MINUTES
CITY OF CORPUS CHRISTI, TEXAS
SPECIAL cmVNCIL MEETING
November 30, 1965
11:00 a.m.

Mayor McIver Furman called the meeting to order.
City Secretary T. Ray Kring called the roll of those in attendance.
Commissioners Dr. P. Jimenez, Jr. and Ronnie Sizemore were absent.
Mayor Furman announced the purpose of the special meeting vas for
receiving proposals on the sale of $1,700,000 General Improvement Honda of the
City of Corpus Christi, and such other business as may properly come before the
Council.
Proposals were opened and read on the sale of $1,700,000 General Improve-
ment Bonds, Series 1965, from the following: Harris Trust & Savings Bank, Chicago;
Continental Illinois National. Bank & Trust Company, Chicago; First National City
Bank of New York; Mercantile Trust Company, St. Louis; Mercantile National Bank,
Dallas; John Nuveen & Company, Inc.; First National Bank of Ft. Worth; Rotan,
Mosley & Company, Houston; Rowles, Winston & Company, Houston; Halsey, Stuart &
Company, Chicago; Lehman Brothers, New York; First National Bank of Dallas; and
First Southwest Company of Dallas.
The foregoing proposals were referred to Director of Finance Harold Zink
and Roger Kirkpatrick for tabulation and recommendation, and a brief recess was
declared for this purpose.
After a brief recess, Mayor Furman reconvened the meeting.
Director of Finance Zick reported that the low bid had been received
from Rowles, Winston & Company of Houston, Texas, at an effective interest rate
of 3.47658%. (Bid Tabulation #5.)
Motion by Wallace, seconded by McDaniel and passed that the sale of
$1,700,000 General Improvement Bonds, Series 1965, be awarded to Rowles, Winston
& Company of Houston, Texas.

City Manager Whitney introduced the following ordinance and explained
the ordinance to the Council. The Mayor presented to the Council a communication
in writing pertaining to said proposed ordinance, as follows:
"Corpus Christi, Texas
November 30, 1965
"TO THE CITY COUNCIL
CORPUS CHRISTI, TEXAS
Gentlemen:
The public importance and pressing need for the permanent improve-
ments to be constructed by use of the proceeds of the bonds voted at
elections held on January 28, 1961 and June 27, 1964, create an emergency
and an imperative public necessity requiring the suspension of rules and
Charter provisions requiring ordinances to be considered and voted upon
at three regular meetings. I, therefore request that the City Council
pass the proposed ordinance authorizing the issuance of $1,700,000
General Improvement Bonds as an emergency. You will please consider
this request in connection with the ordinnnce which has been introduced
in the City Council on this subject.

Commissioner Dunne moved that the Charter provision prohibiting ordinances
from being passed fin++ily on the date introduced be suspended for the reasons stated
in the written request of the Mayor and stated in the emergency clause of the
ordinance. The motion was seconded by Commissioner Blackmon. The motion was
carried by a unanimous vote by the City Council, viz:
AYES: Commissioners Blackmon, Wallace, Dunne and McDaniel.
NOES: None.
The Mayor requested that the records show that he voted Aye. This was
done.
Commissioner Blackmon moved that the ordinance be passed finally. The
motion was seconded by Commissioner Dunne. The motion was carried by the following
vote:
AYES: Commissioners Blackmon, Wallace, Dunne and McDaniel.
NOES: None.
The Mayor requested that the records show that he voted Aye. This was
done.

The Mayor announced that the ordinance had been passed. The ordinance
is as follows:

BY TSE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEAS, PROVIDING FOR THE ISSUANCE
O $1.,700,000 CITY OF CORPUS CHRISTI, TEXAS, GENERAL IMPROVEMENT BONDS, SERIES 1965,
BEARING INTEREST AT THE RATES HERE/NAFTER SET FORTH, AND PROVIDING FOR TSE LEVY,
ASSESSMENT Alm') COLLECTION OF A TAX SUFFICIENT TO PAY THE INTEREST ON SAID BONUS AND
TO CREATE A SINKING FUND FOR TSE REDEMPTION THEREOF AT MATURITY; REPEALING ALL
ORDINANCES IN CONFLICT =MUM AND DECLARING AN EMERGENCY.
There being no further business to come before the Council, the Special

meeting was adjourned.
I, McIVER FURMAN, Mayor of the City of Corpus Christi, Texas,
certify that the foregoing minutes, same being for the period of'November 3, 1965,
through November 30, 1965, inclusive, and having been previously approved by
Council action, are by me hereby approved.

Each of the undersigned members or officers of the City
Council of said City hereby acknowledges and certifies that he
was duly and sufficiently notified officially and personally, in
advance, of the time, place, and purpose of the Special Meeting
of said City Council held on the 30th day of November, 1965,
and that an Ordinance Authorizing the Issuance of Bonds would
be introduced and considered for passage at said Meeting, and
that he consented, in advance, to the holding of said Meeting
for such purpose.
