Mayor James L. Barnard called the meeting to order.
The Invocation was given by Commissioner J. R. de Leon in the absence of
the guest chaplain.
Mayor Barnard announced the Council's decision to postpone the second
reading of the proposed amendments to the City's Electrical Code due to the fact
that the Council has not yet had an opportunity to study the written recommenda-
tions received this afternoon from the Examining & Supervising Board of Electric-
ians; that following the City Manager's Reports, anyone who wishes to speak on
this matter will be given an opportunity to do so; and that all written recom-
mendations submitted to the Council will be studied and considered at the Work
Shop meeting on Monday.
Mayor Barnard read and presented proclamations relative to the follow-
ing: TEXAS RETAIL GROCERS WEEK in Corpus Christi, week beginning August 9, 1964,
accepted by Mrs. Dorothy Krause, local secretary of the Texas Retail Grocers
Association, and Mr. Elden G. Roscher, local president; FISH FRY DAY in Corpus
Christi, Friday, August 7, 1964, accepted by Mr. Kenneth F. Cason, president of
the Laguna Madre Fisherman's Association, and Mr. Claude Watts; NAVY MOTHERS' CLUB
DAY in Corpus Christi, August 5, 1964, accepted by Mrs. Joe Barker, Sr., commander
of Corpus Christi Navy Mothers No. 126.
Motion by Blackmon, seconded by de Leon and passed that the minutes of
the regular meeting of July 29, 1964, be approved as furnished to the Council.
Motion by Roberts, seconded by de Leon and passed that the absence of
Commissioner M. P. Maldonado be excused for cause.
Mayor Barnard announced the pending item of the application of Max Kluge
for a change of zoning from "R -1B" One -family Dwelling District to "A-1" Apartment
House District on a 2.589 -acre tract out of the southern portion of the E ) of

Lot 11, Bancroft Farms Lots, on which public hearing was held April 15, 1964; and
reviewed the condition upon which the request was granted subject to the plat be-
ing submitted to and approved by the Council before final approval by the Zoning
& Planning Commission.
City Manager Whitney presented the final replat of the subject property
indicating the street dedications on the Villa Drive side of the subject property
and on the south boundary of the property.
Motion by Young, seconded by Blackmon and passed that the replat of the
subject property be approved as submitted to the Council, and that an ordinance
reflecting the change in zoning from "R -1B" to "A-1" Apartment House District on
the 2.589 -acre tract out of the southern portion of the E of Lot 11, Bancroft
Farms Lots described in the application, be brought forward.
Mayor Barnard announced the public hearing on the application of Thomas
J. Greene, and others, to close an alley extending from 32nd Street, also known as
Woodrow Street, northeasterly to a tract of land north of and adjacent to Block
387, Brooklyn Addition, said tract of land being occupied by the Lahala House.
City Manager Whitney presented the petition for the closing of the alley
signed by the owners of Lots 1 through 12, Block 387, Brooklyn Addition, which
represents all of the property abutting the portion of the alley requested to be
closed, and a map of the area affected; stated that there are no utilities in the
alley, and no objections to the closing from any of the City departments, except
that the Public Works Department suggests that since Lots 3, 5, 7, 9 and 11 would
have no access to a public road if the alley is closed, and since the City would
have to repurchase some of the area abandoned in the future if the Corpus Christi
Beach improvements should be reconsidered in the future, that some provision for
this possibility should be made.
Travis Peeler, attorney representing the applicants, pointed out that
the alley has never been opened and apparently never been used; that the owners
of lots which would have no access to a public road are signed parties to the
request for the closing, and that the plan is for the development of some sort of
tourist attraction utilizing all of the property involved in the closing; and

