Motion to amend prior to second reading by substitution of a revised ordinance
which establishes a effective date of February 15, 1999, provides for permit
revocation appeal to the City Manager, defines "territorial jurisdiction" and provides
for penalties consistent with the Commercial and Industrial Waste Disposal
Ordinance.
