Mayor McIver Furman called the meeting to order.
The invocation was given by the Reverend Larry Bailey, Assistant Pastor
of St. John's Methodist Church.
Motion by Jimenez, seconded by Dunne and passed that the minutes of the
Regular Meeting of August 24, 1966, be approved as furnished to the Council.
Mayor Furman read a proclamation designating September 3 and 4, 1966, as
PAN AMERICAN GOLF ASSOCIATION DAYS in Corpus Christi, in recognititon of this
City having the honor of the Association's Annual Tournament being held here on
said dates. Mr. B. V. Corona, President of Pan American Golf Association in
Corpus Christi, was present to receive the proclamation.
Mayor Furman read a proclamation designating August 29, 1966, as COAST
GUARD AVIATION DAY in Corpus Christie in recognition of the 50th Anniversary of
this outstanding branch of our military. The proclamation was received by Comm-
ander Rahn.
Mayor Furman recognized in the audience Cub Scouts, Mark Todd, Kenneth
Todd, Forrest Formby, Stacy Stallagher, Kinny Whitaker, Allan Spencer, Robert
Jieger, all of Den 1, Pack 300 frost, Central Park Elementary School; also recog-
nized was Boy Scout Raymond Cox of Troop 173, who was present for credit on his
Citizenship Merit Badge in Scouting.
Mr. Howard Saling, representing Caldwell & Sons, a local manufacturing
company of this City, appeared and offered the City the use of rotary cutters
and other equipment to help clear the City of weeds and grass which have been
cited ata factor in the encephalitis ephedemic. Mayor Furman thanked Mr.
Saling for this generous offer, and City Manager Whitney stated that he would
meet with Mr. Saling for the purpose of accepting the use of this equipment.
Mayor Furman announced the opening of bids.

Bids were opened and read on the construction of Hudson Acres-McNorton
Area Sewer Extensions Gravity Line A, from the following firms: T. H. Lee,
Bur Tex Constructors, Heldenfels Brothers, F. M. Thornton, Mansheim Company,
and Fowco Construction Company.
The foregoing bids were tabled for 48 hours as required by the City
Charter and referred to the City Manager for tabulation and recommendation.
Bids were opened and read on construction of the Schanen Area Drainage
System, Unit II, from the following firms: Heldenfels Brothers, F. M. Thornton,
and Slovak Brothers.

The foregoing bids were tabled for 48 hours required by the City Charter
and referred to the City Manager for tabulation and recommendation.

Watson Distributing Company, Inc. (Houston).

Mayor Furman announced a public hearing on the restirction of parking
on Ocean Drive, Park Avenue and Agnes Street; explained the procedure to be
followed; stated that the Council would consider each recommendation separately,
and that Park Avenue would be considered first.
City Manager Whitney explained that at a meeting of the Traffic Safety
Advisory Board held July 25, 1966, it had been recommended that parking be re-
striced on the North side of Park Avenue from Carancahua to South Staples from
the hours of 7 a.m. to 7 p.m. because of the narrowness of the street; that since
publication of notice of hearing, three communications had been received; one
petition containing 14 signatures of residents living on the street in question,
opposed the No Parking on the basis that the restriction would result in serious
parking problems for residents and particularly, apartment house owners, the
music studio, clinic, and the day school; a letter from Mr. and Mrs. H. Strahl
who operate the music studio at 1004 Park Avenue, stating that it would defin -
itely be against their interests in that students would be forced to carry heavy
instruments from parking places a block away from the other side of the street;
and a communication from A. A. Lichenstein in support of the restriction as
recommended.
Charles McLeroy, Traffic Engineer, stated that traffic on the street in
question had increased in the past few years; that between 800 and 1,000 cars
use the street daily; that the reason for the recommendation to restrict parking
on the North side of the street was that tte street is too narrow for two lanes
of traffic to pass at the same time; that it is especially dangerous for emergency
vehicles, and that there had been numerous calls from residents complaining of
the traffic hazards.
No one appeared in favor or in opposition to the foregoing recommendation.
Motion by Jimenez, seconded by Sizemore and passed that the hearing be
closed.
Motion by Blackmon, seconded by Wallace and passed that the recommendation
of the Traffic Safety Advisory Board that parking be restricted on the North side
of Park Avenue from Carancahua to South Staples Street between the hours of 7 a.m.
and 7 p.m., be tabled for further consideration.

