Barnard Mayor Pro Tem Jim Young Commissioners: Jack R. Blackmon Acting City Manager R. Marvin Townsend J. R. de Leon City Attorney I. M. Singer M. P. Maldonado City Secretary T. Ray Kring W. J. Roberts W. H. Wallace, Jr. Mayor Pro Tem Jim Young called the meeting to order since Mayor James L. Barnard was delayed. City Secretary T. Ray Kring called the roll of those in attendance. Mayor Pro Tem Young announced the purpose of the special meeting for re- ceiving proposals on the purchase of $4,150,000 City of Corpus Christi, Texas, Gen- eral Improvement Bonds; the awarding of bid on same; award of contract for con- struction of the Saratoga Drainage Improvements and appropriation of funds in the amount of $55,000; authority to execute a contract for architectural services in connection with design of the Corpus Christi Museum, and appropriation of funds in the amount of $28,500; and such other business as may properly come before the Council. Mayor Barnard arrived at the meeting. Proposals were opened and read on the purchase of $4,150,000 City of Corpus Christi, Texas, General Improvement Bonds, Series 1964, from the following: Mercantile Trust Company of St. Louis and Associates; Rauscher, Pierce & Co., Inc. and Associates; Drexel & Co. and Associates; Merrill, Lynch, Pierce, Fenner & 4mith, Inc. and Associates; Harris Trust & Savings Bank and Associates; Lehman Brothers and Associates; Halsey Steward Co. and Associates; Rowles, Winston & Co. and Associates; Mercantile National Bank of Dallas and Associates; Continental Illinois National Bank & Trust of Chicago; 1st National City Bank of New York and Associates; and Morgan Guaranty Trust Co, and Associates. The foregoing proposals were referred to Director of Finance Harold Zick for tabulation and recommendation, and a brief recess was declared for this pur- pose. After a brief recess, Mayor Barnard reconvened the meeting. Director of Finance Zick reported that the most advantageous proposal for the City had been received from Morgan Guaranty Trust Co. of New York and Asso- • City of Corpus Christi, Texas Special Council Meeting October 1, 1964 Page 2 ciates, with an effective interest rate of 3.2752%; and recommended the acceptance of the foregoing proposal for the purchase of the bonds. (Bid Tabulation #32) Mayor Barnard ordered that the good faith checks of the unsuccessful bid- ders be returned at this time, and this was done. THE STATE OF TEXAS COUNTY OF NUECES CITY OF CORPUS CHRISTI : On this the 1st day of October, 1964, the City Council of the City of Corpus Christi, Texas, convened in Special Meeting, with the following members of said Council present, to -wit: Dr. James L. Barnard Mayor, W. H. Wallace, Jr. Jim Young Jack R. Blackmon : Commissioners J. R. de Leon M. P. Maldonado W. J. Roberts T. Ray Kring City Secretary with the following absent: None, constituting a quorum, at which time the follow- ing among other business was transacted; Mr. Townsend, Acting City Manager, presented for the consideration of the Council an ordinance. The ordinance was read by the City Secretary. The Mayor pre- sented to the Council a communication in writing pertaining to said proposed ordin- ance, as follows: "Corpus Christi, Texas October 1, 1964 TO THE CITY COUNCIL CORPUS CHRISTI, TEXAS Gentlemen: The public importance and pressing need for the permanent improvements to be constructed by use of the proceeds of the bonds voted at elections held on Janu- ary 28, 1961 and June 27, 1964, create an emergency and an imperative public neces- sity requiring the suspension of rules and Charter provisions requiring ordinances to be considered and voted upon at three regular meetings. I, therefore request that the City Council pass the proposed ordinance authorizing the issuance of $3,750,000 General Improvement Bonds as an emergency. You will please consider this • City of Corpus Christi, Texas Special Council Meeting October 1, 1964 Page 3 request in connection with the ordinance which has been introduced in the City Council on this subject. Commissioner Blackmon moved that the Charter provision prohibiting ordin- ances from being passed finally on the date introduced be suspended for the reasons stated in the written request of the Mayor and stated in the emergency clause of the ordinance. The motion was seconded by Commissioner