Mayor James L. Barnard called the meeting to order.
The Invocation was given by the Reverend A. Arnott Ward, minister of
Jackson Woods Presbyterian Church.
City Secretary T. Ray Kring called the roll of those in attendance.
Motion by Young, seconded by Maldonado and passed that the minutes of
the regular meeting of November 4, 1964, be approved as furnished to the Council.
Mayor Barnard welcomed as special guests of the Council, representatives
of the Student Council of Tom Browne Junior High School, their sponsor Mrs. LaVille
Cox, and principal Mr. C. E. Haynes, and Commissioner Roberts presented Certificates
of Attendance designating them as Honorary Junior City Commissioners to the follow-
ing: Ronnie Grant; Cindy Campbell; Nancy Henderson; and Ricky Grett.
Mayor Barnard read a proclamation relative to NATIONAL OSTEOPATHIC
FOUNDATION CHRISTMAS SEALS DAY in Corpus Christi, November 12, 1964; accepted by
Mrs. D. H. Rause and Mrs. David L, Bruce.
Mayor Barnard asked for one minute of silence in the Council Chamber in
commemoration of Veterans' Day.
Mayor Barnard announced the Council desired to make some appointments to
Boards and Committees; explained that the Board and Committee Chairmen now meet
once a month with the Mayor; and that he wished to publicly thank those who have
served on the various boards and committees and have rendered such creditable
service to the City.
The following nominations were made without opposition: Commissioner
Blackmon nominated for reappointment to the Airport Board of Adjustment, Robert E.
Schneider, William Whittet, and Dr. J. E. Upshav; Commissioner Wallace nominated
for appointment to the Building Code of Appeals, Houston McElhaney, Vernon Smith,
and Robert E. Reesman; Mayor Pro Tem Young nominated for appointment to the
Citizens Advisory Health and Welfare Board, Elmer C. Janes, Dr. Everett Holt, and

Reverend A. Arnott Ward; Commissioner de Leon nominated for appointment to the
Examining & Supervising Board of Plumbers, Joe Winston; Commissioner Maldonado
nominated for appointment to the Golf Advisory Board, Roy Best; Commissioner
Roberts nominated for reappointment to the City Solicitations Commission, William
D. Bonilla and Henry Schlenk, and for appointment, Tom C. Walker; and Commissioner
de Leon nominated Baxter Jackson as Special Consultant to the Building Code of
Appeals.
On vote, the foregoing nominations were unanimously approved and confirmed,
and Mayor Barnard presented Certificates of Appointment to those who were present,
the others to be mailed.
Mayor Barnard announced the opening of bids.
Bids were opened and read on 3 Lots of Irrigation Equipment from the
following; Alamo Iron Works; Goldthwaite's; Joseph T. Ryerson & Sons, Inc.; South-
western Plastic Co.; South Texas Lawn Sprinkler Co.; Weathermatic Division of
Telsco Industries; McAllen Pipe & Supply Co.; Watson Distributing Co.; Venable
Sprinkler Sales; Kraloy Chemtrol; March Irrigation Supply Co.; Stewart & Stevenson;
and Valley Pumps, Inc.
The foregoing bids were tabled for 48 hours as required by City Charter,
and referred to the City Manager for tabulation and recommendation.
The bid of Watson Distributing Co., Inc., the only bid received on four
3 -Wheel Motor Vehicles, was opened and read.

Mayor Barnard called for the City Manager's Reports.
Motion by Wallace, seconded by Roberts and passed that the City Manager's
Reports be accepted, and the recommendations and requests be approved and granted,
as follows:
a. That the transfer of funds in the amount of $2,153.41 from the Sewer
Bond Fund to the Sewer Operating Fund to cover funds previously advanced for the
cost of construction of the McBride Lane Sanitary Sewer Extension, Erin to Inter-
state Highway 37, be approved;
b. That the award of bid on Uniform Rental Service on the basis of low