that it would be difficult to obtain financial backing for any proposed develop-
ment if there were provisions for repurchase by the City or limitations of use of
any of the property involved.
No one appeared in opposition to the closing, but the Council felt they
should study the matter further.
Motion by Roberta, seconded by Blackmon and passed that the hearing be
closed.
Motion by Blackmon, seconded by Roberts and passed that the matter be
tabled for a period of two weeks.
Mayor Barnard announced the public hearing on the application of R. E.
Laird for a change of zoning from "R -1B" One -family Dwelling District to "R-2"
Two-family Dwelling District on all of Lots 39 through 63, Block 4, Airport Park.
He briefly reviewed the action of the Council following a previous public hearing
on this application, in which the change of zoning had been approved for Lots 52
and 53 of the area of request and had been denied for the remaining lots; that
this action had been rescinded by the Council and a new public hearing scheduled
when it appeared that proper notification had not been received by the surround-
ing property owners who would be affected by such change of zoning.
City Manager Whitney reviewed the existing situation of the two residences
on each of the Lots 52 and 53 under discussion, and pointed out that if the change
of zoning is granted three of the structures must be repaired to meet the City
Codes, and the structures on each lot must be connected in such a manner as to
comprise one building before they can be legally used.
R. E. Laird, applicant, spoke in support of his request and stated that if
the zoning was granted, he believed he could get the necessary building permits,
and that in this way he could rent to families with only one or two children rather
than renting to one family on each lot with large families of children.
The following residents and property owners in Airport Park appeared in
objection to any change in the one -family residential zoning or use of the subject
property on the basis that it would be overcrowding the properties and that the

Mr. Laird requested that he be allowed to speak with the Council in private,
but was denied on the basis that this was a matter of public hearing and concern.
Commissioner Roberts noted that according to a copy of the 1956 Judgment
of the Court, Mr. Laird had secured building permits on each of the lots in ques-
tion for a residence and garage, and constructed a residence on each of the lots in
line with the building permits, but that each garage structure was constructed or
converted into an additional dwelling in violation.
Mayor Barnard read as part of the record of this hearing, the petition
presented at the July 8th regular Council meeting by the group of residents and
property owners in opposition to the rezoning and explained that this hearing was
the result of the petitioners' plea that they had not been notified of the previous
hearing before the Council.
Motion by Roberts, seconded by de Leon and passed that the hearing be
closed.
Commissioner de Leon felt that in view of the fact that these lot sizes
are smaller than normal and that there is so much opposition in the neighborhood,
and since the special permit granted to help the handicapped person by means of
is not affected
the grocery store operationf, that the "R-2" zoning does not seem to be compatible
and is definitely spot zoning.
Motion by de Leon, seconded by Young and passed that the application for
a change of zoning from "R -1B" One -family Dwelling District to "R-2" Two-family
Dwelling District on all of Lots 39 through 63, Block 4, Airport Park, be denied.
Mayor Barnard called for the City Manager's Reports.
The Council desired to consider Item "f" of the City Manager's Reports
relative to applications for Interim Zoning Permits, separately, and therefore
Mayor Barnard called for a motion on Items "a" through "e" of the City Manager's
Reports.
Motion by Young, seconded by Roberts and passed that Items "a" through
"e" of the City Manager's Reports be accepted, and the recommendations and

