Wallace, Jr. Mayor James L. Barnard called the meeting to order and explained the pur- pose of the special meeting was for joint public hearing with the Zoning & Planning Commission on adopting the zoning maps in the newly annexed areas of the City. City Secretary T. Ray Kring called the roll of those in attendance. Motion by de Leon, seconded by Blackmon and passed that the absence of Mayor Pro Tem Jim Young be excused for cause. Tom Marshall, Chairman of the Zoning & Planning commission, certified to the presence of a quorum of the Zoning & Planning commission. Mayor Barnard announced that the City Council is cognizant of the fact that the Zoning & Planning Commission has held public hearings in the various areas to be considered and that changes have been suggested in the originw,ly proposed zoning map; and explained that proposed changes suggested at this public hearing can still be made. Mayor Barnard announced the joint public hearing of the City Council and the Zoning & Planning Commission on the permanent zoning for annexed areas being Annexed August 5, 1961, generally described as Tracts One/and Two, annexed September 15, 1962; Tract Three, Naval Air Station, annexed March 6, 1963; and Tract Four, Bridge on Ocean Drive, annexed October 30, 1963. William Anderson, Director of Planning, pointed out the proposed permanent zoning, by use of maps displayed on the walls, of the annexed areas, which were colored to represent the proposed zoning and duplicate maps colored to represent the existing land use. In answer to questions asked, or requests made with respect to specific pieces of property or areas, Mr. Anderson located the property on the map involved, pointed out the land use in the area, and explained the reasons for the proposed zoning. The following requests for changes in the proposed zoning were noted by the Council and Zoning & Planning Cc®missiona • City of Corpus Christi, Texas Special Council Meeting September 23, 1964 Page 2 H. L. Montague requested "B -k" zoning on a 105' strip of property at Interstate 37 and Violet Road, out of Lot 1, Shell Road Poultry Acres. Myrtle Pickett, representing Mrs. Betty Jane Grant Armstrong, requested "B-4" zoning on Lots 13 and 14, Block 11, Highway Village #2. Farrell D. Smith requested heavy industry zoning for a depth of 450' rather than the 300' depth indicated on the map, on property located on the north side of Leopard Street between Clarkwood Road and County Road 53-A; and requested either "B-4" or "B-1" zoning on a 3.4 acre portion of P. Hinojosa Survey #422, bounded by Up River Road and Interstate 37, approximately 600' of frontage and 200' depth directly across from West Guth Park. Mr. Anderson, Director of Planning, reported that some Commission members suggested removal of the proposed heavy industry along both sides of Clarkwood Road beginning at McNorton Road and extending south, but excluding the Southern Minerals property. This includes also the McNorton Subdivision lots which front along Clark - wood Road. He reported that the property owner on the east side of Clarkwood Road at this point had requested "FR" zoning on his property. He also reported that Mr. Winship had requested industrial zoning on the property at the east end of Block 1, McNorton Subdivision on which an existing junk yard is located, which the Commission felt was not compatible as it adjoins residential property. Mr. Anderson also re- ported receipt of a request from Hayden Head that heavy industry be extended from the Gin at Rand Morgan along the road to the City limits. Fred Brandesky requested "I-2" on all of Lot 9, Baldwin Moore Farm Lots, approximately 35 acres. Dave Coover, representing the Estate of South and Poenisch, requested "I-2" zoning on portions of Lots 7, 8, and 14, Womack Farm Lots, approximately 38.21 acres. Myrtle Pickett, representing D. W. Grant, Jr., requested "I-2" zoning along Holly Road as an extension of the proposed "I-2" zoning in Cabaniss Acres, with the remainder of Lot 8, Section 7, Bohemian Colony Lands to be zoned "FR" as indicated on the map. Milton Walton, representing Carlton Burnett, requested that the light industry zoning be re -instated on his 10 -acre tract on Saratoga Road in Kosurek Addition. • City of Corpus Christi, Texas Special Council Meeting September 23, 1964 Page 3 Al Kucera requested a continuation of the "I-2" zoning on his wife's property adjacent to the Burnett property. Dave Coover, representing John Sikora, requested "I-2" zoning on Lot 7, Section 8, Bohemian Colony Lands, that fronts on Chapman Ranch Road, to the depth of the adjacent industrial use, and "FR7 zoning for the remainder of the lot. Mr. Coover suggested industrial zoning for the other lots extending down to Saratoga Boulevard on Which are existing junk yards. Roy J. Brandesky, representing Moravian Hall, requested business zoning for the Hall at Kostoryz and Holly Roads. Also representing his father, Fred J. Brandesky, he requested light industry for the east half of Lot 1, Section 8, Bohemian Colony Lands at the intersection of Kostoryz Road and Holly Road, adja- cent to the railroad. Mr. Anderson reported that Mr. Ennis Joslin had asked for industry on a portion of his property located on the northeast corner of the intersection of Kostoryz and Holly Road. Mrs. Salter requested duplex zoning at 1501 O'Neill Street in Flour Bluff. Dave Coover, representing Frank Cech, requested "FR" zoning on Lots 9, 10, 12, and 13, Section 38, Flour Bluff &°Encinal Farm & Garden Tracts. J. B. Trimble requested "A-1" zoning on properties fronting along Talmadge Street, now proposed for duplexes. Mrs. Gladys Waldrath requested that Lot 7, Block 3, Flour Bluff Heights, be zoned so that she could locate her mobile hoarse on it. Charles Jackson, member of the Zoning & Planning Commission, called par- ticular attention to the fact that in a number of istances, an individual at the" Commission hearings had requested changes in the proposed zoning which had not been made, because the Commission felt the request involved the neighborhood, and should more properly be processed as a regular application for a change in zoning, in or- der to give the neighboring property owners specific notice of the request and an opportunity to be heard on the matter, and vas no indication that the Commission did not recommend the requested zoning. Mr. Jackson pointed out that there was a very small segment of the ownership of the area being Zoned present at this meeting. • • City of Corpus Christi, Texas Special Council Meeting September 23, 1964 Page 4 No one present desired to be heard. Motion by Blackmon, seconded by de Leon and passed that the Council recess this hearing for two weeks in order to give everyone an opportunity to be heard in this matter if they so desired. Tom Marshall announced on behalf of the Zoning & Planning Commission that the Commission's hearing on this matter was similarly recessed.
