REGULAR COUNCIL MEETING

Mayor Jack R. Blackmon called the meeting to order.
The Invocation was given by the Reverend Bob Willis, Pastor of First
Assembly of God Church.
City Secretary T. Ray Kring called the roll of those in attendance.
The Minutes of the Regular Council Meeting of September 27, and of the
Special Council Meeting of September 28, 1967, were approved—as submitted to the
Council.
Mayor Blackmon read and presented proclamations relative to the follow-
ing: GRANDMOTHER'S DAY in Corpus Christi, October 8, 1967, in honor of and paying
loving tribute to all grandmothers, received by Mrs. Emma Shrier and four other
members of the Grandmother's Club; DEL MAR COLLEGE WEEK, October 9, through 15,
1967, urging the citizens of Corpus Christi Junior College District, and the
residents of surrounding towns to visit Del Mar College, and to especially visit
the new buildings which will be the center of a campus -wide Open House October 15,
1967, received by Mr. Al Pierce, Dean of Del Mar College, and on behalf of the
students, faculty, staff, and Board of Regents, thanked the Council for their
interest in the College, stated that it is the desire of the College to always
be an active part of all agencies of Corpus Christi of which they are involved,
and extended a special invitation to the Council to visit and attend the Open
House Ceremonies on the Campus to be held October 15; HERBERT C. PETRY, JR. DAY
in Corpus Christi, October 5, 1967, in recognition of the outstanding services
rendered in many fields of civic, charitable, and public activities in the State
of Texas, and especially as Chairman of the very efficiently administered State
Highway Commission; the proclamation to be delivered to Mr. Petry at a luncheon
meeting October 5 in this City.

Mayor Blackmon welcomed the Student Council. from Robert Driscoll Junior
High School, and. their sponsor, Mrs. Your4man, ar.d read and presented Certifi-
cates of Attendance to Johnny Overton, Mark Moses, Jeannie South and Estella
Pedraza, accepted by Johnny Overton,
Mayor Blackmon also welcomed the Student Council from Sundeen Junior
High School and their sponsor, and directed that Certificates of Attendance be
mailed to Leslie Nini, Judy Murphy, Beverly Garnett, Sathy Featherston, Tommy Daley
and. David Wylie,
Mayor Blackmon recognized Mrs, James C. Scott, President, and Mr, Durward
Thompson, Director, of OPUS, who were present in the audience on behalf of this
organization, and coinciding with a proclamation issued by the Mayor at last week's
Council Meeting, whereby the week of October 2, 1967, was declared UREAB PLANNING
WEEK, Mr, Thompson read the following commendation;
"We know of no one in our City whose decision-making powers can
more truly influence what our city is to be 50 years hence than you,
our City Council. And as Mayor Blackmon pointed out, while we may
not always agree, we do support the many fine things this Council is
doing.
OPUS wishes to recognize the efforts of this City Council in foster-
ing and encouraging sound urban planning and development of our Bay-
front, which is our organization's primary concern, We particularly
call attention to the furthering of plans for the development of
Channel Park. and Cole Park; the proposed improvements of Ocean Drive;
your encouragement of the Arts and Science Center; and your immediate
concern for turning disaster into advantage on North Beach.
Knowing our mayor to be a philatelist, we wish to present to him a
sheet of Urban Planning stamps, including the plate block, and for
each of you Councilmen, a sheet of these stamps, We hope that youruse
of these, your own dedication and concern for sound urban planning
can be reaffirmed and strengthened." (Council Exhibit #67-10)
Mayor Blackmon expressed gratitude for these words of commendation,
and on behalf of the Council, thanked. Mrs. ;.,:)4t an Lr. Thompson for the Com-
memorative Stamps, and the spirit in which they were presented.
Mr. Cecil E. Burney appeared and addressed the Council stating that he,
as of now, ceases to be Chairman of the local. Poverty Program - Community Committee
on Youth Education and Job Opportunity - and stated that he wanted to publicly
thank the Council for the assistance they have received from the City for the past
three years, and stated that without the City's cooperation and participation,

