CITY OF CORPUS CHRISTI, TEXAS
REGULAR COUNCIL MEETING
April 21, 1965

Mayor McIver Furman called the meeting to order.
The. Invocation was given by the Reverend Claus H. Rohlfs, of St. John's
Methodist Church.
City Secretary T. Ray Kring called the roll of those in attendance.
Motion by Blackmon, seconded by Dunne and passed that the minutes of the
regular meeting of April 14, 1965, be approved as furnished to the Council.
Motion by Blackmon, seconded by Dunne and passed that the absence of Commissioner
Wm. H. Wallace be excused for cause.
Mayor Furman called for the opening of bids.
Bids were opened and read on construction of the Turkey Creek Interceptor
Sewer Line 25A, from the following: Slovak Brothers; T. H. Lee, Contractor;
Heldenfels Brothers; Bur -Tex Constructors; F. M. Thornton Company; and Fowco
Construction.
The foregoing bids were tabled for forty-eight hours as required by Charter,
and referred to the City Manager for tabulation and recommendation.
Mayor Furman read and presented proclamations relative to the following:
NATIONAL YWCA WEEK in Corpus Christi, April 18 - 25, 1965, accepted by Miss Jan
Swearingen; COIN WEEK in Corpus Christi, April 24 - May 1, 1965, accepted by
Lamar Folda; and SENIOR CITIZENS MONTH in Corpus Christi, May, 1965, accepted by
Gabe Garrett.
Mayor Furman announced the public hearing on the adoption of the Corpus
Christi Transportation Plan 1963-1964 as prepared by the City of Corpus Christi,
the County of Nueces, and the Texas Highway Department in cooperation with the
U.S. Department of Commerce, Bureau of Public Roads.
City Manager Whitney explained that this joint study prepared by the public
agencies mentioned, was initiated by former Councilman de Leon, who with repre-
sentatives of the Chamber of Commerce, went to Austin to request that Corpus Christi

be included as a pilot city in this program; and that as a result of early appli-
cation and early action, Corpus Christi is the first city in the State, and possibly
in the nation, to have completed this type of study, which is now required by
Federal Law under the Public Roads Act for all cities above a certain size before
becoming eligible for Federal participation in their highway program.
William Anderson, Director of Planning, gave a review of the personnel of the
various public agencies responsible for preparing the report; listed the factors
that were studied and data that was compiled, collected and computed, the results
of which are included in this report; and read some twelve major projects which are
emphasized and recommended as being particularly important in the final report. He
pointed out that the Master Plan shows the existing locations and proposed locations
for thoroughfares, collector streets, interchanges and grade separations, and
typical sections of types of streets and types of paving proposed in the Plan; and
pointed out the value of the Master Plan in administering the Platting Ordinance.
Charles McLeroy, Director of Traffic Engineering, stated that the Plan has
been presented to the Traffic Safety Advisory Board, and that by letter of Sam
Main, Chairman, to Tom Marshall, Chairman of the Zoning & Planning Commission, the
Traffic Safety Advisory Board agreesin principle with this Flan and urged the Com-
mission to recommend its approval to the City Manager for recommendation to the
City Council that the Corpus Christi Transportation Plan be accepted as part of
the Master Plan. Mr. McLeroy pointed out that the Plan contains recommendations
for traffic signal lights, adding newer types of installations, and also some
locations where they should be removed; and mentioned one parking deficiency area
bounded by Schatzel, Williams and Chaparral.
Jack Graham, Director of Public Works, emphasized the requirement of the Bureau
of Public Roads and the State Highway Department that there must be a continual
study, that the plan must be reviewed, updated, modified and changed as changing
conditions involving land use, population, traffic engineering statistics, social
and community value factors, zoning ordinances, building code regulations may indi-
cate. Mr. Graham explained that to implement this continual study, there is a draft
of a continuing contract with the State Highway Department and Bureau of Public