bid meeting specifications, to Texas Industrial Laundries for a 72 -week contract
for 47 employees receiving 3 uniforms a week for a total of $6,971.04 based on
twice a week service, be approved; (Bid Tabulation #40)
c. That a contract with the firm of Christian, Bright & Pennington for
architectural services to extend utilities into the Coliseum and to act as con-
sultant on the project for a flat fee of $800.00, be approved; and that a contract
with the same firm for architectural services to erect certain portable partitions
in Exposition Hall on a like basis determined by the amount of work performed, be
approved;
d. That the plans and specifications for construction of Everhart Road
Improvements, from the railroad near Holly Road to Saratoga Boulevard, be approved;
and that the request for authority to advertise for bids to be received on Decem-
ber 2, 1964, be granted;
e. That the date of November 18, 1964, during the regular meeting, be
set for public hearing on the application of Sirtex Oil Industry, Inc. for Permit
to Drill and Operate Wella Nos. 6 and 13, F. Quiroz Lease, Nueces County;
f. That the date of November 18, 1964, during the regular meeting, be
set for public hearing on the application of Socony Mobil Oil Co. for Permit to
Drill and Operate Well No. 7, Weil "C" Lease, Saxet Field, Nueces County.
Commissioner de Leon requested that the ordinance concerning the closing
of the alley in Block 387, Brooklyn Addition, be considered separately, and Mayor
Barnard directed this ordinance be read last.
ORDINANCE NO. 7413
APPROPRIATING OUT OF NO. 250 SANITARY SEWER BOND FUND THE SUM OF $2,153.41 FOR CON-
STRUCTION OF THE McBRIDE LANE SANITARY SEWER EXTENSION, ERIN TO INTERSTATE HIGHWAY
#37, PROJECT NO. 250-61-40, BY CITY FORCES; AUTHORIZING THE REIMBURSEMENT OF NO. 109
SEWER FUND FOR ALL AMOUNTS PREVIOUSLY ADVANCED FOR THE ABOVE PROJECT; AND DECLARING
AN EMERGENCY.
The Charter rule was suspended and the foregoing ordinance was passed by
the following vote; Barnard, Young, Blackmon, de Leon, Maldonado, Roberts, and
Wallace all present and voting "Aye."
FIRST READING OF AN ORDINANCE AUTHORIZING AND DIRECTING THE CITY MANAGER TO EXECUTE
A LEASE FOR THREE YEARS WITH CORPUS CHRISTI COUNCIL FOR RETARDED CHILDREN FOR RENTAL
OF PARKWAY HOUSE FOR GIRLS FOR $1.00 PER YEAR AND OTHER CONSIDERATION, A COPY OF
WHICH LEASE IS ATTACHED HERETO AND MADE A PART HEREOF.

The foregoing ordinance was read for the first time and passed to its
second reading by the following vote: Barnard, Young, Blackmon, de Leon, Maldonado,
Roberts, and Wallace all present and voting "Aye."
ORDINANCE NO. 7414
AMENDING THE CORPUS CHRISTI CITY CODE, 1958, AS AMENDED, BY AMENDING SECTION 24-12
SO AS TO PROVIDE THAT WELLS MAY BE DUALLY OR MILTit'LY COMPLETED IN ONE WELL BORE
AFTER APPLICATION AND APPROVAL BY 1'Hh CITY COUNCIL; REPEALING ALL ORDINANCES IN
CONFLICT HEREWITH; PROVIDING A SAVINGS CLAUSE; PROVIDING FOR PUBLICATION; AND DE-
CLARING AN EMERGENCY.
The Charter rule was suspended and the foregoing ordinance was passed by
the following vote: Barnard, Young, Blackmon, de Leon, Maldonado, Roberts, and