the program could not have survived. Mr. Burney particularly commended. Assis-
tant City Manager Marvin Townsend; Charles Daley, former Chief Accountant of
the City Finance Department; Wilfred Calnan, Director of Welfare; and Mrs. Allie
Roddy of the Park and Recreation Department, and others, as having contributed to
the success of the program.
Mayor Blackmon expressed regrets that Mr. Burney had declined the candidacy
for president or as an officer of the program, but stated that a person cannot be
expected to continue on indefinitely, and on behalf of the Council, commended Mr.
Burney, stating that his efforts are sincerely appreciated, and that without his
leadership this program could very well have faltered.
Mayor Blackmon announced the appointements to Boards and Committees.
Motion by Roberts, seconded by Sizemore and passed that Wallace L. Lund-
gren be appointed to the Airport Advisory Board to fill the unexpired term of W. J.
Roberts, resigned.
Motion by Lozano, seconded by Roberts and passed that Henry 0. Wyneken
be appointed to the Municipal Arts Commission to fill the unexpired term of Mr.
William Hovey, resigned.
Mayor Blackmon announced the opening of bids.
Bids were opened on Full Maintenance Elevator Services for the City Hall
and Public Utilities Buildings; La Retama Public Library; and Corpus Christi
International Airport, from the following firms: Emco Elevator Company, Inc., and
Hunter Hayes Elevator Company.
The foregoing bids were tabled for 48 hours as required by the City
Charter and referred to the City Manager for tabulation and recommendation.
Mayor Blackmon called for the City Manager's Reports.
Motion by Bradley, seconded by McDaniel and passed, that the City Manager's
Reports, Items "a" through "e", with Jimenez voting "Nay" on Item "a", be accepted,
and that the recommendations and requests be approved and granted as follows:
a. That an ordinance amending the City Code, so as to add to the sched-
ule of one-way streets provision for Parade Drive, from Alameda Street to Kentner,
between 8:00 a.m. and 9:00 a.m., and between 2:30 p.m. to 4:00 p.m., on school
days only, be approved;

b, That the date of October 24, 1967 at 2:00 p.m., Special Meeting,
be set for public hearing on five zoning cases and one appeal;
c. That a lease for three years with Corpus Christi Council for retarded
children for rental of Parkway House for Girls for $1.00 per year and other con-
siderations, be authorized;
d. That the award of contract for the construction of the Oso Bridge
No. 2 Project be made to Austin Bridge Company on the basis of low bid meeting
specifications and most advantageous to the City; appropriating and reappropriat-
ing out of No. 102 General Fund the sum of $30,000, of which amount $24,403.78
is for the construction contract and $5,596.22 is for contingencies, including
engineering, be approved.
Bids were received on construction of the Oso Bridge at 9:00 a.m.,
October 4, 1967, in the Council Chamber, in accordance with Article IV, Section 23,
1955 Revision, City Charter, from the following firms: Austin Bridge Company,
Heldenfels Brothers, Slovak Brothers, and W. T. Young Construction. Company, and
tabled for tabulation and recommendation.
City Manager Whitney and Mayor Blackmon commended the City Engineer,
James Lontos and his Staff for the efficiency and efforts demonstrated in the
preparation of Plans and Specifications for bidding to be opened under the "crash
program" necessary for the building of the Oso Bridge.
City Manager Whitney advised the Council of a letter he had received
this date from Captain Nathan Clark, signed and delivered by Architect Joseph
Hans, in which Captain Clark indicated that he desires to acquire title to, and/or
use a portion of the submerged land owned by the City, being an area approximately
200 feet from his present water boundary line into the Bay approximately the
width of his present property which is Block E, Brooklyn Addition, lying on the
Bay side of North Shoreline Boulevard, approximately 100 feet north of its inter-
section with Bessie Street. Mr. Whitney stated that Captain Clark desires to
develop the property in conjunction w .th his existing property for a new motel;
stated that all the land area is proposed to be bulkheaded and filled; that the
motel of approximately 150 units is proposed; and that all improvements would
be housed in a building of approximately seven stories with adequate parking
provided.

Mayor Blackmon received the foregoing matter as information to be con-
joint
sidered later. He announced a/ meeting with the Zoning and Planning Staff to be
held at the temporary City Hall Quarters on the Beach pertaining to rezoning and
rebuilding Corpus Christi Beach.
Commissioner Jimenez stated that he voted "Nay" on Item "a" of the City
Manager's Reports re One-way Traffic on Parade Drive, because he felt the one-way
operation of traffic is needed immediately, and that he favored approving the
ordinance on an emergency basis.

