22.a. Motion authorizing the City Manager or his designee to accept a grant in the
amount of $449,736 from the Texas Automobile Theft Prevention Authority
(ATPA) to establish a proactive Motor Vehicle Theft Enforcement Unit in the Police
Department and to execute all related documents.
