MINUTES
CITY OF CORPUS CHRISTI, TEXAS
REGULAR COUNCIL MEETING
August 25, 1965

Mayor Pro Tem Blackmon called the meeting to order.
The Invocation was given by the Reverend Reynell Parkins of St. Martin's
Episcopal Church.
City Secretary T. Ray Kring called the roll of those in attendance.
Motion by Sizemore, seconded by Dunne and passed that the absence of
Mayor Furman and Commissioner Jimenez be excused for cause.
Motion by Sizemore, seconded by McDaniel and passed that the minutes of
the regular meeting of August 18, 1965, at 2:00 p.m., be approved as furnished to
the Council.
Mayor Pro Tem Blackmon read a proclamation relative to PAN AMERICAN GOLF
ASSOCIATION DAYS for the Labor Day Weekend, 1966. Mr. Gabe Lozano was present to
accept the proclamation.
Mayor Pro Tem Blackmon announced the public hearing on the abandonment
of a strip of land 5' x 55' at the intersection of Eighteenth and Agnes Streets.
City Manager Whitney explained the public hearing was being held as a
result of a letter addreesed to the City from Mr. William McClendon, Engineer for
the applicant, Mr. A. F. Benavides, Mr. Whitney stated there were no utilities
in the strip to be abandoned, and that notice of the public hearing had been
given.
Mr, Frank Gamez, Contractor for the estate of A. F. Benavides, spoke
in support of the application. Mr. Sam Perkins was also present in support of
the application.
No one spoke in opposition to the application.
Motion by Wallace, seconded by Sizemore and passed that the strip of
land 5' x 55' at the intersection of Eighteenth and Agnes Streets be abandoned,
and that an ordinance be brought forward effectuating the change.

Mayor Pro Tem Blackmon called for the City Manager's Reports.
Motion by Sizemore, seconded by Wallace and passed that the City Manager's
Reports be accepted; and the recommendations and requests be approved and granted,
as follows:
a. That the acquisition of Utility Easements, Parcel Nos. 19 and 21,
Turkey Creek Trunk Main, be approved; and that appropriation in the amount of
$870.00 be authorized;
b. That the acceptance and final payment for the installation of new
piling at the Corpus Christi Marina be approved; and that payment in the amount
of $4,339.80 be authorized;
c. That the bid award for automotive equipment - z ton Panel Truck
for the Police Department, be made on the basis of low bid meeting specifications
to Creveling Motor Company in the amount of $2,227.96. (Bid Tabulation #39)
d. That the request for authorization to advertise for and receive
bide on September 15, 1965, on Section 1 of Project 27-A, Turkey Creek Sanitary
Sewer, be granted;
e. That the employment of Harold. Carr and Gregory Moore as Special
Appraisers for Midtown Traffic Exchange Right of Way, be approved.;
f. That the Tax Error and Correction Lists for the months of June
and July be approved;
g. That the date of September 15, 1965, at a special meeting convening
at 3:30 p.m., be set for public hearing on four zoning cases.
h. That the date of September 1, 1965, during the regular Council
meeting, be set for public hearing on the application of Southern Coast
Corporation to drill May Humphrey #5 Well. (J. W. Stevens Survey A-963.)
i. That the date of September 1, 1965, during the regular Council
meeting, be set for public hearing on the application of Logue and Patterson,
Inc. to drill a well on their Harrington Lease.

AUTHORIZING PAYMENT OF FINAL ESTIMATE N0..1, DATED AUGUST 12, 1965, IN 111E AMOUNT OF
$4,339.80, A COPY OF WHICH IS ATTACHED HERETO AND MADE A PART HEREOF, SAID PAYMENT

TRAFFIC" AND GENERALLY REFERRED TO AS "THE CITY TRAFFIC ORDINANCE"; PROVIDING
FOR PUBLICATION; PROVIDING A SAVINGS CLAUSE; AND DECLARING AN EMERGENCY.

The Charter rule vas suspended and the foregoing ordinance vas passed by
the following vote: Blackmon, Dunne, McDaniel, Sizemore and Wallace, present and
voting "Aye", Furman and Jimenez absent.
SECOND READING OF AN ORDINANCE AMENDING SECTION 21-156 OF THE CORPUS CHRISTI CITY
CODE, 1958, AS AMENDED, BY MAKING PROVISION FOR ITEM 22 AS TO FORBID THE STOPPING,
STANDING OR PARKING OF VEHICLES ON EITHER SIDE OF EVRRHART ROAD BETWEEN HOLLY ROAD
AND SARATOGA—BOULEVARD AT ALL TIMES; AND PROVIDING FOR PUBLICATION.
The foregoing ordinance was read for the second time and passed to its
third reading by the following vote: Blackmon, Dunne, McDaniel, Sizemore and
Wallace, present and voting "Aye", Furman and Jimenez absent.
Mrs. Frank Wagner, 834 Oak Park, read and presented a letter in support
of the location of a spray pool in the Oak Park area, in which she thanked the
members of the Park Commission Board and the City Council for their interest in
the matter, and also containing a number of suggestions relative to the improvement
and upgrading of the neighborhood, (Council P+.xhibit #65-4)
Mayor Pro Tem Blackmon thanked Mrs. Wagner for her presence and
suggestions, and stated that the contractor had been notified to proceed on the
spray pool.
City Manager Whitney brought up the request for designating a name for
the branch library to be constructed at Greenwood Drive and Horne Road, and the
Council recommended the request be deferred until all members of the Council were
present.
Mayor Fro Tem Blackmon announced that Bishop Thomas Drury would arrive
Monday, August 30, 1965, and would be met with an escort at the Calallen Bridge at
4:15 p.m., and would like to have as many citizens on hand as possible to welcome
the Bishop.
Mayor Pro Ten Blackmon stated that the Southside Pony League vas
competing in the Pony League World Series August 26, 1965, in California, and
that the City of Corpus Christi was very proud of the boys, and would look forward
to seeing them at the Council meeting when they return.
There being no further business to come before the Council, the meeting,
was adjourned.