Maldonado. The motion was carried by a unanimous vote by the City Council, viz: AYES: Commissioners Blackmon, Wallace, Young, de Leon, Maldonado and Roberts. - NOES: None. The Mayor requested that the records show that he voted Aye. This was done. Commissioner Roberts moved that the ordinance be passed finally. The motion was seconded by Commissioner Young. The motion was carried by the following vote: Roberts. done. AYES: Commissioners Blackmon, Wallace, Young, de Leon, Maldonado and NOES: None. The Mayor requested that the records show that he voted Aye. This was. — The Mayor announced that the ordinance had been passed. The ordinance is as follows: ORDINANCE NO. 7371 BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS, PROVIDING FOR THE ISSUANCE OF $3,750,000 CITY OF CORPUS CHRISTI, TEXAS, GENERAL IMPROVEMENT BONDS, SERIES 1964, BEARING INTEREST AT THE RATES HEREINAFTER SET FORTH, AND PROVIDING FOR THE LEVY, ASSESSMENT AND COLLECTION OF A TAX SUFFICIENT TO PAY THE INTEREST ON SAID BONDS AND TO CREATE A SINKING FUND FOR THE REDEMPTION THEREOF AT MATURITY; REPEALING ALL OR- DINANCES IN CONFLICT HEREWITH AND DECLARING AN EMERGENCY. • City of Corpus Christi, Texas Special Council Meeting October 1, 1964 Page 4 THE STATE OF TEXAS COUNTY OF NUECES CITY OF CORPUS CHRISTI : On this the 1st day of October, 1964, the City Council of the City of Corpus Christi, Texas, convened in Special Meeting, with the following members of said Council persent, to -wit: Dr. James L. The ordinance is as follows: ORDINANCE NO. 7372 BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS, PROVIDING FOR THE ISSUANCE OF $400,000 CITY OF CORPUS CHRISTI, TEXAS, PARK IMPROVEMENT BONDS, SERIES 1964, BEARING INTEREST AT THE RATES HEREINAFTER SET FORTH, AND PROVIDING FOR ME LEVY, ASSESSMENT AND COLLECTION OF A TAX SUFFICIENT TO PAY THE INTEREST ON SAID BONDS AND TO CREATE A SINKING FUND FOR THE REDEMPTION THEREOF AT MATURITY; REPEALING ALL OR- DINANCES IN CONFLICT HEREWITH AND DECLARING AN EMERGENCY. It was moved, seconded and passed that the Acting City Manager's recommend- ations be accepted and approved relative to the following: That the award of contract for construction of the Saratoga Drainage Im- provements be made on the basis of bid Items 1, 2, and 3, to Heldenfels Brothers in the amount of $49,050, and that funds be appropriated in the sum of $55,000, $49,050 is for the contract and $5,950 for contingencies; City of Corpus Christi, Texas Special Council Meeting October 1, 1964 Page 6 That the contract with Page, Southerland, Page & Whittet for architectural services in connection with the design and supervision of the Corpus Christi Museum be approved, and that funds be appropriated in the sum of $28,500. ORDINANCE N0. 7373 AUTHORIZING AND DIRECTING THE CITY MANAGER, FOR AND ON BEHALF OF THE CITY OF CORPUS CHRISTI, TO EXECUTE A CONTRACT WITH HELDENFELS BROTHERS FOR CONSTRUCTION OF THE SARATOGA DRAINAGE IMPROVEMENTS, PROJECT N0. 295-64-37.1, SAID CONTRACT TO BE AWARD- ED ON THE BASIS OF BID ITEMS 1, 2 AND 3; APPROPRIATING OUT OF N0. 295 STORM SEWER BOND FUND THE SUM OF $55,000.00, OF WHICH AMOUNT $+9,050.00 IS FOR THE CONSTRUCTION CONTRACT, AND $5,950.00 IS FOR CONTINGENCIES, INCLUDING ENGINEERING AND LEGAL AD- VERTISING COSTS; AND DECLARING AN EMERGENCY. The Charter rule was suspended and the foregoing ordinance was passed by the following vote: Barnard, Young, Blackmon, de Leon, Maldonado, Roberts, and Wallace all present and voting "Aye." ORDINANCE NO. 7374 AUTHORIZING AND DIRECTING THE CITY MANAGER, FOR AND ON BEHALF OF THE CITY OF CORPUS CHRISTI, TO EXECUTE A CONTRACT WITH PAGE, SOUTUERLAND, PAGE & WEri w1 FOR ARCHITEC- TURAL SERVICES IN CONNECTION WITH THE DESIGN AND SUPERVISION OF THE CORPUS CHRISTI MUSEUM, DESIGNATED AS PROJECT NO. 207-64-5, A COPY OF WHICH CONTRACT IS ATTACHED HERETO AND MADE A PART HEREOF; APPROPRIATING OUT OF N0. 207 BOND FUND THE SUM OF $28,500.00, OF WHICH AMOUNT $28,000.00 IS FOR THE ARCHITECTURAL FEES AND $500.00 IS FOR LABORATORY TESTING, EPC.; AND DECLARING AN EMERGENCY. The Charter rule was suspended and the foregoing ordinance was passed by the following vote: Barnard, young, Blackmon, de Leon, Maldonado, Roberts, and Wallace all present and voting "Aye." There being no further business to come before the Council, the special meeting was adjourned.