Mayor Furman announced the Council would consider the recommendation that
the existing parking restrictions on the West side of Ocean Drive between Buford
and Cole Street be changed from No Parking from 4 p.m. to 6 p.m. to No Parking
from 7 a.m. to 7 p.m.
Charles McLeroy presented statistics and data as to the volume of
traffic on Ocean Drive, stating that the Southbound traffic had increased
approximately 2,000 cars per day since 1963; that Southbound cars approach
the area at Craig Street three abreast and when a car is parked on the west
side in the outside lane, it blocks the lane and because of the heavy traffic
in the other two lanes, the driver is trapped and has difficulty in getting
out.
No one appeared in favor of the foregoing recommendation.
City Manager Whitney stated that communications had been received from
Mrs. Gertrude P. Heath, 1337 Ocean Drive; Mrs. F. R. Allison, 1333 Ocean Drive
Ruth Crain, 1519 Ocean Drive and Mrs. George Arts, 1221 Ocean Drive, in protest
to the proposed parking restrictions on the street in question.
Mrs. Gertrude Heath appeared,opposing the proposed restrictions, stating
that she owns rental property at 1337 Ocean Drive, and that the present restrict-
ion has already affected her property adversely without compensation or reduction
of taxes; that if potential renters cannot stop to inquire, legitimate use of the
property is denied which practically amounts to confiscation. She further
stated that the traffic, except at peak hours, does not warrant the restriction.
Mrs. George Arts, appeared and stated that she owns a 5 -rental apartment
at 1221 Ocean Drive; that when the apartment was built, all City regulations had
been complied with; that now, the proposed parking regulation will deprive her of
the full use of her property; that prospective tenants cannot stop to look at
an apartment when a vacancy occurs; that since the street has been widened, there
is not enough space to provide private parking, and that even if there was space,
it would cause a great financial burden. She further stated that other property
owners owning rental property along this street and not represented at this meet-
ing would suffer similar hardships.
Mr. Armstrong Price appeared and stated that he owns a 4 -unit apartment
in the area in question, and that he would favor restricting parking for only a

part of the day; that it should be left open for mail deliveries, and pros-
pective tenants; that at present there is only one alley open, and that he had
discussed with the City the possibility of getting an alley opened between
Morgan and Elizabeth Streets.
Motion by Jimenez, seconded by Sizemore and passed that the hearing be
closed.
Motion by McDaniel, seconded by Blackmon and passed that the recommend-
ation to change the existing parking restrictions on the West side of Ocean
Drive between Buford and Cole Street from No Parking from 4 p.m. to 6 p.m. to
No Parking from 7 a.m. to 7 p.m., be tabled for further consideration.
Mayor Furman announced the Council would consider the recommendation
to establish parallel parking on Agnes Street between Old Robstown Road and
Port Avenue,
City Manager Whitney presented the recommendation and stated that no
communications had been received in favor of the proposal or in opposition.
Charles McLeroy presented exhibits showing the condition of parking and
recited the number of accidents that had occurred on the street in question in
the past few years; that in 1965, there had been 32 accidents on this particular
strip of roadway. He further stated that there are no curbs, and that it is
impossible for the cars to park head -in and be completely off the roadway,
and that in his opinion, the head -in parking presently used, is a definite
factor causing the numerous accidents. He further stated that the volume of
traffic has increased by approximately 2,500 cars per day since 1963.
No one appeared in favor of or in opposition to the foregoing recommend-
ation.
Motion by Jimenez, seconded by Dunne and passed that the hearing be
closed.
Motion by Blackmon, seconded by Wallace and passed, Sizemore voting
"Nay," for the reason that he felt further study should be made, that the rec-
ommendation of the Traffic Safety Advisory Board be concurred in and that
parallel parking on Agnes Street between Old Robstown Road and Port Avenue be
established.

