Blackmon Mayor Pro Tem Ronnie Sizemore Commissioners: Dick Bradley, Jr. Dr. P. Jimenez, Jr. Gabe Lozano, Sr. Ken McDaniel W. J. Roberts City Manager R. Marvin Townsend City Attorney I. M. Singer City Secretary T. Ray Kring Mayor Jack R. Blackmon called the meeting to order. The Invocation was given by Commissioner W. J. Roberts in the absence of the invited Guest Chaplain. City Secretary T. Ray Kring called the roll of those in attendance. The Minutes of the Regular Meeting of April 23, 1969, were approved as submitted to the Council. Mayor Blackmon recognized and welcomed as special guests of the. Council, representatives of the Student Council of Wynn Seale Junior High School, presented Certificates of Attendance, and designated as Honorary Junior City Commissioners, the following: Becky Gonzales, Diane Petropoulos, Adelfino Palacios, Roy Alvarez, Richard Toseano and Danny Ybarra. The students were accompanied by their sponsor, Miss Beatrice Lozano. Mr. Harold Alberts appeared as spokesman for a committee composed of himself, J. Preston Pullam, and Dr. E. E. Mireles, representing the Human Relations Commission, and urged that the Council speed up its efforts to employ a fulltime Human Relations Administrator; that the salary for this position be reclassified in the $12,000 to $14,000 a year range, and that the duties be re -defined in order to attract applicants of the caliber equal to the position. He stated that the Committee feels this accounts for the fact that an acceptable applicant has not been employed. He commended the Council for its past efforts in the interest of and in cooperation with the Human Relations Commission, and credited it • • Minutes Regular Council Meeting April 30, 1969 Page 2 with being the first to pass a Fair Housing Ordinance, which he stated was functioning satisfactorily, but stated that thirteen months had passed since a letter was sent out by the Mayor, dated March 27, 1968, announcing that a Human Relations Administrator had been authorized, and that this Committee feels this appointment is overdue. He requested that this matter be moved to the top of the priority list and that adequate salary for a competent applicant be provided. Mrs. James C. Scott, appearing as an interested citizen, inquired as to the status of the employment of a fulltime Human Relations Administrator, and the filling of the vacancies existing on the Human Relations Committee, She stated that she was in full agreement with the comments of Mr. Harold Alberts, but stated that her appear- ance and that of Mr. Alberts was purely coincidental. She commented that the lack of action in connection with the employment of an Administrator and appointments to the Human Relations Committee had been disappointing, and presented the Council with a list of organizations which she said should be consulted or represented on the committee, namely: LULAC, NAACP, Ministerial Alliance, G. I. Forum, Jewish Community Council, Labor Council, Neighborhood Council of OEO, City Council PTA, League of Women Voters, and all Liaison groups, and that a timetable should be established for appointments by August 15, 1969. (Council Exhibit #3-69) Mayor Blackmon stated that more has been accomplished toward the employment of an administrator that the public realizes, and commented that the position has only been vacant since funds were provided in the budget adopted August of 1968. City Manager Townsend stated that the Staff has interviewed numerous applicants for the position, but has found none acceptable, but that a new group of applicants will be interviewed under a new classification, and that it is the feeling of the Staff that on acceptable applicant will be found from this group. Mayor Blackmon read and presented proclamations relative to the following: LAW DAY USA, May 1, 1969, in recognition of the twelfth annual observance of this day through appropriate programs and ceremonies in gratitude for being a part of this great country, and a reaffirmation of loyalty, respect for authority, and the supremacy • • Minutes Regular Council Meeting April 30, 1969 Page 3 of law; received by Judge Joseph A. Cohn on behalf of the Nueces County Bar Association; ART JAMBOREE DAY, May 4, 1969, sponsored by the Delta Delta Delta Sorority and the Auxiliary to the South Texas Art Museum, for the promotion of arts and crafts through the annual Art Jamboree, received by Mrs. Sidney Smith and Mrs. Charles Bonniwell; MENTAL HEALTH MONTH, May, 1969, in support of the work of the Coastal Bend Association for Mental Health, received by Judge Joseph Cohn, Chairman of the current Mental Health Fund Campaign; who expressed appreci- ation for cooperation received from the City Police Department, City -County Welfare