CORRECTING BY AMENDMENT ORDINANCE N0. 8524, HERETOFORE PASSED BY THE CITY COUNCIL
ON JULY 12, 1967, AMENDING THE ZONING ORDINANCE OF THE CITY OF CORPUS CHRISTI,
ADOPTED ON THE 27TH DAY OF AUGUST, 1937, APPEARING OF RECORD IN VOLUME 9, PAGES
565, ET SEQ, OF THE ORDINANCE AND RESOLUTION RECORDS, AS AMENDED FROM TIME TO TIME
AND PARTICULARLY AS AMENDED BY ORDINANCE NO. 6106, AS AMENDED, UPON APPLICATION
OF MRS. BETTY HADDAD, BY GRANTING A SPECIAL PERMIT FOR THE OPERATION OF A USED
CAR LOT, SUBJECT TO THE CONDITIONS HEREINAFTER SET FORTH AND THE SITE AND SIGN
PLANS, ATTACHED HERETO AND MADE A PART HEREOF, MARKED EXHIBITS"A" AND "B", ON
LOT 9, BLOCK 2, OSAGE ADDITION IN THE CITY OF CORPUS CHRISTI, NUECES COUNTY,
TEXAS; KEEPING IN EFFECT ALL OTHER PROVISIONS OF THE EXISTING ORDINANCE AS AMENDED;
REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND DECLARING AN EMERGENCY.
The Charter rule was suspended and the foregoing ordinance was passed
by the following vote: Blackmon, Sizemore, Bradley, Jimenez, Lozano, McDaniel
and Roberts, present and voting "Aye."
ORDINANCE NO. 8621
AUTHORIZING AND DIRECTING THE CITY MANAGER, FOR AND ON BEHALF OF THE CITY OF
CORPUS CHRISTI, TO EXECUTE A CONTRACT WITH AUSTIN BRIDGE COMPANY FOR THE CON-
STRUCTION OF THE OSO BRIDGE NO. 2 PROJECT; APPROPRIATING AND REAPPROPRIATING OUT
OF N0. 102 GENERAL FUND, ACTIVITY 4925, CODE 345, THE SUM OF $30,000, OF WHICH
AMOUNR $24,403.78 IS FOR THE CONSTRUCTION CONTRACT AND $5,596.22 IS FOR
CONTINGENCIES, INCLUDING ENGINEERING; AND DECLARING AN EMERGENCY.
The Charter rule was suspended and the foregoing ordinance was passed

AMENDING, BY AMENDING SUBSECTION (a) OF SECTION 21-153, SO AS TO ADD TO THE
SCHEDULE OF ONE-WAY STREETS PROVISION FOR PARADE DRIVE, FROM AL.,AMEDA STREET TO
KENTNER, BETWEEN 8:00 A.M. AND 9:00 A.M., AND BETWEEN 2 30 P.M. TO 4:00 P.M., ON
SCHOOL DAYS ONLY; PROVIDING FOR PUBLICATION.
The foregoing ordinance was read for the first time and passed to its
second reading by the following vote: Blackmon, Sizemore, Bradley, Jimenez,
Lozano, McDaniel and Roberts, present and voting "Aye."

FIRST READING OF AN ORDINANCE AUTHORIZING AND DIRECTING THE CITY MANAGER TO
EXECUTE A LEASE FOR THREE YEARS WITH CORPUS CHRISTI COUNCIL FOR RETARDED CHILDREN
FOR RENTAL OF PARKWAY HOUSE FOR GIRLS FOR $1.00 PER YEAR AND OTHER CONSIDERATIONS,
A COPY OF WHICH LEASE IS ATTACHED HERETO AND MADE A PART HEREOF.
The foregoing ordinance was read for the first time and passed to its
second reading by the following vote: Blackmon, Sizemore, Bradley, Jimenez,
Lozano, McDaniel and Roberts, present and voting "Aye."
Mr. John C. Brooke, appeared and stated that he has received a copy of
the draft of the proposed land drilling ordinance for the City; stated that it is
long and a very complicated document; that he has received comments and suggested
amendments for the draft; that he has been in conference with the Petroleum Super-
intendent Harry Franklin and inembers_of S.P.E.Committee, and that in view of the
fact that substantial agreement exists on changes in the ordinance, offered to
prepare one set of comments and suggestions for discussion with the City Attorney
and Mr. Franklin, and submit to the Council by the first of next week.
Mrs. Fred A. Miller, Route 1, Robstown, Texas, owner of Corpus Christi
Beach property, appeared and stated that she was opposed to any uniform restric-
tions for the development of the Beach Area.
Mayor Blackmon stated that no restrictions have been agreed upon as yet,
that the only action the Council has taken is to freeze building permits, and
stated that the Council's primary concern is that the Beach Area not be restored
to its former state before the storm, and invited Mrs. Miller to attend the
scheduled meeting following this meeting for the purpose of considering the over-
all program and planning for the Beach Area,
Miss Jeannie South, a student of Robert Driscoll Junior High School,
announced that her Student Council is conducting a welfare drive for the purpose
of collecting food, clothing, and other items, to donate to the residents of
Corpus Christi Beach and Padre Island who lost their homes during the recent
hurricane.
Mayor Blackmon recognized Dr. Carl Wrotenbury, Librarian at the University
of Corpus Christi, who stated that he was present to observe the City Government
in operation to better qualify himself for making his contribution to the welfare
of the City.
There being no further business to come before the Council, the meeting
was adjourned.
