Blackmon Mayor Pro Tem Ronnie Sizemore Commissioners: Dick Bradley, Jr. Gabe Lozano, Sr. Ken McDaniel W. J. Roberts City Manager R. Marvin Townsend City Attorney I. M. Singer City Secretary T. Ray Kring Mayor Jack R. Blackmon called the meeting to order. The Invocation was given by Dr. W. H. Colson, Minister of Baptist Missions, and Chairman of the Committee on Human Relations. City Secretary T. Ray Kring called the roll of those in attendance. Motion by Sizemore, seconded by McDaniel and passed, that the absence of Commissioner Jimenee be excused for cause. The Minutes of the Regular Meeting of April 30, 1969, were approved as submitted to the Council. Mayor Blackmon read and presented proclamations relative to the follow- ing: HOSPITAL WEEK, May 11 through 17, in recognition of National Hospital Week, and urged all citizens to visit "Your Hospital - Pathway to Progress in Com- munity Health," and commended the dedicated men and women for a community service so vital to community need; received by Mrs. Dolores Crow of Memorial Hospital and Mrs. Roscher of Spohn Hospital; CORPUS CHRISTI FAMILY WEEK, May 4 through 11, 1969, in recognition of and In conjunction with National Family Week, to strengthen wholesome family life by supporting the health and welfare services in the com- munity; received by Mr. John E. Reifenberg, Director of Corpus Christi Family Counselling Service. Mayor Blackmon called eor the City Manager's Reports. Motion by Roberts, seconded by Bradley and passed, that the City Manager's Reports be accepted, and that the requests and recommendations be granted and approved as follows: a. That the Compensation Plan be amended to specify that overtime for Firemen be calculated on the basis of 40 hour workweek and to provide a method to compensate Construction Inepeetors for unusual overtime; Minutes Regular Council Meeting May 7, 1969 Page 2 b. That the petition, signed by 48 residents of Lawton Street in Harlem Park Addition, requesting that the City Council take immediate steps to backfill the drainage ditch and remove the barbed wire fence presently existing on the old Cliff Maus Airport site immediately behind the houses on the south- west side of Lawton Street, which is an alleged safety and health hazard, be acknowledged and filed pending recommendation from the Staff. (Petition #6-69) Mayor Blackmon presented a Certificate of Commendation to Dale Ingersol for exemplary action in rendering emergency first aid and assistance to Walter Melhart on April 7, 1969. He was commended for his prompt action to save a fellowman's life and for his inspirational example of unselfish, good citizen- ship. ORDINANCE NO. 9347 AMENDING ORDINANCE NO. 8127, GENERALLY REFERRED TO AS THE CLASSIFICATION AND COMPENSATION PLAN FOR Tni, CITY OF CORPUS CHRISTI, BY AMENDING SECTION 7, SUB- SECTION (b), CHANGING OVERTIME COMPENSATION FOR FIREMEN; BY AMENDING SECTION 5, SUBSECTION (c), TO PROVIDE FOR COMPENSATION FOR EXTENDED WORKWEEK UP TO 52 HOURS; PROVIDING A SEVERANCE CLAUSE; PROV]DING AN EFFECTIVE DATE; AND DECLARING AN EMERGENCY. The Charter rule was suspended and the foregoing ordinance was passed by the following vote: Blackmon, Sizemore, Bradley, Lozano, McDaniel and Roberts, present and voting "Aye"; Jimenez absent. ORDINANCE NO. 9348 CANVASSING RETURNS AND DECLARING THE RESULTS OF THE GENERAL ELECTION FOR THE PURPOSE OF ELECTING THE MAYOR AND COMMISSIONERS OF THE CITY OF CORPUS CHRISTI HELD ON THE 3RD DAY OF MAY, 1969; AND DECLARING AN EMERGENCY. The Charter rule was suspended and the foregoing ordinance was passed by the following vote: Blackmon, Sizemore, Bradley, Lozano, McDaniel and Roberts, present and voting "Aye"; Jimenez absent. Mayor Blackmon announced that the passage of the foregoing ordinance constituted an offical canvass of the votes cast in the May 3, 1969 election, and marked the close of the two-year terms of office of the retiring Council, and welcomed those in the audience who were present for this occasion. He presented each member of his Council with a service plaque bearing his signature and a facsimile of the Official Seal of the City of Corpus Christi, in recognition and appreciation of their diligent services rendered the past two years, and Minutes Regular Council Meeting May 7, 1969 Page 3 expressed his pleasure in having had the opportunity of serving with them. He made the first presentation to Mrs. Jack Grant, widow of the late Commissioner Jack Grant, in special recognition of his services on this Council from April 4, 1967 until his death in August of the same year. Mayor Blackmon invited Commissioner -elect Eduardo E. de Ases to join the Council at the Council Table for swearing-in ceremonies, and introduced the Honorable Paul W. Nye, Associate Justice, 13th Court of Civil Appeals who admin- istered the Oaths of Office to the newly elected Mayor Blackmon individually, and collectively to Commissioners, Eduardo E. de Ases, Dick Bradley, Gabe Lozano, Sr., Ken McDaniel, W. J. Roberts, and Ronnie Sizemore. Judge Nye declared the foregoing to be the duly elected Mayor and Council of the City of Corpus Christi. Mayor Blackmon announced that the first item of business of the new Council was the election of Mayor Pro Tem, and called for nominations. Immediate Past Mayor Pro Tem Sizemore expressed his sincere pleasure in having served as Mayor Pro Tem the past two yearn, and thanked all those who had supported him, stating that without this support and cooperation, nothing could have been accomplished, and noMiinated Mr. Gabe Lozano to succeed him as Mayor Pro Tem. The nomination was seconded by Commissioner Bradley. Motion by Commissioner de Ases, seconded by Roberts and unanimously passed, that the nominations cease and that Commissioner Lozano be elected Mayor Pro Tem by acclamation. The Council and entire audience responded with a stand- ing ovation and applauded their approval of this historic occasion of electing the first Mexican -American to hold the position of Magor Pro Tem. Mr. Sizemore was also given a standing ovation when he spoke and urged that the Council and citizens give their support to Mr. Lozano. In accepting the position of Mayor Pro Tem, Mr. Lozano stated that his election carried out the theme of the Council's unity campaign, and that he considers it a personal honor, and an honor to all Mexican -Americans in the community, and that he is looking forward to continued progress in City Govern- ment. Each member of the newly elected Council made brief acceptance speeches and introduced members of their families who were present in the audience. • Minutes Regular Council Meeting May 7, 1969 Page 4 Commissioner de Ases stated that he was honored to have been elected to this Council, pledged his support and cooperation, and especially commended Commissioner Sizemore, stating that he "never stood taller than when he nominated Commissioner Lozano for election as Mayor Pro Tem." Mayor Blackmon especially expressed his appreciation for the large number of persons attending this meeting, stating it was always a pleasure when people have a purpose, invited them all back anytime they have words of wisdom to offer, and stated that their wholehearted support is needed. Mr. Morris Lichtenstein, Sr., representing a group of businessmen of the City, handed the following statement to Mayor Blackmon which he had hoped to deliver publicly; "Today you begin your second term of administering the affairs of our City. Appreciation of your efforts the past two years is evidenced by the voters' vote to return you to office. It shows that for the most part our citizens feel as I do - you have done a fine job - your accomplishments of improvements throughout the City are proof that by cooperating and working together with you, we, the citizens can look forward to still more growth in the years ahead. Remem- ber that whatever you do you won't please everyone but when there is something to be done - go ahead - do it." There being no further business to come before the Council, the meeting was adjourned. I, JACK R.