ORDINANCE N0. 7415
AUTHORIZING AND DIRECTING THE CITY MANAGER, FOR AND ON BEHALF OF THE CITY OF CORPUS
CHRISTI TO EXECUTE A LEASE AGREEMENT BY AND BETWEEN TILL CITY OF CORPUS CHRISTI AND
THE VETERANS OF FOREIGN WARS, POST NO. 5398, CORPUS CHRISTI, TEXAS, FOR A PORTION
OF THE CORPUS CHRISTI ARMORY PROPERTY, LOCATED AT 447 RAMSEY STREET, CORPUS CHRISTI,
NUDGES COUNTY, TEXAS, FOR THE PURPOSE OF MAINTAINING AND OPERATING A BOY SCOUT HUT,
A COPY OF SUCH LEASE AGREEMENT BEING ATTACHED HERETO AND MADE A PART HEREOF; AND
DECLARING AN EMERGENCY.
The Charter rule was suspended and the foregoing ordinance was passed by

AUTHORIZING AND DIRECTING THE CITY MANAGER, FOR AND ON BEHALF OF THE CITY OF CORPUS
CHRISTI, TO EXECUTE AND DELIVER AN ARCHITECTURAL CONTRACT BETWEEN THE CITY AND THE
ARCHITECTURAL FIRM OF CHRISTIAN, BRIGHT & PENNINGTON CONCERNING INSTALLATION OF
ADDITIONAL UTILITIES IN THE COLISEUM, AS OUTLINED IN "A FACILITIES SURVEY FOR THE
MEMORIAL COLISEUM & EXPOSITION HALL", DATED JULY, 1962, ALL AS MORE FULLY SET OUT
IN THE ARCHITECTURAL CONTRACT, A COPY OF WHICH IS ATTACHED HERETO AND MADE A PART
HEREOF; AND DECLARING AN EMERGENCY.

AUTHORIZING AND DIRECTING THE CITY MANAGER, FOR AND ON BEHALF OF THE CITY OF CORPUS
CHRISTI, TO EXECUTE AND DELIVER AN ARCHITECTURAL CONTRACT BETWEEN THE CITY AND THE
ARCHITECTURAL FIRM OF CHRISTIAN, BRIGHT & PENNINGTON CONCERNING ERECTION OF PORTABLE
PARTITIONS IN EXPOSITION HALL, ALL AS MORE FULLY SET FORTH IN THE CONTRACT, A COPY
OF WHICH IS ATTACHED HERETO AND MADE A PART HEREOF; AND DECLARING AN EMERGENCY.

With reference to the ordinance concerning the closing of the alley in
Block 387, Brooklyn Addition, Commissioner de Leon stated that he felt if the
Council closed this alley, it will be setting a precedent hard to stop, and possibly
unfair to stop.
SECOND READING OF AN ORDINANCE CLOSING THE ALLEY IN BLOCK 387, BROOKLYN ADDITION TO
CITY OF CORPUS CHRISTI EXTENDING FROM 32ND STREET, ALSO KNOWN AS WOODROW STREna,
NORTHEASTERLY TO A TRACT NORTH OF AND ADJACENT TO BLOCK 387, BROOKLYN ADDITION TO
THE CITY OF CORPUS CHRISTI, NUECES COUNTY, TEXAS, SUBJECT TO CERTAIN CONDITIONS AND
PERFORMANCE OBLIGATIONS; AUTHORIZING THE CITY MANAGER TO EXECUTE A QUITCLAIM 1)10:1)
UPON COMPLIANCE WITH CERTAIN CONDITIONS.
The foregoing ordinance was read for the second time and passed to its
third reading by the following vote: Barnard, Young, Roberts, and Wallace present
and voting "Aye," and Blackmon, de Leon, and Maldonado present and voting "Nay."
Horner J. Moore, group chairman of the Oil, Chemical & Atomic Workers,
Local 1+31+3, presented and read a petition of the Hess Company OCAW workers on strike,
relative to an incident of last Saturday afternoon and evening for which they re-
quested a fair investigation and an eimmsnation of the question of the propriety
of police officers acting as strike breakers on their off-duty time. (Petition ,14)
Mayor Barnard ordered the petition received, and with the approval of the
Council, referred the matter to the City Manager for investigation and report back
to the Council.
There being no further business to come before the Council, the meeting
was adjourned.