requests be approved and granted as follows:
a. That the award of bid be made on the basis of low bid meeting speci-
fications to Leggett & Brunselmeyer Tire Service for an annual supply contract
for Lot I, Tires & Tubes, and Lot II, Tire Recapping, for a total of $13,544.68;
(Bid Tabulation #28);
b. That the recommendation of the Traffic Safety Advisory Board for in-
creasing the speed limit of traffic on Santa Fe, from the north leg of Louisiana
to Roberts Drive, from 30 miles per hour to 35 miles per hour, be approved;
c. That enforcement of the "No Fishing From Bridge" signs on the bridge
between the University of Corpus Christi and the Naval Air Station by ordinance
be approved in the interest of traffic safety;
d. That in connection with the pedestrian crosswalk and the push-button
actuated traffic signal on Shoreline adjacent to the Coliseum, the "25 miles per
hour When Lights are Flashing" signs be approved by ordinance;
e. That the agreement with Del Starr Realty Company, Inc., and Saratoga
Land Company, Inc., abutting property owners, for the construction and installa-
tion of certain improvements to Everhart Road from the Tex-Mex Railroad trade. to
Saratoga Road, on a participation basis of 70% of the cost by the abutting prop-
erty owners and 30% by the City, be approved.
Item "f" of the City Manager's Reports relative to applications for
Interim Zoning Permits was acted upon separately, as previously stated.
Motion by de Leon, seconded by Young and passed that the recommendations
of the Zoning & Planning Commission be concurred in, and the following actions be
taken relative to the following applications for Interim Zoning Permits:
#62-110, W. B. Trundle, to erect a two-story garage apartment for additional
units to the existing Cedar Lodge on a portion of Lots 11 & 7, Fallins
Riverside Subdivision, at 12245 Leopard, be approved subject to the regu-
lations of the "8-4" General Business District;
#62-37, S. R. Mora, Jr., to repair the existing house and fence, trim
trees and build new shade, and convert house into a tavern for picnics
and party grounds on a 361.5' x 180.75' portion out of the southeast
portion of Lot 4, Section 54, Flour Bluff & Encinal Farm & Garden
Tracts, be denied on the basis that the proposed use is out of character
with the existing and future residential uses in this area.

Commissioner Blackmon stated that he wished to abstain in the matter of
the request of Mrs. Dorothy O'Kelley for an Interim Zoning Permit since he has rep-
resented the applicant in a previous zoning matter.
Motion by de Leon, seconded by Young that the recommendation of the Zoning
& Planning Commission be concurred in, and the request of Mrs. Dorothy O'Kelley for
an Interim Permit to locate a 36' x 8' house trailer on blocks with wheels attached
on Lot 3, Block 2, Haigler.Addition, at 10917 Annaville Road, be denied on the basis
that mobile homes are incompatible with the existing and future residential develop-
ment of the area.
On vote, Young and de Leon voted "Aye," Roberts and Wallace voted "Nay,"
Blackmon abstained, and the Mayor did not vote. Mayor Barnard announced the motion
had failed to pass.
Motion by Roberts, seconded by Wallace that the request of Mrs. 'Dorothy
O'Kelley for an Interim Permit be granted for a period of two years.
On vote, Mayor Barnard, Roberts and Wallace voted "Aye," Young and de Leon
voted "Nay," and Blackmon abstained.
City Attorney Singer stated, in answer to Mayor Barnard's question, that
the motion to grant the request for a period of two years was ineffective since a
motion to overrule a recommendation of the Zoning & Planning Commission requires
the affirmative vote of a majority plus one of the Council.
Mayor Barnard declared the foregoing matter to be in abeyance until it
could be considered by the full Council.
Mayor Barnard recognized Captain W. L. Baskett of the City Police Depart-
ment, who as vice-president of the Texas Safety Association, presented to the
Mayor four "BEST IN TEXAS" awards for traffic activity in this City taken from
the National Safety Council's inventory for cities of 100,000 to 200,000 in Texas.
Mayor Barnard accepted the "Best in Texas" awards to the City of Corpus Christi
for Traffic Courts, for School Traffic Safety Education, for Maintenance of Traffic
Accident Records, and for Traffic Engineering, and commended Captain Baskett for
his part in earning these awards for the City as Head of the Traffic Division of
the City Police Department.

