REGULAR COUNCIL MEETING
March 29, 1967

Mayor McIver Furman called the meeting to order.
The Invocation was given by Reverend Odell Allen, Pastor of Corpus Christi
Gospel Pentecostal Church.
City Secretary T. Ray Kring called the roll of those in attendance.
Motion by Blackmon, seconded by Sizemore and passed that the Minutes of the
Regular Meeting of March 22, 1967, be approved as submitted to the Council.
Mayor Furman read and presented the following proclamations: DOCTORS' DAY
in Corpus Christi, March 30, 1967, in honor of the members of the Medical Profession,
living and deceased, who have practiced the profession, received by Mrs. Curtis
Reemsnyder and Mrs. D. C. Bernwanger; ALTRUSA WEEK in Corpus Christi, the week of
April 9 through April 15, 1967, in recognition of the organization's significant
contributions to civic betterment to the community, received by Mrs. Martha Jane
McGee; CLEAN UP - PAINT UP - FIX UP WEEK, in Corpus Christi, the week of April 2,
through April 8, 1967, urging the citizens in general, all departments of the City,
the commercial organizations, civic clubs, churches, boy's and girl's clubs and
associations, to take an active part in this constructive program for community
improvement; SAVINGS BONDS WEEK, in Corpus Christi, the week of April 1 through
April 8, 1967, in observance of the 26th Anniversary Program of the United States
Savings Bonds, received by Mr. A. J. Harris, Chairman of the local Savings Bond
Campaign; and HEARING AND SPEECH CENTER WEEK in Corpus Christi, April 3 through
April 8, 1967, emphasizing the significance of this institution to the community
throe -h its Board of Directors, received by Commissioner Ronnie Sizemore.
Mayor Furman recognized Mr. Harvie Branscomb, Jr., Chairman of the Marina
Committee, who gave a report on the work that has been accomplished by this Committee
during the past 15 months, which committee was initiated for the purpose of planning
improvements for the City Marina and creation of a park in the Marina area, and

and stated that a detailed written report would be submitted by the end of this
week of these accomplishments.
Mayor Furman thanked Mr. Branscomb and stated the Council is deeply grateful
for the contribution this committee has made for the beautification of our City, and
stated that the Spoil Islands have been a concern of the citizens since they were
created, and that through the efforts of this committee, the time is approaching when.
something can be done very worthwhile and advantageous to the City.
Mayor Furman announced the appointments to Boards and Committees.
Mayor Furman nominated the following persons for appointment to the Citizens
Advisory Health and Welfare Board: Charles R. Porter, joint City -County appointee,
replacing Joseph A. Cohn; and Miguel L. Gonzalez, replacing Dick Bradley unexpired
term.
Motion by Sizemore, seconded by Blackmon and passed that the foregoing
nominations for appointment to the Citizens Advisory Health and Welfare Board be
approved and confirmed.
Mayor Furman nominated the following persons for appointment to the Pest
Control Licensing Advisory Committee: William I. Cohen and Al Carson, replacing
W. D. Bedingfield and W. Clifton Boren.
Motion by Jimenez, seconded by Blackmon and passed that the foregoing
nominations for appointment to the Pest Control Licensing Advisory Committee be
approved and confirmed.
Mayor Furman announced the recessed public hearing on Application #267-5,
Mrs. Josefa Canales Isaac, for change of zoning from "R -1B" One -family Dwelling
District to "AB" Professional Office District on Lot 18, Block 2, Monterrey Gardens
#1, recessed from March 22, 1967.
City Manager Whitney read a letter from the applicant, Mrs. Josefa Canales
Isaac, dated March 27, 1967, 1n which she stated that she wished to withdraw the
foregoing application for zoning change.
Motion by Blackmon, seconded by Dunne and passed that the hearing be closed.

from "R -1B" One -family Dwelling District to "AB" Professional Office District on Lot
18, Block 2, Monterrey Gardens #1, be accepted.
Mayor Furman called for the City Manager's Reports,
Motion by McDaniel, seconded by Dunne and passed that the City Manager's
Reports, Items "a" through "f", with Sizemore and Blackmon voting "Nay" on Item "a",
Jimenez voting "Nay" on Item "f", and that the recommendations and requests be approved
and granted as follows:
a. That the City concur in the recommendation of the Director of Public
Works that the Texas Mexican Railway Company be required to install the permanent
type full plank crossings at the three locations shown on the original plans in con-
nection with the Omaha Drive Street Improvements, on which an assessment hearing was
held March 1, 1967;
b. That the improvements of McArdle Road from Greenwood Drive to State High-
way #286, be authorized, and that notice be filed setting the date of April 19, 1967,
for public hearing on said improvements;
c. That the lease assignment by Al Krakow d/b/a Corpus Christi Aviation to
Interstate Industrial Company, Inc., and Portland State Bank, covering a portion of
certain lands and lease sites designated for commercial hangar and fixed base opera-
tions at Corpus Christi International Airport, be approved;
d. That the request of Houston Natural Gas Company to rescind its option
to sell certain property pursuant to the provisions of Paragraph B of Article III
of Contract of Sale dated November 28, 1962, described in Paragraph (iii) of Exhibit IV
to said Contract of Sale, be granted;
e. That the changes in personnel and polling places for the April 4, 1967
General Election, submitted by City Secretary Kring, be approved as follows: Precinct 2,
substitute polling place, Church of Christ, 1221 Peabody; Precinct 14, substitute
polling place, Youth Center, South Bluff Methodist Church, 1501 Seventh Street;
Precinct 19, substitute polling place, Rose Shaw School Annex, 3109 Carver; Precinct
20, substitute polling place, Skinner Elementary School, 1001 Bloomington; Precinct
31, substitute polling place, Montclair School Cafeteria, 5241 Kentner; Precinct 6,
substitute judge, Mrs. D. D. Bramblett; Precinct 9, substitute judge, Miss Angelita
Barrera; Precinct 27, substitute judge, M. R. Zepeda; Precinct 28, substitute judge,