Department, and Public Safety Director, Wayland Pilcher; CINCO DE MAYO DAY, May 5, 1969, and urged the celebration of this day by all citizens in a manner utilizing the occasion to cement and perpetuate the friendship, honor and respect between our City and the people of Mexico, to be read and presented at the Cinco De Mayo Day celebration to be held in Memorial Coliseum May 5; BUCCANEER DAYS, May 1 - 11, 1969, and urged citizens to participate in the events and activities sponsored by the Buccaneer Commission, received by Commissioner Bradley; LOYALTY DAY, May 1, 1969, in recognition of this annual occasion for re -affirmation of faith in God and love of our flag and country, and urged individuals, schools, churches, organizations, and business establishments, to display the flag of the United States and participate in the patriotic Loyalty Day activities sponsored by the Veterans of Foreign Wars, received by a delegation of local Veterans Posts. Mayor Blackmon announced the following nominations for appointment and re- appointments to the Board of Equalization: Odell Ingle and Hector de Pena, for re- appointment, and Harry Pinson for appointment to replace Bill G. Read. Motion by Roberts, seconded by Lozano and passed, that the foregoing nominations be confirmed and approved. City Manager Townsend stated that minor corrections and changes in election judges and locations of voting places for the May 3rd election have been made necessary due to problems at two locations and inability of the previously appointed judges to serve, and recommended the following changes: New location, Precinct No, 4, Union Hall, • Minutes Regular Council Meeting April 30, 1969 Page 4 801 Omaha; new location, Precinct No. 26, Garage at 3013 Brawner Parkway; new Judge, Precinct No. 16, Mrs. Lilly Mae Hurst; new Judge, Precinct No. 29, Garland Dieringer; new Judge, Precinct No. 32, Mrs. Jessie Jordan; new Judge, Precinct No. 42, F. L. Youngs, and new Judge, Precinct No. 48, T. D. McDowell. Motion by Roberts, seconded by Lozano and passed, that the foregoing changes in election judges and voting places, be approved. Mayor Blackmon called for the City Manager's Reports. Motion by Bradley, seconded by Sizemore and passed, that the City Manager's Reports be accepted, and that the recommendations and requests be approved and granted as follows: a. That a permit be issued to Gulf Oil Corporation to drill Well #3, in State Tract 35 in Corpus Christi Bay with no exceptions; b. That acceptance and final payment of Estimate No. 4 in the amount of $10,490.36, representing the balance due the contractor, Heldenfels Brothers, for completion of construction of Storm Sewer Improvements along Jamaica, Caribbean, Waldron and Whitely, be approved; c. That the date of May 19, 1969, 2 p.m. Special Meeting be set for public hearing on seven zoning cases; d. That the proposed ordinance relative to wells drilled outside the City limits, but within 5,000 feet and bottoming either under the City limits or in the 5,000 feet area, be approved. ORDINANCE NO. 9346 DECLARING THAT ANY WELL DRILLED FOR OIL, GAS OR OTHER MINERALS WITH A SURFACE LOCATION OUTSIDE OF THE CITY LIMITS BUT WITHIN 5000 FEET OF THE CITY LIMITS WHICH IS NOT BEING DRILLED AND OPERATED IN ACCORDANCE WITH THE REGULATIONS, EQUIPMENT AND RESTRICTIONS CONCERNING THE DRILLING AND OPERATION OF WELLS OF SIMILAR CHARACTER WITHIN THE CITY LIMITS, AND PARTICULARLY THOSE REGULATIONS CONTAINED IN ORDINANCE NO. 8294, AS AMENDED, AND ORDINANCE NO. 8879, AS AMENDED, 15 A NUISANCE AND PUNISHABLE BY A FINE OR INJUNCTION; AND DECLARING AN EMERGENCY. 0 Minutes Regular Council Meeting April 30, 1969 Page 5 The Charter Rule was suspended and the foregoing ordinance was passed by the following vote: Blackmon, Sizemore, Bradley, Jimenez, Lozano, McDaniel and Roberts, present and voting "Aye". Mr. Jonas Salinas, president of the Student Council of West Oso High School filed with the Council a petition containing approximately 225 signatures of area residents, school faculty members and students requesting that the name of McMullen Road be changed to Oso Lane. The petition stated that they feel this change is necessary to achieve Municipal Status. (Petition #5-69) Commissioner Dick Bradley, on behalf of the City Council, presented Mayor Blackmon with a colored framed picture of the Corpus Christi Bayfront with a picture of Mayor Blackmon superimposed on it, as a token of appreciation of the superior leader- ship shown during his two years as Mayor. On accepting the gift, Mayor Blackmon stated "the post two years have been full of surprises, but this is the most pleasant surprise I have ever received." There being no further business to come before the Council, the meeting was adjourned.