Mayor Furman called for the City Manager's Reports.
Motion by Sizemore, seconded by Dunne and passed that the City Manager's
Reports, Items "b" through "f", Items "g" and "h" to be considered separately,
and Item "a" deleted, be accepted, and that the recommendations and requests
be approved and granted as follows:
a: That the award of contract for the construction of street improve-
ments on Winters Drive, be made to Asphalt Paving Company; and that appropriation
in the amount of $39,000, be deferred.
b. That the request of Del Mar College to prohibit parking on the South
side of Kosar Street between Ayers Street and Naples Street, be granted;
c. That authority to advertise for bids to be received September 14,
1966, on various quantities of Steel Pipe, be granted;
d. That authority to advertise for bids to be received September 14,
1966, be granted on the various quantities of Coating and Wrapping of Steel
Pipe.
e. That the agreement with the United States for Right of Entry &
Waiver of Claim relative to the aerial spraying of the City with insecticides
in connection with the encephalitis ephedemic, by the United States Air Force,
be ratified;
f. That the date of September 28, 1966, during the regular Council meet-
ing be set for public hearing on the request to close Bickham Road and North
Bickham Road.
City Manager Whitney presented the application of Cities Service Oil
Company to drill Well #2 in State Tract No. 10, (Item "g"), filed with the City
Secretary August 17, 1966, and referred to the Bay Drilling Committee for invest-
igation and recommendation, and pointed out the location of the proposed well;
stated that the well is to be drilled vertically at a total depth of 11,000'; that
the application is in order, including a copy of the Certificate of Insurance, a
copy of the Railroad Commission Permit, and the required $500 filing fee and that
he would recommend the approval of the application as submitted, and pointed out
that the Bay Drilling Committee had recommended approval.
Motion by Blackmon, seconded by Sizemore and passed that the application
of Cities Service Oil Company to drill Well #2, in State Tract No. 10, Corpus

Christi Bay, be approved as applied for.
City Manager Whitney presented three applications of Atlantic Rich-
field Company (Item "h") to drill Well #3, Well #4, and Well #5, all in State
Tract No. 470, Corpus Christi Bay, and stated that Well #5, is located in
Cluster IV, and is proposed to be drilled at a vertical depth of 13,000
feet; that Well 114 is to be a deviated well to a proposed depth of 13,000
feet and located in Cluster IV; and that Well #3 is proposed to be a deviated
well to be drilled at a depth of 13,000 feet, and is located in Cluster I. Mr.
Whitney further stated that Certificates of Insurance and the necessary $500
filing fees were submitted with the applications; that all three applications
have been examined by the Bay Drilling Committee and they recommended approval
and that he therefore, is recommending approval subject to receipt of the Rail-
road Commission Permits.
Motion by Sizemore, seconded by Blackmon and passed that the applications
of Atlantic Richfield Company to drill Wells Nos. 3, 4, and 5, in State Tract
No. 470, Corpus Christi Bay, be approved as applied for subject to receipt of
the Railroad Commission Permits.
Mayor Furman stated that a request had been received for a Texas flag from
Corporal G. R. Lee who is fighting in Viet Nam and whose wife resides in Corpus
Christi. Mayor Furman commended Mr. Tony Bonilla for his donation of a flag
for this purpose,

DETERMINING THE NECESSITY FOR AND ORDERING THAT A PORTION OF WINTERS DRIVE FROM
HORNE ROAD TO GREEN GROVE DRIVE AND HOLLYWOOD TERRACE CONNECTION TO WINTERS DRIVE,

SPECIAL BENEFITS TO ACCRUE TO SAID PROPERTY AND THE REAL AND TRUE OWNERS THEREOF
BY VIRTUE OF THE IMPROVEMENT OF SAID STREET WITHIN THE LIMITS DEFINED, AND AS

has been held on the project.
Motion by Blackmon, seconded by Wallace and passed that the request of
Mr. and Mrs. R. W. French, to withdraw their application for a franchise to
operate French's Tropical Tours over the public streets of Corpus Christi, which
was on first reading at last week's Council Meeting, be honored.
Minor Culli, appeared in connection with an application of Cities Service
Oil Company for a permit to construct and operate a platform on the Spoil Island
near Reynolds Metal Company, in Corpus Christi Bay, and stated he was opposed to
the granting of such a permit; asked if the application would be submitted to
the Bay Drilling Committee, and if the date of the hearing would be published.
City Secretary Ray Kring was instructed to personally notify Mr. Culli
of the date of the public hearing on the above mentioned application.
In further consideration of the recommendation of the Traffic Safety
Advisory Board to restrict parking on the West side of Ocean Drive between
Buford and Cole Street, Commissioner Wallace made some calcualtions showing
the number of cars using Ocean Drive between designated hours of the day,
after which he concluded that the volume of traffic could be handled adequately
with the present regulations, and that possibly a sign could be erected to
warn drivers of the existance of two lanes. Mr. Wallace further stated that
the residents on this street are being asked to give up a great deal and that
serious consideration on the part of the Council should be given to the matter.
In connection with the proposed parking restrictions on Ocean Drive, Mrs.
Levi Materne, appeared and stated that members of her family are compelled to use
this street three or four times a day, and that they have observed that cars
which are parked in front of Spohn Hospital do not move at four o'clock; that they
have difficulty in making right turns, and that the Lanes are too narrow.
There being no further business to come before the Council, the meeting
was adjourned.