Roads and the City presently under consideration by the Staff for presentation
to the Council for approval which spells out the details for such continual study.
Mr. Anderson read the recommendation of the Planning Commission that the Corpus
Christi Transportation Plan be forwarded to the City Manager with the recommendation
that it be adopted in principle as a guide to future development of transportation
facilities in Corpus Christie it being understood that individual major projects
will receive further consideration by both the Planning Commission and City Council;
it being further understood that the Transportation Plan will be continually studied
and updated and that changes and modifications can be and will be made from time
to time in accordance with the provisions of the City Charter.
Joe Dawson, member of the Zoning & Planning Commission, speaking as an indivi-
dual, stated this study is one of the most significant foundation stones on which
this City can build for the future that he has ever seen, and that the Plan is a
well thought out, coordinated guide that will serve our citizens of tomorrow. He
explained his reasons for urging a complete and detailed study of the matter of
providing a high-speed thoroughfare to serve the transportation needs of the south
corridor of the City, and suggested this might be done by the Area Development
Committee. Re was particularly concerned with the long overdue need for improv-
ing Ocean Drive, but urged that the recommended solution offered by the Plan not
be considered the only solution, and that an alternate method for developing a
type of access to the south end, the Naval Air Station, and to Padre Island be
given very serious consideration since Ocean Drive in conjunction with the Bay is
the greatest single asset of the City.
Everyone desiring to be heard, having been given an opportunity to speak,
City Manager Whitney presented and read for Council consideration and action, the
following:

CLOSING THE HEARING AND ADOPTING AS PART OF THE MASTER PLAN OF THE CITY THE CORPUS
CHRISTI TRANSPORTATION PLAN 1963-1964, PREPARED BY THE CITY OF CORPUS CHRISTI, THE
COUNTY OF NUECES, AND THE TEXAS HIGHWAY DEPARTMENT IN COOPERATION WITH THE U.S. DE-
PARTMENT OF COMMERCE, BUREAU OF PUBLIC ROADS.
The Charter rule was suspended, and the foregoing resolution was passed by
the following vote: Furman, Blackmon, Dunne, Jimenez, McDaniel and Sizemore, all
present and voting "Aye"; Wallace absent.

City Manager Whitney presented and read for Council consideration and action,
the following:
RESOLUTION NO. 7552
EXPRESSING THE INTEREST OF UNITED STATES CITIZENS AND URGING THE INAUGURATION OF
AN INTERNATIONAL AIR PASSENGER SERVICE BETWEEN MONTERREY, MEXICO CITY, AND CORPUS
CHRISTI, APPOINTING JOSE R. DE LEON AS OFFICIAL REPRESENTATIVE OF THE CITY OF CORPUS
CHRISTI TO CONFER WITH OFFICIALS AND REPRESENTATIVES OF AND IN MEXICO TO FURTHER
SUCH SERVICE AS SOON AS POSSIBLE, AND TO INFORM THE OFFICIALS OF THE GOVERNMENT OF
MEXICO OF SUCH INTEREST AND COOPERATION OF THE CI'TY TO WORK IN THIS BEHALF.
The Charter rule was suspended, and the foregoing resolution was passed by the
following vote: Furman, Blackmon, Dunne, Jimenez, McDaniel, and Sizemore all present

Mayor Furman called for the City Manager's Reports.
Motion by Blackmon, seconded by Sizemore and passed that the City Manager's
Reports be accepted, and the recommendations and requests be approved and granted,
as follows:
a. That condemnation proceedings be authorized to acquire Parcels #9, #10, and
#17 in Meadow Park Addition, for Meadow Park Development approved in the recent
bond election;
b. That acquisition of Parcels #L, #2, #3, #4, and #5 required for easements
for the Turkey Creek Trunk Main from Hearn Road to Leopard Street, be authorized at
appraised values in the amount of $2,110.52; and that appropriation in the sum
of $2,110.52 be granted;
c. That the plans and specifications for Erosion Control on the previously
constructed Saratoga Drainage Improvements, consisting principally of 10,500 feet of
ditching and installation of 525 feet of 18 -inch and 24 -inch corrugated metal
culvert to hold the water and funnel into the channel, be approved; and authority
to advertise for bids to be received on May 12, 1965, be granted;
d. That the date of May 12, 1965, during the regular meeting, be set for public
hearing on the zoning applications of Del Starr Realty Company, and of The Landsman
Realty Company;
e. That the application of Humble Oil & Refining Company for a permit to re-
work their J. 0. Phillips Well No. 8, in Flour Bluff Fieid, approximately 660 feet

off Island Drive or extension of Lexington, which well is presently on an opera-
tion permit and which application appears to comply with the ordinance require-

f. That a revocable easement be authorized to Houston Pipe Line Company,
subject to the usual provisions to protect the public interest, and to provisions
relative to possible crop damage, for installation of 4 -inch and 6 -inch pipelines
across certain airport property and public right of way for its gas gathering
system, all subject to approval by formal agreement,