1. That the compensation plan for all positions in the City Service be
amended by amending Section 5, by adding a new subsection (e) setting forth a new
pay schedule for basic salary position of Electrical Inspector to be $575 per month.
Commissioner Jimenez stated that he favored the pay increase for the Electrical
Inspectors as recommended, and would vote for the ordinance to be subsequently pre-
sented, but was voting "Nay" on the recommendation to emphasize that the pay scale
generally should be adjusted.

DETERMINING THE NECESSITY FOR AND ORDERING THAT A PORTION OF McARDLE ROAD, FROM GREEN-
WOOD DRIVE TO S.H. 286, BE IMPROVED; REQUIRING THE DIRECTOR OF PUBLIC WORKS TO PREPARE
AND FILE PLANS AND SPECIFICATIONS FOR THE PROPOSED IMPROVEMENTS; REQUIRING THE CITY
SECRETARY TO FTLF A NOTICE IN THE OFFICE OF THE COUNTY CLERK OF NUECES COUNTY OF THE
ACTION HEREIN; PROVIDING HOW SUCH IMPROVEMENTS SHALL BE PAID; AND DECLARING AN EMER-
GENCY.
The Charter rule was suspended and the foregoing ordinance was passed by the
following vote: Furman, Blackmon, Dunne, Jimenez, McDaniel, Sizemore, and Wallace,
present and voting "Aye."
ORDINANCE N0. 8396
APPROVING AND ADOPTING THE DIRECTOR OF PUBLIC WORKS WRITTEN STATEMENT AND REPORT OF
THE ESTIMATES OF THE VARIOUS COSTS FOR THE IMPROVEMENTS OF THAT PORTION OF McARDLE
ROAD FROM GREENWOOD DRIVE TO S. H. 286; DETERMINING AND FIXING THE PORTION OF SAID
COSTS TO BE PAID BY THE CITY OF CORPUS CHRISTI, TEXAS; DETERMINING THE NECESSITY
OF LEVYING AN ASSESSMENT AGAINST SAID ABUTTING PROPERTY; ORDERING AND SETTING A HEAR-
ING TO BE HELD ON APRIL 19, 1967, TO GIVE NOTICE OF SAID HEARING AS REQUIRED BY THE
LAWS OF THE STATE OF TEXAS AND THE CHARTER OF THE CITY OF CORPUS CHRISTI; AND
DECLARING AN EMERGENCY.

TO DRAWINGS FILED IN THE CITY ENGINEER'S OFFICE, A COPY OF WHICH IS ATTACHED HERETO
AND MADE A PART HEREOF; AND DECLARING AN EMERGENCY.

DEFACE, MOVE, CHANGE THE ANCHOR LINE, TIE TO THE ANCHOR OR ANCHOR LINE, OR SHORTEN
OR CHANGE THE LENGTH OF THE ANCHOR LINE OF ANY BUOY PLACED BY THE CITY OF CORPUS
CHRISTI, OR UNDER ITS DIRECTION, IN THE WATERS OF CORPUS CHRISTI BAY, LAGUNA MADRE

ANY ONE OR MORE OF ANY VOLATILE SOLVENTS; DEFINING CERTAIN WORDS; MAKING IT UNLAWFUL
TO INHALE THE FUMES OF ANY MODEL GLUE TO INDUCE OR AID OTHERS TO VIOLATE ANY OF THE
PROVISIONS OF THIS ORDINANCE; MAKING POSSESSION OF CERTAIN GLUES UNLAWFUL; PROVIDING

376.575 ACRES OF LAND, CONSISTING OF 29 TRACTS OF LAND IN NUECES COUNTY, TEXAS, SAID
LEASE TO BE WITH COASTAL STATES GAS PRODUCING COMPANY FOR A 5 -YEAR PERIOD, BEGINNING
APRIL 26, 1967, AND ENDING APRIL 25, 1972, FOR A CASH BONUS IN ADDITION TO ALL OTHER
CONSIDERATION SET OUT IN THE LEASE FORM, TO BE PAID IN ADVANCE, ALL AS MORE FULLY

There being no further business to come before the Council, the meeting was
adjourned.
