REGULAR COUNCIL MEETING
November 25, 1964

Mayor James L. Barnard called the meeting to order.
The Invocation was given by the Reverend John C. Jackson, Pastor of
Forrest Park Baptist Church.
City Secretary T. Ray Kring called the roll of those in attendance.
Motion by de Leon, seconded by Wallace and passed that the absence of
Commissioner M. P. Maldonado be excused for cause.
Motion by Roberts, seconded by de Leon and passed that the minutes of
the special meeting of November 17th at 7:30 p.m., and of the regular meeting of
November 18th, 1964, at 2:00 p.m. be approved as furnished to the Council.
Mayor Barnard recognized and welcomed as special guests of the Council,
representatives of the Student Council of Robert Driscoll Junior High School, and
their sponsor Mrs. Youngman, and Commissioner Blackmon presented Certificates of
Attendance, designating them as Honorary Junior City Commissioners, to the follow-
ing: Anna Garcia; Deryl Holland; Debbie Hoeber; Hattie Wells; Judy Smith; and
George Mabry.
Mayor Barnard called for the City Manager's Reports.
Motion by Young, seconded by Blackmon and passed that the City Manager's*
Reports be accepted, and the recommendations and requests be approved and granted
as follows:
a. That the award of bid on three 3=Wheel Motor Vehicles for the Traffic
Engineering Division be made to Watson Distributing Co, for $1,595.00 per unit; and
that the award of bid on the pick-up type of motor vehicle for the Oso Golf Course
be deferred for further study; (Bid Tabulation #40)
b. That authority to advertise for bids to be received on December 9,
1964, on 6100' of 20" Cast Iron, Ductile Iron and/or Asbestos Cement Pipe be grant-
ed;
c. That the offer of the Planned Building Corporation to purchase a
10' strip of excess right of way on the east side of Alameda previously acquired

for the extension of Brawner Parkway, at the appraised value of $1070 per square
foot, for a total of $2,088.45 be approved;
d. That the deductive ChengeOrder to Burtex Constructors in connection
with the construction of the Se L. Allison Sewage Plant in the amount of $9,500.00
be approved.
Mayor Barnard asked if anyone of the Council desired to have the third
reading of the ordinance relative to the closing of the alley in Block 387, Brook-
lyn Addition deferred in view of the absence of one of the Council members; and
Commissioner de Leon stated that he had taken a closer look at the suggested plan
of the City for the development of Corpus Christi Beach, and since it does not in-
clude this particular block, he no longer is opposed to the closing; and requested
that the ordinance be read for the final time,
THIRD READING OF AN ORDINANCE:
ORDINANCE NO. 7419
CLOSING THE ALLEY IN BLOCK 387, BROOKLYN ADDITION TO THE CITY OF CORPUS CHRISTI EX-
TENDING FROM 32ND STREET, ALSO KNOWN AS WOODROW STREET, NORTHEASTERLY TO A TRACT
NORTH OF AND ADJACENT TO BLOCK 387, BROOKLYN ADDITION TO THE CITY OF CORPUS CHRISTI,
NUECES COUNTY, TEXAS, SUBJECT TO CERTAIN CONDITIONS AND PERFORMANCE OBLIGATIONS;
AUTHORIZING THE CITY MANAGER TO EXECUTE A QUITCLAIM DEED UPON COMPLIANCE WITH CER-
TAIN CONDITIONS.
The foregoing ordinance was read for the third time and passed finally by the fol-
lowing vote: Barnard, Young, Blackmon, de Leon, Roberts, and Wallace all present
and voting "Aye," with Maldonado absent.
SECOND READING OF AN ORDINANCE MAKING IT UNLAWFUL FOR ANY PERSON, FIRM, ASSOCIATION,
OR CORPORATION TO WITHHOLD FROM OR DENY ANY PERSON BECAUSE OF RACE, COLOR OR ETHNIC
ORIGIN, ANY OF THE ADVANTAGES, FACILITIES OR SERVICES OFFEREE TO THE GENERAL PUBLIC
BY A PLACE OF PUBLIC ACCOMMODATION; DEFINING THE TERMS USED IN THIS ORDINANCE; PRO-
VIDING FOR THE APPOINTMENT OF A HUMAN RELATIONS ADMINISTRATOR; ESTABLISHING ADDI-
TIONAL DUTIES FOR THE HUMAN RELATIONS COMMITTEE; SETTING FORTH RESTRICTIONS APPLIC-
ABLE TO THE SUBJECT; PROVIDING FOR PENALTY; PROVIDING A SEVERABILITY CLAUSE; RE-
PEALING ALL ORDINANCES OR PARTS OF ORDINANCES 7N CONFLICT HEREWITH; AND PROVIDING
FOR PUBLICATION.
The foregoing ordinance was read for the second time and passed to its third read-
ing by the following voted Barnard, Young, Blackmon, de Leon, Roberts, and Wallace
all present and voting "Aye," with Maldonado absent.
Rev. Jerry Evans, Peary Place Methodist Church, commented that he had
found the City of Corpus Christi progressive in the field of human relations since
his arrival in 1963, and felt the passage of the foregoing ordinance was another ex-
ample of the Council's effort to take steps in an orderly fashion.

