MINUTES
CITY OF CORPUS CHRISTI, TEXAS
REGULAR COUNCIL MEETING
April 7, 1965

Mayor James L. Barnard called the meeting to order.
The Invocation was given by the Reverend Ron Thomson, Assistant Rector,
Church of the Good Shepherd.
City Secretary T. Ray Kring called the roll of those in attendance.
Mayor Barnard, speaking for those members of the Council who are retir-
ing from office, made a statement to the effect that they have enjoyed their service
to the City; that they are ready, willing, and able to be of service in any way
the new Council finds need for them; that the public has a way of being right, and
has spoken wisely; that those who did not win will get behind those who did win
with full support for the future glory of our wonderful city; and offered sincere
congratulations to those elected. Mayor Barnard, on behalf of the Council, ex-
pressed thanks to Mr. Whitney, Mr. Singer, Mr. Kring, and to the City Staff who
serve the City so well; and told the new Council that one thing they will find
out and come to appreciate and admire while serving on the City Council is that
the City Staff performs their tasks well and admirably.
City Secretary Kring read from the official election returns the number
of votes each candidate for office received, and declared the results of the
election as follows: For Mayor, Dr. McIver Furman; for Commissioners, Jack
Blackmon, Patrick J. Dunne, Dr. P. Jimenez, Ren McDaniel, Ronnie Sizemore, and
Wm. H. Wallace.
ORDINANCE N0. 7542
CANVASSING RETURNS AND DECLARING THE RESULTS OF THE GENERAL ELECTION FOR THE PUR-
POSE OF ELECTING THE MAYOR AND COMMISSIONERS OF THE CITY OF CORPUS CHRISTI HELD
ON THE 6TH DAY OF APRIL, 1965; AND DECLARING AN EMERGENCY.
The Charter rule was suspended and the foregoing ordinance was passed
by the following vote: Barnard, Young, Blackmon, de Leon, Maldonado, Roberts, and
Wallace all present and voting "Aye."

Mayor Barnard introduced the honorable Paul A. Martineau, Judge of the
28th District Court, to administer the Oaths of Office to the new Council; and
asked the new Mayor and Council to come forward and accept their seats at the Council
Table.
Judge Martineau, after administering the Oaths of Office to the new
Mayor and Council, charged them as follows: "The people of Corpus Christi have placed
in you a trust. Have the courage of your own convictions, and do what you think
is best for the people of Corpus Christi. My congratulations."
Mayor Furman made a short speech in appreciation of the honor of being
elected as Mayor, pledged the Council to do all in its power to see that our city
retains its beauty and continues in its progressive way for the greatest develop-
ment it has ever had, and called on the citizens to help the Council in these
things as their rightful duty as citizens.
Mayor Furman called on each of the new Council in turn to say a few
words, and each expressed their appreciation and thanks to those who had supported
them and worked for their election to office, and offered their full cooperation
for the good of all of the people of Corpus Christi.
Mayor Furman spoke a few words of special tribute to the retiring
Council in grateful appreciation for their dedicated service to the community, and
asked the audience to give them a standing show of appreciation, which was done.
Mr. Maldonado and Mr. Roberts each served eight years on the Council; Dr. Jimmy
Barnard served six years, the last two so admirably as Mayor; and Mr. Young and
Mr. de Leon each served four years. Members of the Council retiring from office
were presented with their name plates from the Council table.
Mayor Furman called the newly installed Council to order.
Commissioner Patrick J. Dunne placed in nomination the name of Jack R.
Blackmon for the office of Mayor Pro Tem. Commissioner Wm. H. Wallace seconded
the nomination, and moved that.the nominations cease and Mr. Blackmon be elected
Mayor Pro Tem by acclamation. This was done, and the Chair declared Jack R. Black-
mon as Mayor Pro Tem.
Mayor Furman recognized Mack Smith, local president of the Coastal Bend
Retail Lumber Association, who presented two copies of the reference manual of
Construction Methods and Materials for the City's Building Department and the City

