Ray Kring Mayor McIver Furman c•Ai1ed the meeting to order. The invocation was given by Mayor Pro Tem Blackmon in the absence of the invited guest chaplain. City Secretary T. Ray Kring called the roll of those in attendance. Motion by McDaniel, seconded by Jimenez and passed that the minutes of the regular meeting of October 27, 1965, be approved as furnished to the Council. Mayor Furman welcomed the Student Council from W. B. Ray High School, and read and presented Certificates of Attendance to Janet Olander, Becky Hamric, B. 11in Richardson, Kelly Dyer, Randy Grissom, and Joe Aviel Salinas; accepted by Joe Aviel Salinas. Mayor Furman read proclamations relative to the following: YOUTH APPRECIATION WEEK in Corpus Christi, November 8 through 11, 1965; and DISTRIBUTIVE EDUCATION WEEK in Corpus Christi, November 7 through 13, 1965. Mayor Furman recognized the local presidents of the Distributive Education Program from W. B. Ray High School, Roy Miller High School, Richard King High School and Mary Carroll High School. Bids were opened and read for the construction of the Greenwood Branch Library from the following: Anchor Constructors, Inc.; Hinchberger Construction Company; Braselton Construction Company; 0. J. Beck & Sons; and Lanphier Con- struction Company. The foregoing bids were tabled for forty-eight hours as required by City Charter, and referred to the City Manager for tabulation and recommendation. Bids were opened and read for the construction of the Glen Arbor Storm Drainage from the following: Stanley -Orion, Inc.; H & H Concrete Company; Heldenfels Brothers; R. S. Black; F. M. Thornton Company; King Construction Company; Slovak Brothers and Womack & Manning. Minutes Regular Council Meeting November 3, 1965 Page 2 The foregoing bids were tabled for forty-eight hours as required by City Charter, and referred to the City Manager for tabulation and recommendation. Mr. Norm Bermes, Manager of the Convention Department, Corpus Christi Chamber of Commerce, introduced Mr. Jesse Castillo of Mexico City. Mr. Castillo stated he was in Corpus Christi for the preliminary plans of American Airlines for a new airline service to commence January 2, 1966. Mayor Furman ral1ed for the City Manager's Reports. Motion by Jimenez, seconded by Dunne and passed, that the City Manager's Reports, Items "a" through "f" be accepted, with Item "g" being considered sepa- rately, and the recommendations and requests be approved and granted as follows: a. That the plans and specifications for the relocation of a 20" water line between Corn Products Road and Rand Morgan Road, Interstate Highway No. 37, be approved; b. That the plans and specifications for the construction of Turkey Creek Trunk. Sewer Main 27-A, Section II, be approved; and that authority to advertise for bids to be received November 24, 1965, be granted; c. That the appropriation of $26,175.00 for the upgrading of traffic control signals at: Alameda and Doddridge; Alameda and Louisiana; Airline and McArdle; Baldwin and Morgan; Brownlee and Morgan; Doddridge and Santa Fe; Gollihar and Kostoryz; Gollihar and Weber; Kostoryz and Norton; Louisiana and Santa Fe; and McArdle and Weber, be authorized; d. That the acquisition of Parcels No. 26 and No. 4+3, Midtown Traffic Exchange, from the Young Men's Christian Association, for the exchange of property owned by the City of Corpus Christi, be approved; e. That authority to advertise for bide to be received November 17, 1965, on sixty-three parking meters for the Parking Control Division, be granted; f. That the speed limits on Weber Road be reduced from forty-five miles per hour to thirty-five miles per hour, between the South Right of Way line of Lexington Boulevard and the North Right of Way line of O'Day Street; g. That the application of Atlantic Refining Company for a permit to drill Well No. 33, Rand Morgan, Saxet Field Lease, be considered separately. ) Minutes Regular Council Meeting November 3, 1965 Page 3 City Manager Whitney presented for public hearing the application of Atlantic Refining Company to drill Rand Morgan No. 33 Well in Saxet Field. Mr. Whitney explained that the application was dated October 27, 1965, and comes under the category of a new well, but that it is actvmi1y the deepening of an existing well. He pointed out on a plat the location of the well as being 660 Feet East of County Road 51-A and 2,345 Feet South of Hunter Road, lying generally between Highway 44 and Highway 9. Mr. Whitney further explained that applicant proposes to re -drill the well to approximately 4,435 Feet; that the present casing is 16" Conductor Pipe to 195 Feet; 10-3/4" Surface Pipe to 1,026 Feet; 5-1/2" Production Casing to 4,090 Feet; that the present well was not producing and was not capable of producing; and that applicant proposes to go in with a 4" liner casing to the proposed depth. He stated that applicant had submitted the necessary Certificates of Insurance, permit from the Railroad Commission dated October 5, 1965; that it is not within the critical distance of any roads or structures, and that it appeared to comply with the provisions