Wallace, Jr. MINUTES CITY OF CORPUS CHRISTI, TEXAS SPECIAL COUNCIL MEETING April 6, 1965 4.45 p.m. City Manager Herbert W. Whitney City Attorney I. M. Singer City Secretary T. Ray Kring Mayor James L. Barnard called the meeting to order and announced the purpose of the special meeting. Commissioner de Leon gave the Invocation. City Secretary T. Ray Kring called the roll of those in attendance. Motion by Wallace, seconded by Young and passed that the minutes of the regular meeting of March 31, 1965, be approved as furnished to the Council. Mayor Barnard reported briefly on his trip to the White House in Wash- ington at the invitation of President Johnson to the mayors and their wives of cities of 100,000 population or over, for discussion of problems of health, edu- cation, and welfare, and the Federal programs available related to these things with Vice President Humphrey and his Committee on Urban Affairs. Mayor Barnard mentioned he was glad to note that most of the problems discussed are being very well handled by this community. Mayor Barnard brought up the pending item of the Maritime Union's res- olution in protest of the proposed closing of the U.S. Public Health facilities. After a brief discussion, it was agreed that the matter should have more study than could be given at this time, and that this item should be passed on to the new Council for consideration. Mayor Barnard brough up the pending item of Application #265-9, Gas House, Inc., for change of zoning from "R -1B" One -family Dwelling District to "B-1" Neighborhood Business District on all of Lots 9 and 10, Block 1, Sunflower Addition #2, on which public hearing was held March 31, 1965, Motion by Wallace,, seconded by Blackmon and passed that the recommenda- tion of the Zoning & Planning Commission be concurred in, and the request for change of zoning be denied. Mayor Barnard brought up the pending item of Application #365-3, Lowell W. Benefield, for change of zoning from "R -1B" One -family Dwelling District to Minutes City of Corpus Christi, Texas Special Meeting April 6, 1965 Page 2 "B-1" Neighborhood Business District on Tract I, a portion of Lot 2, Oso Farm Tracts, being also known as a portion of Block 2, Gray Village #2, being that property located on the southwest corner of the intersection of McArdle Road and Everhart, extending 186.4 feet in a southwesterly direction along Everhart Road and 157.96 feet in a northwesterly direction along McArdle Road; and for change of zoning from "R -1B" One -family Dwelling District to "A-1" Apartment House District on Tract II, a portion of Lot 2, Oso Farm Tracts, being also known as a portion of Block 2, Gray Village #2, being that property located on the southwest right of way line of McArdle Road, beginning at a point 157.96 feet northwest of the southwest corner of the intersection of Everhart Road and McArdle Road, extending 120 feet in a nortlwesterly direction along McArdle Road for the frontage and 186.4 feet in a southwesterly direction from McArdle Road for the depth, on which public hearing was held March 31, 1965. The zoning and land use of the area, and the location of properties from which written protests had been filed, and the reasons for opposition were reviewed, and discussed. Motion by de Leon, seconded by Young that the recommendation of the Zoning & Planning Commission be concurred in, and the application be approved as submitted for both tracts. On vote, de Leon, Young, and Maldonado voted "Aye," and Wallace, Blackmon, and Barnard voted "Nay," and the Chair declared the motion failed. Motion by de Leon, seconded by Maldonado that this application be tabled for further study. On vote, de Leon, Maldonado, and Barnard voted "Aye," and Wallace voted "Nay," and Young did not vote, and the Chair declared the motion to table had passed. ORDINANCE NO. 7534 AMENDING 1E/. City Manager Whitney presented the Tax Error & Correction List for the month of October, 1964, and recommended that it be approved. Motion by de Leon, seconded by Young and passed that the Tax Error & Correction List for October, 1964, be approved. City Manager Whitney reported that a check of the pending zoning cases indicated there were sixteen applications since December of 1962 which have been approved for change of zoning subject to conditions such as proper platting, erection of fencing, or landscaping, and suggested that it might be in order for the applicants to be notified and given a reasonable period of time in which to comply with the conditions. Mayor Barnard directed, with the unanimous consent of the Council, that the applicants of pending zoning cases which have been approved for change of zoning, be advised of this and given a reasonable amount of time to comply with the conditions imposed. There being no further business to come before the Council, the special meeting was adjourned.
