Ray Kring Mayor Pro Tem Jim Young called the meeting to order, since Mayor James L. Barnard was delayed. The Invocation was given by the Reverend. Jimmie Williams, Pastor of Faith Chapel Pentecostal Church. City Secretary T. Ray Tiring called the roll of those in attendance. Motion. by Roberts, seconded by Maldonado and passed that the minutes of the regular meeting of August 12, 1964, at 2:00 p.m., and of the special meet- ing of the same day at 4:00 p.m., be approved as furnished to the Council. Mayor Pro Tem Young announced the pending item of the application of Thomas J. Greene, and others, to close an alley extending from 32nd Street, also known as Woodrow Street, northeasterly to a tract of land north of and adjacent to Block 387, Brooklyn Addition, said tract of land being occupied by the Lahala House, on which public hearing was held August 5, 1964. City Manager Whitney reported receipt of a request from the attorney representing the applicants that the foregoing matter be deferred for two weeks, at which time the applicants would be prepared to show definite plans for the pro- posed development of the area involved. Motion by Roberts, seconded by de Leon and passed that the applicants' request to defer consideration of the foregoing pending item for two weeks be granted. Mayor Pro Tem Young called for the City Manager's Reports. Motion by Roberts, seconded by de Leon and passed that the City Manager's Reports be accented, and the recommendations and repeats be approved and granted, as follows: a. That acceptance and approval of final payment to Slovak Brothers in the amount of $9,757.18 for construction of the Parking Facility beneath the Cross- town Fbpressway between Agnes and Laredo Streets, be approved; • City of Corpus Christi, Texas Regular Council Meeting August 19, 1964 Page 2 b. That the plans and specifications for construction of the Cullen Ditch Dam and Pump Station be approved; and authority to advertise for bids to be received on September 9, 1964, be granted; c. That amendment to the Coliseum Rate Ordinance be approved to es- tablish a fifth class for the rental of Memorial Coliseum for athletic events in which the year's contract is for a minimum of eight days during the twelve months' period, and to provide for a basic rental of $210.00 or 5% of the gross receipts after taxes, whichever is greater, and that the first and last dates' basic rental, a total of $420.00, shall be paid in advance upon execution of the con- tract, and that the percentage shall be figured at the conclusion of each of the events, and that the fifth class rate shall not apply for nights of Saturday, Sunday, holidays or day before holidays, and to provide for an option to cancel two dates out of the year's contract by mutual agreement of City and Lessee; d. That the extension for another year of the existing farm lease with George T. Smith on approximately seventeen acres of land in South Guth Park adjacent to the Oso Sewage Treatment Plant, be approved with the same conditions; e. That the appointment of Gowland and Davis, subject to concurrence of the School Board., for the annual audit of the City -School Tax records for the fiscal year ended July 31, 1964, be approved; f. That the proposed contract with Plato Brothers for their participa- tion in the cost of an outfall sewer line from the north boundary line of Inter- state 37 to a proposed package treatment plant to be constructed by the City to serve the Jackson Words area, be approved for an estimated cost to Plato Brothers of $8,469.30 for the City to construct the 10'° line, and then in accordance with the existing agreement, when 50 percent or more of their lots are connected, that reimbursement to Plato Brothers be at the rate of $32.70 per lot; g. That the contract for furnishing of 6 items of Traffic Signal Equip- ment, consisting of Controllers, Signals & Detectors, be made on the basis of low bid meeting specifications to Nunn Electric Supply Corporation in the sum of $5,898.00; (Bid Tabulation #29) h. That authority to advertise for bids to be received on September 2, 1964, on one 7 cu. yd. Slurry Machine, and on one Cab & Chassis for mounting Slurry Machine be granted; City of Corpus Christi, Texas Regular Council Meeting August 19, 1964 Page 3 i. That the purchase of three tracts of land for right of way required for the Thompson Road -Williams IYrive Ditch project be approved in the amount of $3,860.00+ to Hulen H. Hunt for Parcels No. 10 and 19, and in the amount of $1,443.75 to Palmcrest Baptist Church, Inc. for Parcel No. 11; j. That the date of September 9, 1964, at a special meeting convening at 4;00 p.m., be set for public hearing on four zoning cases; k. That the recommendation of the Zoning & Planning Commission be con- curred in, and the following Interim Zoning Permit be approved as follows: #62-114, Ira E. Hayley, to erect an all metal canopy attached to existing hamburger stand on Lot "A," Westwood Shopping Center, 9800 Leopard Street, be approved subject to the regulations of the "B-4" General Business Dis- trict; 1. That the application of Cities Service Oil Company for permit to drill Well No. 2 in State Tract 61, Corpus Christi Bay, some 1770 feet off shore and outside the prohibited area, be approved; M. That the request of the City Manager for eight or nine days' vaca- tion leave, with pay, starting August 20, 1964, be granted; and that the appoint- ment of R. Marvin Townsend as Acting City Manager during his absence, be approved. *Mayor Barnard arrived at the meeting prior to the reading of the or- dinances, and assumed the Chair. FIRST READING OF AN ORDINANCE AMENDING CHAPTER 12 OF THE CORPUS CHRISTI CITY CODE, 1958, AS AMENDED, BY AMENDING SECTIONS 12-32 AND 12-33 OF SAID CODE SO AS TO PROVIDE A SPECIAL CLASSIFICATION AND RENTAL SCHEDULE FOR SPORTING EVENTS WHEN BOOKED FOR EIGHT (8) DAYS OR MORE DURING A TWELVE (12) MONTH PERIOD BY A LESSEE AND PAYMENT OF THE FIRST AND LAST MONTHS BASIC RENTAL; PROVIDING FURTHER PROVISIONS RELATING TO SAID CLASSIFICATION AND RATE. The foregoing ordinance was read for the first time and passed to its second reading by the following vote: Mayor Blackmon, Commissioners Young, Blackmon, de Leon, Maldonado, Roberts, end Wallace all present and voting "Aye." No one appeared in response to Mayor Barnard's invitation for anyone with petitions or information for the Council to come forward and be heard. There being no further business to come before the Council, the meeting was adjourned.