of the ordinance. No one appeared in connection with the application. Motion by Wallace, seconded by Sizemore and passed that the hearing be closed. Motion by Sizemore, seconded by Wsllace and passed that Atlantic Refining Company be granted a permit to drill Rand Morgan No. 33 Well in Saxet Field as applied for. SECOND READING OF AN ORDINANCE AMENDING °1'HB PLUMBING CODE FOR THE CITY OF CORPUS CHRISTI, ALSO DESIGNATED AS ORDINANCE NO. 2578, BY AMENDING SECTION 902, PARAGRAPH (H), SO AS TO REQUIRE COMPRESSION CLAY TILE PIPE INSTALLATIONS RAT EH THAN THE PRESENT REQUIREMENT THAT ALL JOINTS OF CLAY PIPE SHALL BE OF Till, HOT -POURED BITUMINOUS TYPE; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; PROVIDING FOR PUBLICATION. The foregoing ordinance was read for the second time and passed to its third reading by the following votes Furman, Blackmon, Dunne, Jimenez, McDaniel, Sizemore and Wallace, present and voting "Aye." Mayor Pro Tem Blackmon recommended that the principal of Mary Carroll High School be given a direct notification that the speed limits had been reduced on Weber Road (Ordinance No. (((8). Mayor Furman announced the public hearing on Application #965-13, Lewis Sheiness, for change of zoning from "R -1B" one -family Dwelling District to "A-1" Apartment House District, Lots 28A, 28B, and 28C, Block 2, Lexington Subdivision, being that property located on the Northwest corner of the intersection of Milo Street and Richter Street. Tom Lake, Zoning Coordinator, located the property on the map; pointed out the zoning and land use of the area; explained that at the Commission hearing held September 11, 1965, the applicant appeared in favor of the application and no one appeared in opposition; that twenty notices were sent out, two returns were received in favor and one return received in opposition; and stated that the recommendation of the Zoning and P1nnning Commission was that it be denied but that "R-2" Two-family Dwelling District be approved as a buffer or transitional zoning. Mr. Lake further explained that applicant proposed to put in small bachelor apartments; and that "A-1" zoning would allow twelve apartments and that "R-2" zoning would allow six apartments. Mr. Lewis Sheiness spoke in support of his application, and stated that he had purchased the property several years ago and that he had frequent calls for small apartments in that area, and that he felt it would be a service to have the small apartments. Mayor Furman, asked Mr. Sheiness if he would be satisfied with the "R-2" zoning and Mr. Sheiness stated he would. Motion by McDaniel, seconded by Sizemore and passed that the hearing be closed. Minutes Regular Council Meeting November 3, 1965 Page 7 Motion by Jimenez, seconded by Dunne and passed that the recommendation of the Zoning and Planning Commission be concurred in and that the request for change of zoning from "R -1B" One -family Dwelling District to "R-2" Two-family Dwelling District, Lots 28A, 28B, and 28C, Block 2, Lexington Subdivision, be approved, and that an ordinance be brought forward effectuating this change. Mayor Furman announced the public hearing on Application #965-14, Lewis Sheiness, for change of zoning from "R -1B" One -family Dwelling District to "A-1" Apartment House District, Lots 24A, 24B, and 24C, Block 1, Lexington Subdivision, being that property located on the Northwest corner of the intersection of Johanna Street and Richter Street. Tom Lake, Zoning Coordinator, located the property on the map; pointed out the zoning and land use of the area; explained that at the Commission hearing held September 14, 1965; the applicant appeared in favor of the application and no one appeared in opposition; that eleven notices were sent out, two returns were received in favor and none in opposition; and stated that the recommendation of the Zoning and Planning Commission was that it be denied but that "R-2" Two- family Dwelling District be approved as a buffer or transitional zoning. Mr. Lewis Sheiness spoke in support of the application and no one appeared in opposition. Motion by McDaniel, seconded by Wallace and passed that the hearing be closed. Motion by Jimenez, seconded by Blackmon and passed that the request for change of zoning from "R -1B" One -family Dwelling District to "A-1" Apartment House District, Lots 24A, 24B, and 24C, Block 1, Lexington Subdivision, be approved, and that an ordinance be brought forward effectuating this change, Assistant City Manager Marvin Townsend pointed out on a map the location of the proposed sidewalk improvements on the West side of Cantwell Lane, on which public hearing was held October 27, 1965, and on which protest was made by Albert H. Ahrens, Item No. 85 of the Assessment Rolla. Mr. Ahrens felt the sidewalk improvements should be on the East side of Cantwell Lane and the matter was referred back to the Director of Public Works for further study and evaluation. Motion by Blackmon, seconded by Wallace and passed that Items 81 through 84 be deleted, and that Item 85 be reduced to approximately 177 Feet, Prom the Assessment Roll and from the Contract.
