22. Motion to direct the City Manager to engage in preliminary negotiations with Flint
Hills and Citgo and any ancillary entities and report to the Council in 30 days
regarding the location of a new Wastewater Treatment Plan on Site 3 or Site 4,
eliminating as many variables as possible.