Mayor Barnard reminded the audience that the second reading of the pro-
posed ordinance amending the City's Ele6trical Code would not be presented today,
but invited anyone who desired to be heard in this matter to come forward.
Phil Dudley, executive secretary of the South Texas Chapter of Associated
General Contractors, read and submitted a Resolution adopted August 4, 1964, by
the South Texas Chapter of the A.G.C., favoring and urging the passage of the pro-
posed amendment to Ordinance No. 2204 of the City of Corpus Christi. (Council
Exhibit #4)
Bill Tucker, Business Manager of the Electrical Workers Local #278, stated
that he lives at 1013 Driftwood and holds a Journeyman's License in the City of
Corpus Christi. He read and presented a petition signed by 489 citizens of the City,
protesting the weakening changes of Ordinance No. 2204 commonly referred to as the
Electrical Code, and requesting the matter be tabled until sufficient study and
recommendations can be made by the City Electrical Board, qualified persons such
as electrical engineers, City Electrical Inspection Section, licensed master elec-
tricians and persons who will be affected by any changes. Mr. Tucker stated that
the action announced by the Mayor at the beginning of the meeting has satisfied
the petitioners' request that the matter be tabled for study and consideration of
recommendations of the Electrical Board, and that he hoped the persons suggested
in the petition would be likewise consulted.
Mayor Barnard directed the foregoing petition received. (Petition #11)
0. D. Grider, Flour Bluff, protested against the present manner of grant-
ing master electricians licenses on the basis that they are designed and set up so
that only those the Boardwants to pass, can pass the examination, and presented
a letter asking that he be given his master's license on the basis that he has been
an electrician and doing electrical work for 38 years. (Council Exhibit #5)
E. 0. Loudon, Vice -Chairman of the Examining & Supervising Board of Elec-
tricians, spoke in defense of the Board. He stated the examinations are based
on qualifications for a master electrician, that the applicants are allowed to use
the Code Book on the part of the examinations with reference to plans, that there
is nothing unfair about the examinations, that the Board has gone so far as to

review the examination with the applicant after he has taken it and shown him the
answers. `Mr. Loudon stated that he has spent several years reviewing the Code
and studying ways of improving it; that a State license is not the answer because
although the examination would be just as rigid, after a while control will be
lost and get lax and the City will have a lot more difficulty; and that perhaps
setting up more classifications than apprentice, journeyman, and master, or perhaps
more than one grade of master license is the answer, but if the requirements for
master electrician's license are lowered, the insurance rates will be affected. Mr.
Loudon further apologized for the Board's attitude at last week's meeting, and
explained that it was a misunderstanding of the Council's intention.
Mayor Barnard explained that the Council was sorry not to have asked for
the Board's recommendations before the first reading, but that the matter has been
under discussion for some time due to complaints, and the Council felt there was
time to study the Board's recommendations before the final reading; and that the
Council acknowledged and appreciated the fine work being done by all its advisory
and appointed boards and committees.
James Hankin stated he has lived in Corpus Christi since 1942, holds a
journeyman electrician's license, that he hasn't taken the examination recently,
but that he has come as close as 3 points of passing the master's examination;
that the examination given is one for an electrical engineer, not a master electri-
cian; that if he was bidding on a job the size of the examination plan given him,
the load would be figured and he would bid according to the plan given, and that
if he didn't have a plan, he would hire an engineer to draw the plan and include
the cost in his bid. He complained that he has to get all his work from surround-
ing towns.
Howard Sudduth, attorney, suggested that perhaps two types of master
electricians, one for residential and one for industrial, would satisfy the com-
plaints.

(Council Exhibit #6), and also receipt of a communication dated August 3, 1964,
from Wm. H. Darby, Secretary of the Coastal Bend Labor Council, protesting the
proposed changes in the electrical ordinance, was acknowledged (Council Exhibit #7).
Mayor Barnard stated that all written recommendations and suggestions
would be studied and considered by the Council at its Work Shop meeting.
Howard Sudduth, attorney, noted that the proposed ordinance establishing
new fare rates for taxicabs was to be passed on an emergency basis at this meeting,
and explained that the new meters have been ordered but may not arrive and be able
to be installed immediately. Mayor Barnard stated that the ordinance would become
effective from and after its passage and publication, and suggested that Mr. Sudduth
keep in touch with City Secretary Kring as to the date that the ordinance is
published in the official newspaper.

1964, be placed on an emergency basis and be read and passed on the 5th day of
