Marvin Townsend Acting City Attorney Jim Riggs Assistant City Secretary Bill Read • City Manager Townsend reported that the airport is operational - airlines are operating daytime schedulesonly at this time. People do have to go to the airport to make arrangements for flights as the telephones are still not back in service. Several substations of the sewer system are operating and others are awaiting power. Mr. Pat Fischer of Central Power and Light Company advised that crews are working toward getting other substations into operation. Mayor Blackmon requested the news media to get the word out that the City is not going to confiscate all ice brought into the City, only when the vendor has priced it out of reason. Ice is available at five or six locations, unknown at this time. Mayor Blackmon stated he will try to keep the news media informed as soon as delivery of ice is made and arrangements verified regarding distribution. He further stated that there appeared to be no food problems. Robstown is scheduled to open a distribution center for surplus food commodities. We will try to help insurance adjusters find space; at least 6,000 square feet is needed; and will try to find space in a public building and housing for them. We are having problems of developing information for dissemination, and are not sure where all government agencies and other activities are now located. City Manager Townsend stated they feel they have solved the problem of getting food to the right places. Jessie Rodriguez stated the Army Field Station at Weber and Staples served 2,000 last night. Mayor Blackmon inquired as to when we can return to City Hall, or is it advisable to continue to meet at this location. It was reported that some telephones are in operation - over half of the extensions are operable and some people are calling there. It was decided that the present location will be maintained. Oinutes • • pecial Council Meeting August 6, 1970 Page 2 • The Memorial Hospital administrator advised they are grateful for all efforts to get them back in full operation, but they do need a lot of extra help to board up windows, etc., as well as assistance in obtaining federal funds for their immediate needs. Regarding the curfew, Mayor Blackmon stated a 9 p.m. to 6 a.m. curfew was placed into effect yesterday in order that people could take advantage of the daylight hours to take care of personal or business needs and still have time to get home before the curfew went into effect, thus eliminating the need to obtain special passes. He commented that there was too much traffic and a large portion of it was caused by people out looking for ice. He further stated that he felt it was necessary to continue the curfew and following discussion, it was concluded it should continue from 9 p.m. to 6 a.m. again tonight. It was reported that twenty or thirty gas stations are now on regular power. It is desired that the Mayor's office be informed of exorbitant prices being charged for gasoline. Mr. Lennie Segal of Guerdon Industries, Lubbock, manufacturer of mobile homes, stated they have a government contract to provide instant emergency housing and inquired as to whom he should talk. He was advised to contact Mr. Tim Clower of the FHA. One of the radio stations pointed out problems they are having in getting information for their broadcasts as their station is without telephones. The Mayor stated he realized there is a need for specific details for press releases, but at the present time this is not possible. Clark Councill, Public Information Officer for the City, is trying to get information out as best he can. City Manager Townsend said he would try to work with this problem. Mayor Blackmon announced that this Council meeting would be recessed, but requested that the Commissioners and Staff remain for a closed session regarding a special matter.
