Sabco Operating Company hereby submits an Application for Permit to drill a new well g9
located in State Tract 53, Corpus Christi Bay, along with a plat and associated programs. A
$1500.00 application fee is enclosed.
The following items are also in your file:

· List of parties owning a working interest
We request the exception for the following reasons:
1) Drilling a straight hole versus a directional hole will save drilling costs and increase the
probability of successfully drilling the well.
2) The new location will not impact normal bay activities.
3) The new location will not have any discemable visual impact.
4) We will plug an existing shut-in well (ST 4894) in place of this new drill.

This Application does (~ee: net) request an exception to any requirements of 0il and Gas
Chapter 35 of the City Code. (NOTE: ff the permit requested is__exceptional, state the reasons
therefor in detail, using attachments and supporting data to the degree deemed necessapj.)
Applicant's Warranties and Agreements:
Applicant warrants that all things stated or represented as factual in this application and any
attachments thereto are true and correct, and that all material representations of Applicant made
in connection therewith are and will be true and correct; at the penalty of any permit granted
herein being null and void.
Applicant understands that any permit grant~l pursuant to this application is and will be
subject to all valid ordinances, roles and regulations of the City of Corpus Christi governing the
subject matter, as well as all other valid and applicable laws, roles and regulations of other
governmental bodies having jurisdiction. Applicant is familiar with these, or has notice of same,
and agrees to comply therewith.
Applicant will submit to the City Council, the Oil and Gas Advisory Committee or to the
City Manager any and all other information or data respecting this application required to be
furnished; and Applicant will appear before any such body or person for conference, public or
private hearing, and give testimony reasonably required hereunder.
In Bay Recreation Areas, Applicant hereby agrees, insofar as it has the right and authority
so to do, to allow lessees of State Lease Tracts adjoining the State Lease Tract covered by this
application to utilize unused surface locations on its tract as prescribed by Ordinance of the City
of Corpus Christi and on the terms and conditions set forth in such Ordinance.
In Marine Areas, Applicant agrees to furnish boat transportation during normal working
hours from shore to the location covered by this application for the propose of any inspection of
said location and facilities situated thereon conducted by any official or employee of the City of
Corpus Christi; provided that no extra duty of care is thereby imposed on Applicant.
Attached hereto are tree copies of all existing permits or applications for permits from other
governmental agencies, pertaining to the well for which this application is made.
In nonexempt Land Drilling Blocks, attached hereto is a list of all owners of unleased
minerals and the fractional share of the Drilling Block owned as provided for in City Code
Section 35-83 (B) (2)
Attached hereto is the bond required by the City of Corpus Christi for operations pertinent
to the location applied for (Land, Bay, or Gulf): (or) reference is here made to the blanket bond
filed by Applicant with the City Petroleum Superintendent; (or) reference is made to the
Indemnity Agreement between Applicant and the City of Corpus Christi filed with the City
Petroleum Superintendent.
Attached hereto is a copy of the insurance policies or certificates required by the City of
Corpus Christi City Code; (or) reference is here made to the copy of the insurance policy or
Indemnity Agreement on file in the Oil and Gas Well Division which is sufficient to cover this
application.
Attached hereto is a plat of the area where drilling is to be conducted showing the proposed
location on surface and at bottomhole. (In "non-producing" land areas the plat shall be
prepared by a licensed public surveyor and include the metes and bounds description of the
Drilling block(s) to be unitized.)
Attached hereto is the casing program for the well.
For land wells: Attached hereto are the names and addresses of the owners of all surface
property within 400 feet of the well bore.
Applicant hereby agrees that the City of Corpus Christi is authorized to take over and
expend funds to retain control of the well as provided in Corpus Christi City Code Section
35-104.

Dear Ms. Pattillo:
Under the authorization of our Blanket Permit No 22174, we hereby request approval to drill our
proposed State Tract 53 g9 well in Corpus Christi Bay, Nueces County, Texas, and install two 2-7/8" O.D
pipelines from said well surface location to the production platform 49 in State Tract 49, Nueces County, Texas.
The surface and bottomhole locations of the referenced well are shown on the attached plat. Copies of
drawings of the typical structures erected in this project have already been submitted with the approved blanket permit
application.
The bottom of the bay in the proposed project area is beneath 20 feet of water at Mean Low Tide and does not
support any sea grass or oyster reef development. The proposed activity is not likely to affect pre-20t~-Century
shipwrecks according to the U.S.C.O.E. staff archeologist. Frontier Surveying Company has mn magnetic survey around
the proposed wellhead and along the proposed pipeline. As certified by Frontier on the attached profile, they have found
no shell reefs, salt grass, or metal objects within 500 feet of the proposed route or the proposed surface location.
Thank you in advance for timely approval of the revised surface locations. A rig is now standing by to drill the
wells. If additional information is required in connection with this revision, please advise.

In Bay Recreation Areas, Applicant hereby agrees, insofar as it has the right and authority
so to do, to allow lessees of State Lease Tracts adjoining the State Lease Tract covered by this
application to utilize unused surface locations on its tract as prescribed by Ordinance of the City
of Corpus Christi and on the terms and conditions set forth in such Ordinance.
In Marine Areas, Applicant agrees to furnish boat transportation during normal working
hours from shore to the location covered by this application for the purpose of any inspection of
said location and facilities situated thereon conducted by any official or employee of the City of
Corpus Christi; provided that no extra duty of care is thereby imposed on Applicant.
Attached hereto are true copies of all existing permits or applications for permits from other
governmental agencies, pertaining to the well for which this application is made.
In nonexempt Land Drilling Blocks, attached hereto is a list of all owners of tmleased
minerals and the fractional share of the Drilling Block owned as provided for in City Code
Section 35-83 (B) (2)
Attached hereto is the bond required by the City of Corpus Christi for operations pertinent

location on surface and at bottomhole. (In "non-producing" land areas the plat shall be
prepared by a licensed public surveyor and include the metes and bounds description of the
Drilling block(s) to be unitized.)

For land wells: Attached hereto are the names and addresses of the owners of all surface
property within 400 feet of the well bore.

Under the authorization of our Blanket Permit No. 22174, we hereby request approval to drill our
proposed State Tract 48 #8 well in Corpus Christi Bay, Nueces County, Texas, and install two 2-7/8" O~D
pipelines from said well surface location to the production platform 49 in State Tract 49, Nueces County, Texas.
The surface and bottomhole locations of the referenced well are shown on the attached plat. Copies of
drawings of the typical structures erected in this project have already been submitted with the approved blanket permit
application.
The bottom of the bay in the proposed project area is beneath 20 feet of water at Mean Low Tide and does not
support any sea grass or oyster reef development. The proposed activity is not likely to affect pre-20t~-Century
shipwrecks according to the U.S.C.O.E. staff archeologist. Frontier Surveying Company has mn magnetic survey around
the proposed wellhead and along the proposed pipeline. As certified by Frontier on the attached profile, they have found
no shell reefs, salt grass, or metal objects within 500 feet of the proposed route or the proposed surface location.