CHRISTI, TO EXECUTE A REVOCABLE EASEMENT TO SOUTH TEXAS CRUDE GATHERING COMPANY TO
PLACE A 6 -INCH PIPELINE WITHIN THE CITY AIRPORT PROPERTY AT CORPUS CHRISTI INTER-
NATIONAL AIRPORT, MORE FULLY DESCRIBED HEREINAFTER; PROVIDING THE TERMS OF SUCH
EASEMENT, A COPY OF WHICH IS ATTACHED HERETO AND MADE A PART HEREOF; AND DECLAR-

DAY OF AUGUST, 1937, APPEARING OF RECORD IN VOLUME 9, PAGES 565, ET SEQ OF THE
ORDINANCE AND RESOLUTION RECORDS, AS AMENDED FROM TIME TO TIME, AND PARTICULARLY
AS AMENDED BY ORDINANCE NO. 6106, AS AMENDED, BY AMENDING THE ZONING MAP BY
CHANGING THE ZONING OF ALL OF THAT PORTION OF LOT A, SUNNYBROOK ADDITION, UNIT
#2, WHICH IS PRESENTLY ZONED "R -1B" ONE FAMILY DWELLING DISTRICT TO "A-1"

APPROPRIATING THE SUM OF $250.00 FOR FILING FEE AND DEPOSIT WITH THE TEXAS WATER
COMMISSION AND AUTHORIZING AND DIRECTING THE CITY MANAGER OF THE CITY OF CORPUS
CHRISTI TO CAUSE TO BE FILED WITH THE TEXAS WATER COMMISSION OF THE STATE OF TEXAS,
AN APPLICATION FOR AND ON BEHALF OF THE CITY OF CORPUS CHRISTI, PRESENTING TO SAID
BOARD THE FACTS EXPRESSING THE DESIRE OF THE CITY OF CORPUS CHRISTI TO INVESTIGATE
THE FEASIBILITY OF WATER APPROPRIATION ON QUANTITIES OF 206,000 ACRE FEET OR MORE

TURKEY CREEK TRUNK MAIN, THE SUM OF $2,110,52 FOR THE ACQUISITION OF FIVE (5) PARCELS
OF LAND FOR UTILITY EASEMENT PURPOSES, A COPY OF WHICH PARCEL LIST IS ATTACHED HERE-
TO AND MADE A PART HEREOF; AUTHORIZING AND DIRECTING THE CITY MANAGER TO ACQUIRE

Ed Stern, representing the Advertising Club of Corpus Christi, asked the
Council as leaders in the community, to attend the opening day features and support
the annual "See and Sell Corpus Christi" campaign; and explained that the general.
public will be given the opportunity to "See" Corpus Christi on Sunday, April 25th,
by land, sea, and air by Continental Trailways donation of 200 free rides by bus,
by Captain Clark's donation of free rides on his Gulf Clipper, and by Eastern
Airline's donation of 94 free rides in its Whisper -jet which is making its maiden
trip to International Airport establishing this service here,
W. A. Scholl, president of Local 936 of International Association of Fire-
fighters, read and presented grievances relative to examinations, efficiency
grades, eligibility roster, and promotions, which he stated had been presented to
the Civil Service Commission, and that they had met with the Commission on January
8th and gone over these grievances, but had not been advised of any action. Re
further made several accusations of personal threat to him by the Fire Chief, and
asked that the Fire Chief and Officers be instructed not to interfere with the
internal affairs of the union and its members.
City Manager Whitney pointed out that the Council cannot, under State Statute,
recognize any labor organization as the bargaining agent for any group of public
employees, and that the duly appointed Civil Service Commission is the adminis-
trative channel provided under law, for consideration of grievances. He further
stated that since the Civil Service Commission has these grievances under study, has
had several meetings with respect to them, and met as recently as yesterday
afternoon;that he considers it premature of Mr. Scholl to come before the City
Council until the duly appointed Civil Service Commission has had an opportunity
to act, and either satisfy their grievances or rule against them. Mr. Whitney
stated that any grievances pertaining to treatment by supervisors or officers
should come to him for investigation, but that none have come to him.
Motion by Jimenez, seconded by Blackmon that the City Manager be directed to
obtain a report on this matter from the Civil Service Commission within a week.
Mr. Whitney advised that in the matter of getting a report from the Commis-
sion, he can only make the request, since under law he has no authority in these
matters. Mayor Pro Tem Blackmon felt that the personal charges made by Mr. Scholl

should be made to the City Manager in writing.
With the consent of the Council, the Chair reworded the motion that the
City Manager be requested to ask the Civil Service Commission to render a decision
in the matter of grievances now before them, and that the handling of the personal
charges be left to the City Manager. The motion as reworded was passed unanimously,
There being no further business to come before the Council, the meeting was
adjourned,