Library, and introduced Bill Butler, past president of the Association, under whose
administration the Manual was developed.
City Manager Whitney reported that bids were received on March 31, 1965,
for construction of the McBride Lane Storm Sewer, Unit II, and recommended that
the award of contract be made to Heldenfels Brothers in the amount of $158,881.00
being the low bid submitted, and that the amount of $166,000.00 be appropriated to
cover the construction contract and contingencies, including Engineering, Inspec-
tion, Laboratory Testing and Legal Advertising. (Approved by Ordinance No. 7545
which follows)
City Manager Whitney reviewed for the benefit of the new Council members,
the reasons for the third reading of each of two ordinances on the agenda, and the
effect of each; explained that these two ordinances had been tabled until this
meeting due to the moratorium; and recommended that they be passed on third and
final reading at this time.
ORDINANCE NO. 7543
THIRD READING OF AN ORDINANCE AMENDING ORDINANCE NO. 7085, AND THE CONTRACT AND
LEASE AGREEMENT AUTHORIZED BY THE SAID ORDINANCE NO. 7085, BETWEEN THE CITY OF
CORPUS CHRISTI AND THE CORPUS CHRISTI COUNCIL OF GARDEN CLUBS, INC., SO AS TO
PROVIDE FOR HEATING AND AIR CONDITIONING OF THE GARDEN CLUB BUILDING SITUATED IN
CORPUS CHRISTI NATURE CENTER PARK, IN THE CITY OF CORPUS CHRISTI, TEXAS, BY THE
CITY WITH REIMBURSEMENT OF SUCH COSTS TO BE MADE BY CORPUS CHRISTI COUNCIL OF
GARDEN CLUBS, INC., AND SETTING FORTH THE TERMS AND CONDITIONS FOR SAID INSTALLA-
TION, ALL AS MORE FULLY SET OUT IN THE AMENDED CONTRACT AND LEASE AGREEMENT, A
COPY OF WHICH IS ATTACHED HERETO AND MADE A PART HEREOF; KEEPING IN EFFECT ALL
OTHER PROVISIONS OF ORDINANCE NO. 7085, PASSED AND APPROVED BY THE CITY COUNCIL
ON NOVEMBER 20, 1963.
The foregoing ordinance was read for the third time and passed
finally by the following vote: Furman, Blackmon, Dunne, Jimenez, McDaniel,
Sizemore and Wallace, all present and voting "Aye."
ORDINANCE NO. 7544
AUTHORIZING AND DIRECTING THE CITY MANAGER TO EXECUTE FOR AND ON BEHALF OF THE
CITY, AN OIL AND GAS LEASE ON 10.243 ACRES, MORE OR LESS, LOCATED IN NUECES COUNTY,
TEXAS, AT THE SAVAGE LANE WATER RESERVOIR AND PUNT STATION, WITH BELL b. DANSFIELL
OF CORPUS CHRISTI, FOR A FIVE-YEAR PEEIOD, BEGINNING APRIL , 1965, AND EXPIR-
ING FIVE YEARS HENCE, FOR A CASH BONUS IN ADDITION TO ALL OTHER CONSIDERATION SET
OUT IN THE LEASE FORM TO BE PAID IN ADVANCE, ALL AS MORE FULLY SET OUT IN THE
LEASE AGREEMENT, A COPY OF WHICH IS ATTACHED HERETO AND MADE A PART HEREOF.
The foregoing ordinance was read for the third time and passed finally
by the following vote: Furman, Blackmon, Dunne, Jimenez, McDaniel, Sizemore and
Wallace, all present and voting "Aye."

ORDINANCE NO. 7545
AUTHORIZING AND DIRECTING THE CITY MANAGER, FOR AND ON BEHALF OF THE CITY OF
CORPUS CHRISTI, TO EXECUTE A CONTRACT WITH HELDENFELS BROTHERS FOR CONSTRUCTION
OF THE McBRIDE LANE STORM SEWER, UNIT II, PROJECT N0. 295-61-21.2, TO BE CONSTRUCTED
IN McBRIDE LANE FROM THE SOUTH RIGHT OF WAY LINE OF INTERSTATE 37 TO APPROXIMATELY
300 FEET SOUTH OF HIGHWAY 9, IN THE CITY OF CORPUS CHRISTI, NUECES COUNTY, TEXAS;
APPROPRIATING OUT OF N0. 295 STORM SEWER BOND FUNDS THE SUM OF $166,000, OF WHICH
AMOUNT $158,881 IS FOR THE CONSTRUCTION CONTRACT AND $7,119 IS FOR CONTINGENCIES,
INCLUDING ENGINEERING, INSPECTION, LABORATORY TESTING AND LEGAL ADVERTISING;
AND DECLARING AN EMERGENCY.
The Charter rule was suspended, and the foregoing ordinance was
passed by the following vote: Furman, Blackmon, Dunne, Jimenez, McDaniel,
Sizemore and Wallace all present and voting "Aye."
Mayor Furman called for petitions or information from the audience on
matters not scheduled on the agenda.
Sam Main, on behalf of the New Party, extended congratulations to Mayor
Furman and the new Council, and offered their services to work with and cooperate
in any way they can for the good of the City. Mayor Furman expressed the Council's
appreciation, and said he felt sure the Council could count on Mr. Main for the
betterment of the City.
Mayor Furman invited first the members of the retired Council, and then
those of the new Council to introduce the members of their family who were present.
This was done.
There being no further business to come before the Council, motion by
Wallace, seconded by Blackmon and passed that the meeting be adjourned.
