
the first time today.
Mr. Ray Hayes, Manager of the National Electrical Contractors Association;
Mr. E. 0. Loudon, member of the Examining & Supervising Board of Electricians; W.B.
Tucker, Business Manager of the Electrical Workers Union Local; Harris Evans of
Evans Electrical Company Bill Miller, an electrical engineer; Clyde Faulk, elec-
trical contractor and former member of the Electrical Board; Jim Shed and L. E.
Douglas, appeared and spoke in protest of the proposed ordinance appearing on the
agenda for first reading to amend the Electrical Code, an the basis that the Electri-
cal Contractor's Associaticn, or the Examining & Supervising Board of Electricians
had not been contacted or consulted as to the proposed amendments which would allow
electrical contractors and other electricians licensed in similar size cities to
work for brief periods in the City without a license; objected to the proposed amend-
ment which would allow persons failing the electrical ltcensing examination, to
take it again without a waiting period of six months; also stated that the Board
had been bypassed; that they were embarrassed and surprised when they first saw it
in the newspaper, and that the appointed board members a-,? thinking of resigning
because they were not consulted,
Mayor Pro tem Young stated that to his Knowledge, the question of amendments
to the Electrical Code has been pending for three years and that the Council is not
trying to surprise or bypass anyone; that the ordinance !,s placed on three readings
as a starting point, giving those interested, or the public in general, an oppor-
tunity to express themselves and make suggestions, and reminded objectors that it
would be 30 days before the final decision would be made giving ample time to change
the ordinanue, and asked City Secretary Kring to poll the Council for vote. The
Council voted unanimnusly to pass first reading of the ordTnance„
Mayor Bernard returned to the meeting and resumed the Chair
Mr, Tony Bonilla, representing the Barber Shops of Corpus Christi, appeared
and stated that the two barber colleges of Corpus Christi are not complying with

the ordinance as to opening and closing time and number of working days per week,
He pointed out that the same laws governing barber shops are applicable to the
barber colleges, and requested that the Council exercise its powers to enforce this
law.
Mayor Barnard asked City Manager Whitney to place this matter on the agenda
for consideration at Work Shop Meeting Monday, August 3.
Mayor Barnard announces the public hearing on the proposed Budget for the
fiscal year 1964-65, explaining that anyone wishing to ask questions cr make addi-
tional presentations would be given the opportunity to be heard.
City Manager Whitney presented a summary of the proposed 1964-65 Budget,
stating that the budget, as presented, is based on estimated revenues and expendi-
tures; that revenue estimates in the total amount of $17,804,969, are based on a
4F increase in the tax rate, which will result in a total tax rate of $1064 per $100
of assessed valuation; an increase in gas rates averaging approximately 11 percent
and an accelerated program of delinquent tax collections; that all services now being
provided by the City will be maintained at the current level, with the exception
that additional police protection will be provided by the reassignment of certain
personnel and the employment of 12 more police officers; a new fire station;
expansion cf summer recreation program; that of the TOTAL APPROPRIATION OF $17,783,517,
$3,300,046 will be used for construction and principal retirement and the balance,
$14,48.3,471, will be available for carrying out the City's various operating pro-
grams; that it is proposed that the tax rate of $1,64, which represents a 2 per-
cent increase over the current rate of $160, be distributed: General Fund, $0.813;
Streets, $0.242; Debt Ser•:ice,$0.585; That the General Fund, which includes the
activities of General Government, Public Safety, Traffic Engineering, Public Works,
Health and Welfare, the public_ libraries, and Parks and Recreation, anticipates a
total revenue of $7,130,985 and a total expenditure of $7,339,181, resulting i
a balance reduction of $208,196; that $13,000 is provided for a continuation of
the Industrial Development Program, and $100,000 is for acquisition of land for
the Bayfront Science Park; that no major changes are contemplated in the operation
of the 3 publicly -owned utilities, that in order to provide funds for the extension
and expansion of the gas system to offset the increase in cost of gas purchased
by the City, and continue the payments to the General Fund as a return on the public's

ADMINISTRATION OF THE COMPENSATION PLAN TO ALL POSITIONS IN THE CITY SERVICE;
REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; CONTAINING A SAVINGS CLAUSE; AND
PROVIDING FOR AN EFFECTIVE DATE", BEING ORDINANCE NO, 3656, PASSED AND APPROVED
BY THE CITY COUNCIL ON THE 10TH DAY OF FEBRUARY, 1954, AS AMENDED, BY AMENDING
SUBSECTION (E) OF SECTION 1, BY INCREASING THE SALARY GRADES OF CERTAIN POSITIONS;

Mr. E. L. Laird, appeared and made inquiry as to the zoning hearing which
was held July 1, 1964, and re -set for hearing for August 5, 1964,
Mayor Barnard explained that because some of the surrounding property
owners complained they did not receive notices of the hearing of July 1, the
hearing was set for re -hearing on August 5, 1964.
There being no further business to come before the Council, the meeting
was adjourned.
