SPECIAL COUNCIL MEETING
March 27, 1967

Mayor McIver Furman called the meeting to order.
City Secretary T. Ray Kring called the roll of those in attendance.
The absence of Commissioner Wallace was excused for cause.
Mayor Furman explained the purpose of the special meeting to hold public
hearings on four zoning cases, and explained the procedure to be followed:
Mayor Furman announced the public hearing on Application #267-1, Mr. Jon
Held, Trustee, for change of zoning from "R -1B" One -family Dwelling District to "I-3"
Heavy Industrial District on a 114 -acre tract of land out of Sections 56 & 57, Flour
Bluff and Encinal Farm & Garden Tracts.
Larry Wenger, Senior City Planner, located the property on the map; pointed
out the zoning and land use of the area, and stated the subject property is adjacent
to the Naval Air Station and is presently vacant; stated that at the Commission Hear-
ing held February 14, 1967, the applicant had appeared and stated that when Flour
Bluff was annexed he felt that this property should have been zoned industrial for
the highest and best use; that in view of the property's location in relation to the
Naval Air Station flight pattern, residential development would be entirely undesir-
able; stated that recent inquiries indicate there is a real need for barge docking
facilities in Corpus Christi to service off -shore drilling rigs, and that he felt
that the location and water accessibility

1. That there be a height limitation of 50 feet;
2. That there be no arc welding or other electronic interference with

or future rules, regulations, or requirements established by the Texas
Water Pollution Control Board;
6. That there be a 100 -foot buffer zone adjacent to the Naval Air Station
and adjacent to the South property line in which there will be no
industrial uses.

C. Reid, for change of zoning from "R -1B" One -family Dwelling District to "AB" Pro-
fessional Office District on Lot 11, Block 5, Sherwood Park.
Mr. Wenger presented the application, pointed out the location and land use
of the surrounding area; stated that it is predominately zoned for residential use;
that at the Commission hearing held February 28, 1967, the applicant had appeared in
support of his request and stated that he is requesting the change to enable him to
construct a professional office building on the subject property which is a vacant
single-family dwelling which was recently gutted by fire and that he proposes to
examine the structure and determine if renovation is feasible; that he will probably

share the building with an additional professional tenant, and that adequate off-street
parking will be provided. Dr. Reid further stated that additional parking will be
available on the adjacent church property through a reciprocal agreement between him-
self and the church. Mr. Wenger stated that no one had appeared at the Commission
hearing in opposition to the application; stated that the Staff reported that 27 notices
were mailed, four received in favor and none in opposition, and that it was the recom-
mendation of the Zoning & Planning Commission that the request be approved subject to
provisions for adequate off-street parking.
Dr. Loy C. Reid, applicant, was present but made no further statement.
Motion by Jimenez, seconded by Sizemore and passed that the hearing be
closed.
Motion by Sizemore, seconded by Jimenez and passed that the recommendation
of the Zoning & Planning Commission be concurred in and that Application #267-6, Dr.
Loy C. Reid for change of zoning from "R -1B" One -family Dwelling District to "AB" Pro-
fessional Office District on Lot 11, Block 5, Sherwood Park, be approved subject to
provisions for adequate off-street parking, and that an ordinance be brought forward
effectuating this change.
Mayor Furman announced the public hearing on Application #267-8, H. E. Butt
Grocery Company, for change of zoning from "B-1" Neighborhood Business District to
"A-2" Apartment House District on all of Lots 1 & 3B and the Northeasterly 120 feet
of Lot 2, Block 1, Alameda Estates #1.
Larry Wenger presented the application, pointed out on the map the location
and described the zoning:and land use of the surrounding area; stated that the subject
property is presently vacant; that at the Commission hearing held February 28, 1967,
Mr. W. J. Black had represented the applicant and stated that Mr. Jenard Gross of
Houston has agreed to purchase the property as an apartment site provided the zoning
request is granted; that Mr. Gross was also present and had told the Commission that
he plans to build a 66 -unit French Chateau type apartment house on the property and
indicated that adequate off-street parking would be provided. Mr. Wenger stated that
one person had opposed the request on the basis that with only a 25 -foot setback, the
view of his property would be obstructed. Mr. Wenger further stated that the Staff

reported that 23 notices were mailed, five received in favor and none in opposition,
and that it was the recommendation of the Zoning & Planning Commission that the
application be approved as requested.
Mr. W. J. Black appeared representing the H. E. Butt Grocery Company and
stated that„he would answer any questions the Council had; stated that they have a
sale for the property, and indicated an oil company will erect a service station on
the corner lot, and that the setback line would be 100 feet from Alameda Street.
No one was present in opposition to the foregoing request.
Motion by Blackmon, seconded by Dunne and passed that the hearing be closed.
Motion by Jimenez, seconded by Dunne and passed that the recommendation of
the Zoning and Planning Commission be concurred in and that Application #267-8, H.E.

Mayor Furman announced the public hearing on Application #267-9, Mrs.
Ruby Phelps, for change of zoning from "R-1B" One-family Dwelling District to "AB"
Professional Office District on Lot 4, Block 22, Windsor Park Unit #4.
Larry Wenger located the property on the map and described the zoning
and land use of the surrounding territory; stated that at the Commission hearing
held February 28, 1967, the applicant had appeared in support of the application and
stated that she is requesting this change of zoning so that she can operate a one-
chair beauty shop in her garage; stated that the external appearance of the property
will in no way be altered and that she contemplates no outdoor advertising; and
further, that she is a widow and needs to work in order to support her 12-year old
child and must work in her home to provide proper supervision for her child. Mr.
Wenger stated that the Staff had mailed 18 notices, one received in favor and one in
opposition, and that no one had opposed the application at the Commission hearing.
He stated that it was the recommendation of the Zoning and Planning Commission that
the request be denied, but in lieu thereof a Special Permit be granted for the opera-
tion of a beauty shop subject to certain conditions.
Mrs. Ruby Phelps, applicant, spoke in favor of the request and stated that
ingress and egress will be from the alley back of the property in question, and that

she has permission from the adjacent church to use its lot for parking. Mrs. Phelps
further stated that a Special Permit with conditions as recommended by the Zoning and
Planning Commission would be acceptable.
Mrs. Dora Wilson, a neighbor of the applicant, spoke in favor of the appli-
cation and stated that there is a need for the proposed beauty shop in this area.
No one appeared in opposition to the foregoing application.
Motion by McDaniel, seconded by Sizemore and passed that the hearing be
closed.
Motion by Sizemore, seconded by McDaniel and passed that the recommendation
of the Zoning and Planning Commission be concurred in and that Application #267-9
for change of zoning from "R -1B" One -family Dwelling District to "AB" Professional
Office District on Lot 4, Block 22, Windsor Park Unit #4, be denied, but in lieu
thereof a Special Permit be granted for the operation of a one -chair beauty shop sub-
ject to the following conditions, and that an ordinance be brought forward effectuat-
ing the change:
(1) That the operation of the beauty shop be restricted to the garage;
(2) That there be no entrance from Collingswood;
(3) That provisions be made for adequate off-street parking;
(4) That outdoor advertising be restricted to a two -square foot sign
attached to the South side of the garage.
There being no further business to come before the Council, the meeting
was adjourned.