AUTHORIZING AND DIRECTING THE CITY MANAGER TO EXECUTE AND DELIVER A WARRANTY DEED
CONVEYING THE SOUTH 10 FEED OF LOT 36, BLOCK 817, PORT ARANSAS CLIFFS, REPLATTED
AS LOT 36A, IN SAID BLOCK 817, PORT ARANSAS CLIFFS, IN THE CITY OF CORPUS CHRISTI,
NUECES COUNTY, TEXAS, BY PLAT DATED NOVEMBER 20, 1964, FOR THE CASH CONSIDERATION
OF $2,088.45 TO BE PAID UPON DELIVERY OF DEED BY GRANTEE, "THE PLANNED BUILDING
CORPORATION', A TEXAS CORPORATION; AND DECLARING AN EMERGENCY.
The Charter rule was suspended and the foregoing ordinance was passed by
the following vote: Barnard, Young, Blackmon, de Leon, Roberts, and Wallace all
present and voting "Aye," with Maldonado absent.
Paul Simpson presented a petition which was read to the Council of approx-
imately nineteen signatures of residents in the area of the Hess Oil & Chemical
Corp. plant, protesting the night patrolling of this resiiential area by armed off-
duty policemen and Hess company guards in unmarked cars, and requesting that since
efforts -to convince the Hess company management that these patrols are a threat to
the neighborhood have been unsueceseful, that the City use its power to restrict
the Hess Oil & Chemical Corp, patrols to the actual limitations of the plant
boundaries, and further requesting that any off-duty policemen or guards patrol-
ling this plant be forced to leave their guns at home. (Petition #15)
Several residents described the manner in which unidentified people
carrying guns were trespassing on private property and disturbing the peace of the
neighborhood, and expressed their feeling that there is a conflict of interest when
policemen, who are being paid by the City to protect its citizens, are at the same
time being employed by a plant that is outside the City limits to patrol the City
streets, and contended that these policemen are being employed as strikebreakers
to intimidate the picketers.
Mayor Barnard explained that in the City Manager's report to the Council
on this matter he had stated that the Police Chief is in control of all policemen
twenty-four hours a day, whether on duty or off duty, that his investigation of
conditions in the area indicated there was no necessity to spend extra money for
overtime for police patrols, and that should an incident occur, radio controlled
City police cars can be dispatched within minutes to any area. Mayor Barnard
stated further that he had made a personal investigation on two nights and found
no evidence of peace disturbance in the area.

William Bennett, 101 First Avenues presented a letter protesting the
police replacing local businessmen on their Jobe, and the private employment of
City police in strike situations. (Petition #16)
Motion by Blackmon, seconded by de Leon and passed that the meeting be
recessed for a few minutes for the Council to dellberate on this matter.
Following a short recess, Mayor Barnard reconvened the meeting, and stated
that the Council feels the matter of the strike is not a proper matter for the City
government to be involved in, but does feel it's responsibility is to protect the
public, to maintain law and order on our streets and within the City of Corpus
Christi, and that the Council's discussion during the recess was along these lines.
Motion by Wallace, seconded by de Leon and passed that the City Council
instruct the City Manager to instruct the Police Chief to hire whatever extra man-
hours of police is necessary to provide radio patrols in the area in question to
whatever extent is necessary to maintain law and order, in the str.icteet meaning
of the terms,
Commissioner Blackmon explained that this work would be done by uniformed
police officers in marked vehicles, in whatever manner and extent the City Manager
and Police Chief felt was required or necessary; and Mayor Barnard emphasized that
the Council was not taking sides in the matter of the strike, andtold the student
guests in the audience that they had gust witnessed a good example of democracy in
action.
There being no further business to come before the Council., the meeting
was adjourned.
