Roberts Ronnie Sizemore • Mayor Jack Blackmon reconvened the meeting following the recess and introduced Messrs. Fulton and Braswell, representatives of the Association of General Contractors. They reported the establishment of headquarters offices at 822 Kinney as a construction center for the AGC. They propose to clear all construction work through their office with facilities available for use by members and non-members alike. They have talked to other contractors who are not members of AGC, but belong to the Home Builders Association, and invited them to use the center. It was proposed that out of town labor should be cleared through this construction center. They are also asking that insurance company adjustors please clear through this center in an effort to coordinate activities. Mayor Blackmon verified the fact that the center will be open for use by members and non-members. A systematic operation must be followed in regard to the contractors doing this work at reasonable prices. It was stated that they believe insurance adjustors will be liberal regarding costs of construction. It is desired to keep wage rates at a reasonable leval since there will be enough overtime available that men can make good money. Whatever happens here locally will set a pattern. It was stated that telephone service has been restored at the AGC office and electrical service will be available this afternoon in all probability. Mayor Blackmon inquired if everyone was in agreement in regard to the establishment of the construction center and it was agreed this would be a great help in getting work coordinated. City Manager Townsend again mentioned the rising costs of materials. One specific location should receive information regarding exorbitant prices and if necessary, a meeting be called to decide a course of action. Snufes Special Council Meeting August 6, 1970, 1:30 p.m. Page 2 • • • The proposal that an advertisement for workmen be placed in every major newspaper in the state was presented and approved. Mr. Bill Ochse, President of the local IBEW chapter, stated they now have a secretary down here. He had contacted San Antonio and they are sending five men, twenty-three men are leaving Houston at noon, twenty linemen are coming from Houston, Beaumont did not have anyone locally, but would try to find some in the area. He stated he was unable to contact anyone in Galveston, San Angelo or Fort Worth. He also stated that when he returned to the union hall, thirty-five men were sent out on jobs. It was noted that there is a convention being held in Wichita Falls and Mayor Blackmon stated that if that is where everyone is, then that's where contacts should be made. Union representatives stated that men are being told to bring bedding and meet at the union hall. Mayor Blackmon stated that apparently there is no problem now; it seems there will be plenty of electicians. Also a representative of the electrical contractors stated that everything seems to be okay now. Mayor Blackmon appointed Councilmen Bradley, Sizemore and McDaniel to be on a sub -committee acting as liaison between the City and the total construction industries for both management and labor. The sub -committee will meet at 9 a.m. on Friday to discuss the task ahead. The next Council meeting is scheduled for 10 a.m. Friday. This meeting was recessed subject to recall - if not called back by midnight, it will be considered adjourned. It was noted that the Council is more or less staying in continuous session.
